021-03 BOARD OF SUPERVISORS RESOLUTION FISCAL YEAR 2003-2004 BUDGET AMENDMENT WHEREAS, the Frederick County Board of Supervisors, meeting in regular session and public hearing held on October 22, 2003, took the following action: NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors that the FY 2003- 2004 Budget be Amended to Reflect: A General Fund Supplemental Appropriation in the Amount of$780, 494.00. This Amount Represents the Personnel Request for the Frederick County Fire and Rescue Department. The above General Fund Supplemental Appropriation request was presented; however, the following action was taken: Upon motion made by Sidney A. Reyes and seconded by Lynda J. Tyler, to fund the four (4) requested positions for the Clearbrook Fire and Rescue Company, and the one (1) position for the Greenwood Fire and Rescue Company. The remainder of the Fire and Rescue Department personnel request to be forwarded to the Frederick County Fire and Rescue Association for their review and recommendation. Don Butler was absent. 1. The Director of Fire and Rescue requests a General Fund supplemental appropriation in the amount of $780.494.00. This amount represents an annualized amount that could be reduced depending on the timetable. The original request that was presented to the personnel committee was for $1,688,896.00 and has been reduced at the request of the personnel committee before being referred to the Finance Committee. Additional local funds are required. See attached memo, p.1-48. The committee recommends approval; however, a request exceeding $500,000.00 requires a public hearing and it is requested that action be taken on advertising for a public hearing. 2. The Director of Fire and Rescue requests a General Fund supplemental appropriation in the amount of $17.096.54. This request represents a carryforward of state grant funds and is requested to be placed in line item 3505-5413-000-000 Operating Supplies. See attached memo, p.49-50. The committee recommends approval. J. Lord Fairfax Community College requests a General Fund s~~plemental appropriation in the amount of $397.250.00. These funds were budgeted in FY03 for the Science building and need to be carried forward for continuation of the project. See attached memo p.5l-54. VIrginia 22601 FREDERICK COUNTY FIRE AND RESCUE DEPARTMENT PERSONNEL REQUEST The past three (3) year's Fire and Rescue Department budgets have provided us with a very challenging mission. As our organization changes to meet the new challenges within Frederick County, so do our budgetary needs. We are at a crossroads and have critical decisions to make to determine which path will provide the necessary services to our community. These decisions are crucial to the protection of property, preservation of life and safety of the citizens and visitors of our community. The Department, although relatively small in career staff, is the largest single organization within the County government with the exception of the school system. It supports fIfty (50) full time employees, approximately three hundred fIfteen (315) volunteer emergency response personnel, approximately one hundred (100) administrative personnel, and eleven (11) fIre and rescue stations, housing 89 emergency vehicles and responding to more than 7,824 calls for service in 2002. Those calls for service have increased ninety (90%) from 1990 to 2002, with no significant increase in active volunteer emergency responders. Frederick County has become a crossroads for growth and prosperity. This growth has brought new business, industry, and residential developments, which in turn have increased the population, traffic, and hazardous materials in our community. Our community also is aging in population and has brought many elderly neighborhoods and facilities that create a greater need for our services. These elderly facilities create three times the call volume for emergency medical service then the average population. The fIre and rescue service must develop a sound infrastructure and create a plan to guide its organization into the future. That plan will preserve public trust and provide quality and cost-effective services that protect our citizens and visitors, their property, and our environment from the effects of fIre, medical emergencies, technological hazards, and manmade or natural disasters, which pose a threat to our community. The Department is tasked with providing fIre protection to nearly 5 billion dollars worth of taxable and non-taxable property within Frederick County, which continues to grow at a rate of over 250 million per year. We also provide emergency medical service to our nearly 63,000 residents and several hundred thousand visitors and travelers that pass through our beautiful County each year. Another responsibility of our department is that of County Emergency Management which has seen a greater focus, especially since the September 11, 2001 events and the ever-continuing threat of terrorist activity. The upgrade of the fIre and rescue system is imperative! Frederick County Fire and Rescue Department is trying to be proactive in dealing with the current response needs and the anticipated substantial growth over the next several years of our