CALL TO ORDER
Chairman Ludwig called the meeting to order at 5:30 p.m.
BOARD OF SUPERVISOR BUSINESS ITEM: COUNTY ATTORNEY VACANCY
The Board and County Administrator Mike Bollhoefer discussed the options for filling the County
Attorney position following the departure of Rod Williams. By consensus, the Board directed Mr. Bollhoefer
to proceed with using a third-party recruiting firm to fill the vacancy and to arrange to use a private law firm
short-term in support of the Assistant County Attorney.

COMPREHENSIVE PLAN AMENDMENT REQUEST # 03 - 24: APPLELAND PROPERTIES —
RECOMMENDED TO BE SENT FORWARD FOR FURTHER STUDY
Senior Planner Tyler Klein reviewed the request to change the designation of four(4) parcels totaling
96.82-aces from a "business"and "environmentally sensitive areas" land use designation to"residential" land
use designation and to include the properties in the limits of the County's Urban Development Area (UDA).
He said the subject properties are located immediately north of and adjacent to the Town of Stephens City
and west of Route 11 and are included in the Kernstown Area Plan and within the limits of the County's Sewer
and Water Service Area (SWSA, a public utility service area). He said the area plan currently designates
planned land uses for the entirety of the assemblage, with roughly 72 acres designated as "business" and
the remainder as "environmentally sensitive areas," which corresponds with areas of mapped floodplain.
Ty Lawson spoke on behalf of the Applicant.
By consensus of the two bodies, the request was sent forward for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST #01 -24: LOVE CHURCH—
NOT RECOMMENDED FOR FURTHER STUDY
Senior Planner Tyler Klein reviewed the request to change the designation of one (1) parcel totaling
29.51-acres from a "institutional" land use designation to "residential" land use designation. He said the
subject property, located east of Tasker Road and south of future Route 37, is fully within the limits of the
County's designated UDA and SWSA. Surrounding the subject property are existing residential
neighborhoods, including The Village at Lakeside, Shawnee Village, and the Townes at Tasker. He said the
property is included in the Senseny/Eastern Frederick Urban Area Plan adjacent to the "Crosspointe Urban
Center" and the approved Villages at Artrip project, and the existing "institutional" land use designation
reflects the current use of the property as a place of worship (church).
Jennifer Baird spoke on behalf of the Applicant saying that the property is now under contract and
the request may not be needed.
By consensus of the two bodies, the request was not sent forward for further study.

COMPREHENSIVE PLAN AMENDMENT REQUEST #02 -24: PINE HILL PROPERTIES—
TABLED UNTIL A DECISION IS MADE REGARDING CONSTRUCTION OF THE FOURTH HIGH
SCHOOL
Senior Planner Tyler Klein reviewed the request to change the designation for three (3) parcels
totaling 50-acres from a "urban center" land use designation to a "residential" land use designation and to
include the properties in the County's designated Urban Development Area (UDA) and Sewer and Water
Service Area (SWSA). He said the change to the future land use designation would reduce the residential
density envisioned from 6-12 units per acre to 6 units per acre, and the "Paper Mill Road Urban
Center/Neighborhood Village" section would also be removed from the Senseny/Eastern Frederick Urban
Area Plan. He said the subject properties are located east of Route 522 and north and south of Justes Drive
adjoining Evendale Elementary School and Admiral Byrd Middle School and the future site of the 4th high
school, and the properties are included in the Senseny/Eastern Frederick Urban Area Plan and adjoin the
existing UDA and SWSA boundaries.
Steve Pettler spoke on behalf of the Applicant.
By consensus of the two bodies, the request was postponed until a decision is made regarding the
construction of the fourth high school.
