March 19 2025 Board Work Session Minutes 273 MINUTES WORK SESSION FREDERICK COUNTY BOARD OF SUPERVISORS WEDNESDAY, MARCH 19, 2025 5:00 P.M. BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter,Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Finance Committee Members: Mike Stottlemyer and Delane Karalow were present. Brandon Monk participated remotely from Lansing, MI, for personal business reasons. Staff present: Michael Bollhoefer, County Administrator; Bill Orndoff, Treasurer; Tonya Sibert, Commissioner of the Revenue; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Jay E. Tibbs, Deputy County Administrator; Austin Cano, Interim County Attorney; Karen Vacchio, Public Information Officer; Patrick Fly, Deputy Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Chairman Ludwig called the meeting to order at 5:00 p.m. BUDGET DISCUSSIONS UPDATE REGARDING PERSONAL PROPERTY TAXES Commissioner of the Revenue Tonya Sibert presented updated revenue projections saying the figures now include both abatements and supplements. Minute Book 50 Board of Supervisors Work Session of March 19,2025 County of Frederick,Virginia 274 SCHOOL REVENUE DISCUSSION In response to Supervisor Lockridge's question about possible additional revenue from the state for Frederick County Public Schools, Superintendent Hummer clarified that this is for the current fiscal year and will be restricted to employee bonuses to aid in retaining staff. The Board and Superintendent Hummer discussed the proposed cost-of-living increases for various classes of school employees. County Administrator Bollhoefer reviewed his updated budget scenarios using the latest revenue projections from the Commissioner. The Board discussed possible funding that could be available from the compensation board for new positions, revenue growth, and the need to address future budget shortfalls as planned school debt increases.
