FREDERICK COUNTY BOARD OF SUPERVISORS
JOINT SCHOOL BOARD-BOARD OF SUPERVISORS WORK SESSION
WEDNESDAY, FEBRUARY 13, 2025
5:30 P.M.

ATTENDEES
Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice
Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; and John F. Jewell were
present. Robert T. Liero participated remotely. Staff present: Michael Bollhoefer, County
Administrator; Jay E. Tibbs, Deputy County Administrator; Austin Cano, Interim County Attorney;
Cheryl Shiffler, Finance Director; Karen Vacchio, Public Information Officer; and Ann W. Phillips,
Deputy Clerk to the Board of Supervisors.
School Board: Scott Sturdivant, Chair; Dianna Klein, Vice Chair; Daryl Bell; Linda Martin;
Miles Adkins; Frank Funes; and Brian Erskine were present. Staff present: George Hummer,
Superintendent; Shane Goodwin, Assistant Superintendent for Administration; Shante' Knight,
Assistant Superintendent for Instruction; Kristen Anderson,Assistant Director of Finance; and Nina
DiSantis, Clerk of the Board.
CALL TO ORDER
Chairman Sturdivant and Chairman Ludwig called the meeting to order at 5:30 p.m.
REMOTE PARTICIPATION AUTHORIZED
On the motion of Vice Chairman Slaughter, seconded by Supervisor Wells and carrying on
a voice vote, remote participation was authorized for Supervisor Liero from his home for medical
reasons.
INTRODUCTIONS
The members of each Board and their respective staffs introduced themselves to the
group.

BUDGET PRESENTATION - FCPS SUPERINTENDENT GEORGE HUMMER
Superintendent George Hummer provided an overview of the County's School System and
proposed budget components, highlighting his FY26 proposed needs-based budget and the
timelines and next steps.
The Boards discussed the following topics: the percentage of FCPS staff residing outside
of the County and competing with other locations that can afford to pay more than Frederick County;
the outcome from spending on pre-Kindergarten programs; the number of administrators in school
buildings; long term substitutes; current vacancies among licensed staff; the issue of competing
with Loudoun County for staff members; and the fairness of the Local Composite Index (LCI) as it
pertains to Frederick County.
Chairman Ludwig said he was compiling a list of questions for the Superintendent and
would send it by email.
ADJOURN
There being no further business, the joint work session was adjourned at 6:48 p.m.
