Item 2: HRAB Business – Election of Chair and Vice Chair Lucas Cook was elected as Chair and Steve Cantu was elected as Vice Chair. Item 3: Minutes Steve Cantu made a motion to approve the October 18, 2024 meeting minutes. Dana Newcomb seconded the motion. The minutes were approved. Item 4: Vaucluse Springs Conditional Use Permit Application Staff provided information on the proposed Conditional Use Permit (CUP) application for a special event facility, pubic restaurant, and campground/resort on a +/- 44.25 acre property zoned RA (Rural Areas). The property is located at 231 Vaucluse Spring Lane in the Back Creek Magisterial District (PIN 84-A-53A). The applicants and owner gave an overview of the intention to keep the property rustic, preserve this history of the property and share the story with the guests. The applicants stated no historic structures would be destroyed. The applicants stated it is a priority to be good stewards of the land. HRAB members discussed the history of the site and the Chumley redevelopment. There was a discussion on new construction that is intended to look old may add confusion in the future about the true time period the structure was from, and the applicants acknowledged that new additions will blend in but be distinguishable from original structures. HRAB expressed support for the project and the intentions to preserve the history of the property and open it up to others to enjoy. Gary Crawford made a motion to recommend approval of the CUP. Dana Newcomb seconded the motion. The motion passed unanimously. 3 Item 5: The 522 Plaza Rezoning Application Staff provided information on the proposed rezoning of +/- 0.739 acres of a +/- 2.23 acre property from the RP (Residential Performance) Zoning District to the B2 (General Business) Zoning District. The rezoning seeks to enable the development of a two-story mixed use building containing office and retail spaces. Staff and the applicants reviewed the General Development Plan (GDP) and the proposed buffers surrounding the property. The applicants stated that the rezoning was necessary to implement the desired use. There was a discussion on proximity to Star Fort and the property being within the core area of the Battles of Second and Third Winchester according to the National Park Service. The site has seemingly been vacant for many years and has mature woodlands. The applicants stated they would preserve as many trees as possible, but it would likely be difficult given the size and layout of the site. Jack Owens made a motion to recommend a Phase 1 Archeological Survey be proffered and conducted prior to site development. Lucas Cook seconded the motion. The motion passed unanimously. Item 6: Historic Plaque Program Funding Staff summarized the process of the funding for the original historic plaque program and stated that roughly $16,000 had been moved to the County general fund due to inactivity. The funding has been moved to a historic interpretation line item in the draft budget, subject to final approval by the Board of Supervisors. If approved, HRAB would need to expend the funds promptly. HRAB discussed the Clarke County Historic District Driving Tour map and the procedure for creating a similar product for Frederick County to increase public awareness of properties with historic plaques and other meaningful sites open to the public. Maral Kalbian, who worked on the Clarke County map, stated property owners were not notified of the map and many disclaimers were added that people must only stay in the public right-of-way and are not permitted on private property. Members expressed interest in a similar project, likely broken down into smaller routes due to the large size of the County. Staff will research the cost of printing brochures/maps in advance of the next meeting. Staff will also bring large format maps with the rural landmarks shown to provide a starting point for route discussions. It was suggested to coordinate with the Winchester-Frederick County Visitor Center and the Winchester- Frederick County Historical Society as potential partners and additional funding sources. More investigation is needed to determine logical routes and how to create a final product. The +/- 1.25 acre property (Property Identification Number: 34-A-26) is in the RA (Rural Areas) Zoning District. The property is located south of Brucetown Road (Route 672) at the intersection with Sir Johns Road (Route 667) in the Stonewall Magisterial District. The application proposes hosting a couple events per year with a maximum of 60 people on the property to help raise money for restoration of the property. The Study of Civil War Sites in the Shenandoah Valley published in 1992 by the National Park Service does not identify the parcel as within the core area or study area of any of the major Civil War Sites. The property is within the Brucetown Historic District according to the Virginia Cultural Resources Information System (VCRIS). There is an interior brick end chimney at the west gable end and an exterior stone end chimney at the east gable end. The upper half of the latter chimney has been rebuilt in brick, and the lower stone portion has squeezed mortar joints. The foundation is of stone and the windows are 2/2 wood double-hung. A one-story, three-bay entrance porch is centered on the symmetrical façade and has tapered wood posts and a hipped standing seam metal roof. A small one-story gabled concrete block addition is located on the east side of the building, south of the chimney. The