P&RMinutes2025March11 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION March 11, 2025 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members’ Present: Gary Longerbeam, Jenny Myers, Dennis Grubbs, Vaughn Whitacre, Mollie Brannon, Michael Stottlemyer, Ron Madagan, and Randy Carter. Visitors: Mr. Ray Bilodaeu, resident of Cedar Meadows Subdivision Staff: Andrew Keefauver, Jon Turkel, Stacy Herbaugh, Cory Smith Call to Order The meeting was called to order at 7:00 p.m. by Mr. Dennis Grubbs. Invocation Pledge of Allegiance Approval of December 10, 2024, Meeting Minutes Mrs. Myers moved to approve the minutes as submitted, second by Mr. Madagan, approved (8-0). Adoption of Agenda Mr. Carter moved to approve the minutes as submitted, second by Mr. Stottlemyer, carried unanimously (8-0). Old Business None New Business 1. Election Officers: Mr. Madagan made a motion to nominate Dennis Grubbs for the position of Chair, seconded by Mrs. Myers, motion carried (7-0-1). Mr. Longerbeam made a motion Parks & Recreation Commission Meeting Page 2 March 11, 2025 to nominate Mrs. Jenny Myers for the position of Vice-Chair, seconded by Mr. Madagan. Mr. Stottlemyer made a motion to nominate Mr. Vaughn Whitacre for the position of Vice- Chair, seconded by Mrs. Brannon. A roll call vote was held, and Mrs. Myers was elected for the position of Vice-Chair (5-3). 2. Mr. Whitacre asked for some clarification regarding Article 3, Section 5 of the Parks and Recreation Commission By-Laws stating a 75% Commission Meeting attendance requirement, and Article 5, Section 5 of the By-Laws indicating that 75% attendance requirements can be satisfied through attendance with a combination of monthly Commission meetings and Sub-Committee meetings. Additionally, Mrs. Brannon requested that Article 7, Section 1, have the pronouns corrected in regard to the Director. Staff will review the By-Laws and bring revisions back for voting at a future meeting. Monthly Reports Staff provided reports on past and upcoming park projects, maintenance upgrades, recreation programs, marketing, and special events. Standing Committee Reports Buildings and Grounds (February 4, 2025) 1. The committee responded to a request from Cedar Meadow for a trail to connect the subdivision to Sherando Park. The committee denied the request, but provided guidance for a trail facility it might favorably consider. 2. Staff presented a request from an adjoining landowner to the Abrams Creek Trail. The committee denied the request, informing staff that the proposed solution was inconsistent with how park/residential property separations are typically handled. Appeals Committee (March 10, 2025) 1. The committee heard an appeal from two individuals that received a one year No Trespass/Park Suspension following an incident during a Youth Basketball Game. The committee repealed the suspension but banned the two individuals from any organized sports league offered by the Department for one year. Information Items Mr. Stottlemyer requested we keep in mind the amount of vandalism that occurs around the Bowman Library when considering the installation of a playground in that area. He cited concerns with existing playgrounds owned by the HOA’s of the adjacent neighborhoods.
