Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Dennis Grubbs.
Invocation
Pledge of Allegiance
Approval of October 8, 2024, Meeting Minutes
Mr. Madagan moved to approve the minutes as submitted, second by Mr. Stottlemyer, approved (7-
0).
Adoption of Agenda
Mrs. Myers moved to approve the minutes as submitted, second by Mr. Longerbeam, carried
unanimously (7-0).

New Business
1. Staff presented the proposed FY 26 Fees and Charges to be included in the FY 26 Budget
Request. Questions were asked regarding the non-resident rate, the percentage of non-
resident usage of park amenities, and the fee for requiring a security officer at Adult Softball
tournaments. Mrs. Myers made a motion to approve fees as presented, seconded by Mr.
Stottlemyer, approved (6-0-1).
Monthly Reports
Staff provided reports on past and upcoming park projects, maintenance upgrades, recreation
programs, marketing, and special events. A question was asked regarding how vendors were
selected; staff responded with County Procurement policy is followed with using formal bid or
quick quote solicitation using the eVA platform.
Standing Committee Reports
Buildings and Grounds (October 29, 2024):
1. The Buildings and Grounds Committee made a motion to accept the FY 26 Capital
Improvement Plan (CIP) with a change of order for items 6 and 7 due to grant funding,
seconded by Mrs. Myers, approved (4-3). Discussion and questions included how long
items had been on the CIP, were the requested items identified as community needs, what
was the cost and on-going costs of the items, the violation of Virginia Code as it relates to
the CIP and the County’s Comprehensive Plan, the viability of achieving the items on the
list within 5 years, the burden to the tax payer, could the order of items be moved around,
what grants would be available over the next 5 years, and how were the items going to be
funded.