building appears to be used as a dwelling. Additional Property Information Architecture Setting:No Data Acreage:No Data Site Description: June 2011: This resource is located at the eastern end of Jobes Mill Lane, which leads east from Route 667 on the outskirts of the village of Brucetown. The dwelling stands on a level grassy lot with shrubs and foundation plantings and a decorative iron fence separates the front lawn from the road. ----------------------------- June 2011: A one-story wood frame barn/outbuilding is located to the northwest of the dwelling. According to a survey conducted in 1989, the brick and stone ruins of an old woolen mill were located to the east of the dwelling. Anecdotal evidence suggests that a mill known as the Pine Grove Woolen Mill stood on this site in the 18th century. The house’s namesake, Jobe, took over this mill in 1848. A concrete block mill was built nearby in 1920. The Jobe Mill burned in 1930, and neither of the two mills is standing today. Surveyor Assessment: This is the site of an 18th and 19th century woolen mill. This was an important industry in this area during those periods. There was apparantly a woolen mill on this site in the 18th century and was [sic] known as the Pine Grove Woolen Mill. Jobe took over the mill in 1848. The ruins of the brick/stone mill seem to date from this period. Another mill was built close-by in the late 1920s. Its ruins are still evident. It was built of concrete block. In 1930 the Jobe Mill burned. It was the forerunner of the Clearbrook Woolen Mill. (Rec Survey 6/89) June 2011: The ruins of the mill were not relocated during the survey. An asphalt parking area is located on the east side of the church and the property is bordered by woods to the north. ----------------------------- June 2011: A cemetery associated with the church is located to the west of the building. Surveyor Assessment: This is the second church on this site - one was here by 1845 - it was also a Methodist Church. June 2011: It is the opinion of the surveyor that this brick church, dating to 1874, and its associated cemetery are not individually eligible for inclusion in the National Register. They are, however, recommended as a contributing resource within the National Register-eligible Brucetown Historic District under Criteria A and C, for their association with this rural Frederick County village dating to ca. 1765. June 2011: This gable-front church dates to 1874 and is two stories in height with a brick exterior laid in a six-course American bond. The four- bay side elevations are detailed with recessed bays separated by engaged brick pilasters and corbelled brick modillion blocks at the cornice. The roof is covered with standing seam metal and there is an interior brick side chimney on the west side elevation. The windows at the first story level are 6/9 double-hung with segmental arches of header bricks. The windows at the second story level are tall, slender stained glass windows, also with segmental arches of header bricks. The three-bay façade (north elevation) features the same decorative glass windows at the second story level as well as a stylized gable vent with a semicircular brick arch. The main entrance is centered on the façade and is comprised of a paneled single-leaf door with three-light sidelights, capped with a decorative glass transom reading “Brucetown United Methodist Church”. The date stone is located at the southeast corner of the building at the first story. An octagonal cupola/bell tower is located towards the north end of the church and features a curved flat seam metal roof with a decorative finial as well as scrolled wood railings and angle brackets. There is a one-story brick shed roof addition on the rear (north) elevation, and the one-story attached brick chapel wing was added to the east side of the church in 1965. According to an earlier survey this is the second church on this site, replacing an earlier Methodist Church dating to 1845. A gravel driveway leads south from the road past the west side of the dwelling. ----------------------------- June 2011: A one-story wood frame outbuilding is located to the east of the dwelling. Surveyor Assessment: One of older houses in the community of Brucetown. (Rec Survey 11/89) June 2011: It is the opinion of the surveyor that this two-story wood frame dwelling, dating to ca.1857, is not individually eligible for inclusion in the National Register. The dwelling does not possess characteristics of demonstrable significance with respect to design, construction or use of materials (Criterion C). It does not appear to be associated with significant broad patterns, historic events or persons (Criteria A and B). It has not yielded, nor is it likely to yield, information important to history (Criterion D). (Rec Survey 11/89) June 2011: This ca. 1857 two-story wood frame dwelling has a standing seam metal side gable roof, vinyl cladding, and 6/6 double-hung windows that appear to be replacement sash. An interior brick end chimney is located at the east gable end. The two-story, five-bay front porch appears to have been reconstructed and has fluted columns at the first story and octagonal wood columns at the second story. A single-leaf paneled wood entrance door is centered on the symmetrical façade and is capped with a four-light transom. According to a previous survey, a portion of the original structure may be constructed of log. The one-story rear addition has a standing seam metal gable roof and an interior concrete block chimney.
