September 25 2024 Board Work Session with Frederick Water Minutes 84 MINUTES FREDERICK COUNTY BOARD OF SUPERVISORS JOINT FREDERICK WATER-BOARD OF SUPERVISORS WORK SESSION WEDNESDAY, SEPTEMBER 25, 2024 5:30 P.M. BOARD MEETING ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VA ATTENDEES Board of Supervisors: Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann- Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Austin Cano, Assistant County Attorney; Karen Vacchio, Public Information Officer; Wyatt Pearson, Planning Director; Patrick Fly, Assistant Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. Frederick Water Board: Martha Dilg; Tom Simon; Henry Sliwinski; and Stan Crockett were present. Gary Oates was absent. Staff present: Eric Lawrence, Director; and Jamie McFadden, Communications Specialist. CALL TO ORDER Chairman Ludwig called the meeting to order at 5:30 p.m. FREDERICK WATER UPDATES Executive Director Eric Lawrence provided an overview of the current status regarding Frederick Water's operations, finances, and rate structure. He reviewed the following capital improvement projects: Sliwinski Water Treatment Plant Sliwinski Advanced Water Treatment Plant Diehl Water Treatment Plant Upgrade Lake Frederick Water Treatment Plant Crooked Run Pump Station & Force Main Minute Book 50 point Frederick Water-BOS Work Session of September 25, 2024 County of Frederick, Virginia 85 DISCUSSION OF JUNE 2024 PRESENTATION BY THE LAKE FREDERICK ICSA WORKING GROUP Mr. Lawrence discussed his Board's strategy to address ongoing DEQ violations at the Crooked Run Plant and the creation of the Inter-County Service Area. He commented on the presentation made by the Lake Frederick Inter-County Service Area Working Group to the Board of Supervisors in June 2024. He offered clarification and correction of some of the information in the Working Group's presentation. The Board and Mr. Lawrence discussed the issue of chlorides from water softener discharge not being permitted in the water treatment system, litigation between Frederick Water and the developer of Lake Frederick, and options available to Frederick Water to raise the additional funds needed to address the chloride issues. Several Board members encouraged the Frederick Water Board to consider assessing the additional fees across the whole system's customer base rather than limiting the fees to only the Inter-County Service Area's customers.