community as well as preparing for service delivery to those citizens and transient population. History from other areas of the Commonwealth have told us the service delivery needs of all aspects of govemment with the increased and aging population, and signifIcant growth of commercial and residential building units. Our community now and in the future will demand effective and effIcient service delivery from all aspects of govemment, especially public safety departments. The following is a line by line condensed justifIcation, outlining substantial increases, / PAGE #2 - PERSONNEL REQUEST additional personnel, capital purchases for the fIre and rescue budget "needs," and the projected service needs of our system at the current time. The projection of fIre and rescue service delivery is through a combination volunteer and career system with the additional positions supporting the current fIre and rescue system. PromotionslReclassitications Of Existine- Officer Positions Currently, the Fire and Rescue Department has forty-two (42) uniformed fIeld personnel that are operations certifIed and qualifIed being supervised by three (3) fIeld Lieutenants that are counted as minimum manning on many occasions. This is an average of fourteen (14) employees per Lieutenant that consists of day-to-day staffing of stations, day-to-day supervision, dealing with station issues, conducting performance evaluations, and numerous other issues related to these fIeld personnel. In addition to the personnel supervision, all three (3) of the Lieutenants have other projects assigned to them due to the lack of additional personnel and resources. The average number of personnel these Lieutenants supervise daily well exceeds the normal span-of- control (three to seven persons) established by national management models. Incident supervision, both fIre and emergency medical services, is also a concern as on many occasions new employees are often placed in an incident management role with little or no training for this assignment. The Fire and Rescue Department has experienced several signifIcant personnel issues related to the lack of supervision during the past year. Some of these issues include: personnel not reporting to work on time, personnel sleeping during work hours, personnel not capable of performing certain job tasks, lack of maintaining knowledge, skills, and abilities through continual training, and numerous other problems. The Department conducted a one (1) day training session for the past three (3) groups of employees comprised of twenty-six (26) employees performing basic frrefIghting operations and other associated frreground activities. During this training session, it was very apparent that the lack of supervision and discipline was a major contributing factor to these personnel's capabilities. Funding for these promotions/reclassillcations can utilize money remaining in personnel line items from Fiscal Year 2002-2003 Budget. The Fire and Rescue Department is proposing the following promotions/reclassifIcations based on the revised Career Development Program. The revision to the Career Development Program is necessary due to the increased responsibilities of the Fire and Rescue Department within County Government, increased responsibilities of the uniformed officers within the Department, increased staffmg within the Department, additional needs of the Volunteer Fire and Rescue System and numerous changes in certifIcation/training programs within the Cornmonwealth of Virginia. Workers Compo Total Cost Of Promotions IRe classifications $ 4,118.00 $ 800.00 $54,175.00 Promotion Of Personnel To Lieutenant For Trainine- Division - Two (2) Personnel In August 1998, the County Board of Supervisors approved the Department's Career Development Program, which implemented the Training Division. The Training Division's mission is to facilitate quality and cost effective educational programs to the volunteer and career personnel of the Fire and Rescue System within Frederick County. This service is offered to eleven (11) frre and rescue stations comprised of approximately three hundred fifteen (315) volunteer personnel, forty-seven (47) existing career uniform personnel, 'and numerous commercial/industrial facilities throughout the County. With the events of September 11, 2001, the Fire and Rescue Department Training Division is responsible for providing some of the required training to local law enforcement agencies (Frederick County Sheriffs Department, Stephens City Police Department, and Middletown Police Department) for funding received through the Department of Homeland Security. This training is mandated to meet the requirements of the federal grant procurement process. A Battalion Chief is the current staff for the entire Training Division, which is responsible for total coordination and management of educational opportunities for the career and volunteer personnel within the County. The Training Division is also responsible for maintaining continual knowledge of mandated laws, recommended standards, certification and training issues, course development issues, and documentation/record keeping to assure that the volunteer and career personnel are in compliance with