BOARD OF SUPERVISORS-EXTENSION LEADERSHIP COUNCIL JOINT MEETING
WEDNESDAY, NOVEMBER 13, 2024
5:30 P.M.
BOARD ROOM, COUNTY ADMINISTRATION BUILDING
107 NORTH KENT STREET, WINCHESTER, VIRGINIA
ATTENDEES
Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice
Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T.
Liero were present.
Extension Leadership Council Members: J.D. Cline; Keighley Gore; Sharon Mauzy; Rose
McDonald; Heather McKay; Bob Meadows; Allison White; and Dody Stottlemyer were present.
Brandon Monk was absent.
Frederick County Administrative Staff present: Michael Bollhoefer, County Administrator;
Jay E. Tibbs, Deputy County Administrator; Karen Vacchio, Public Information Officer; Scott
Varner, Director of Information Technologies; Austin Cano,Assistant County Attorney; and Ann W.
Phillips, Deputy Clerk to the Board of Supervisors.
Virginia Cooperative Extension Staff present: Karen Poff; Mark Sutphin; Spring Vasey;
Joanne Royaltey; Tammy Epperson; and Marsha Wright.
Guests present: Greg Mauzy; Kim Watt; Cordell Watt; Kendall Mills; and Jeremiah Clark.
CALL TO ORDER
Chairman Ludwig called the meeting to order at 5:30 p.m.
VIRGINIA COOPERATIVE EXTENSION OVERVIEW
Mark Sutphin, Unit Coordinator& Extension Agent, provided an overview of the programs
offered by the Extension office. Specifically discussed were Family Consumer Sciences;
Agriculture and Natural Resources; and 4-H Youth Development.
The Board, Council Members, and guests discussed the programs and reviewed possible
assistance for members of the agricultural community.

SPONGY MOTH COORDINATOR UPDATE
Mr. Sutphin noted the hiring of a Spongy Moth Coordinator is in progress.
VACANT ELC MEMBER POSITION, POSSIBLE WINCHESTER CITY RESIDENT
The Board and Council discussed the Council's desire to fill a Council vacancy with a
member who is a resident of the City of Winchester which is in the geographical area covered by
the Council but currently is not represented on the Council.
VCE VACANCIES AROUND THE REGION
Mr. Sutphin noted the number of vacancies around the region. He said the Council will be
advocating for additional staffing and may request new positions during the upcoming budget
process.