local, state, and federal laws and regulations. The Training Division is also responsible for administration and management of the Career Development Program within the Fire and Rescue Department. The Training Division works extensively with the Virginia Department of Emergency Management, Virginia Department of Fire Programs, Virginia Office of Emergency Medical Services, Federal Emergency Management Agency, and various other local, state, and federal agencies on training requirements, certification issues, and curriculum development. The Training Division has taken a pro-active approach to the delivery of the various components of emergency response training, but has found it to be more difficult due to the increased number of requests for training, lack of training staff, and lack of required equipment and materials to conduct the required training. Since the Training Division was officially established, the demand for training courses, continuing education classes, and review of documentation for individual training records has increased dramatically during the past five (5) years. These additional training needs and requests coupled with the increasing changes in laws, standards, and curricula related to the training arena has diminished the amount of time one (1) person can effectively and efficiently manage the Training Division. Currently the Battalion Chief is averaging 64.6 hours per week without additional compensation in an attempt to facilitate the delivery of educational programs to the volunteer and career personnel. The Battalion Chief is constantly maintaining an overage of annual leave hours due to the Training Division management and it's associated programs. 3 PAGE #4 - PERSONNEL REQUEST The following is a list of job requirements and responsibilities for the Training Division as well as the approximate amount of time required to fulfill these obligations. As you can see, with only one (1) person, there are not enough hours in the normal or extended work schedule to complete all of the necessary requirements to fulfill the Training Division's mission. 1. Course Scheduling - The Training Division is responsible for the scheduling of all certification courses, continuing education classes, and related informational classes for the fITe and rescue system within Frederick County. The following preparation is required to assure effectiveness of the course and/or program and requires approximately forty percent additional time of the total course. A. Write and distribute training advisories for appropriate agencies. B. Complete course schedule and appropriate paperwork for participating agencies. C. Order course related materials and bill appropriate agencies. D. Assign certified/qualified instructors for appropriate classes. E. Acquire necessary apparatus, equipment, facilities, and personnel for class. F. Evaluate course/program instructors and course content to ensure maximum effectiveness (mandated by the majority of the state and federal agencies for delivery of accredited programs). G. Review and process instructor/student evaluations for the class/course. H. Review and process instructor/student complaints for the class/course. 2. Normal Course Delivery - The following is a list of courses that are conducted annually through the Training Division within Frederick County and Winchester. There are numerous special course offerings provided based on specific needs of the fire and rescue system or special requested courses by specific companies that take additional staff time to schedule and manage. A. Firefighter Level I and II Course (160 Hours and 80 Hours) B. Emergency Vehicle Operator Course (16 Hours) C. Driver/Operator - Pumper Course (64 Hours) D. Driver/Operator - Aerial Course (40 Hours) E. Hazardous Materials Awareness and Operations (8 Hours and 32 Hours) F. Hazardous Materials Technician Continuing Education (24 Hours) G. Emergency Medical Technician-Basic Course (110 Hours) H. BLS and ALS Continuing Education Courses (80 Hours) 1 Regional Spring Fire and Rescue School (32 Hours) - Lead Agency J. Regional Fall Fire and Rescue School (32 Hours) - Assist Agency K. In-station Training Program (9 Hours) - Weekly L. Personnel Accountability SystemlIncident Command System - Monthly Plus. M. Rapid Intervention Team Training (Program Under Development) - Monthly 3. Meeting Attendance - The Training Division has taken a pro-active approach In participating in various related training meetings at the local, state, and federal levels. Lf PAGE #5-PERSONNEL REQUEST The Training Division has also taken a pro-active roll in the development and revision of training programs at the local, state, and federal levels. This has shown to be a positive step due to the unique needs of Frederick County and it's surrounding jurisdictions. The following is a list of normal meetings that are attended by staff. A. Council of Governments Training Committee (Bi-Monthly - 6 Hours) 1 Department of Emergency Management Curriculum Development (Vary) J. Department of Fire Programs Curriculum Development (Vary) K. Office of EMS Curriculum Development (Vary) L. Other Special Called Meetings of Various Agencies (Vary) 4. Cable Television Channel - The Training Division maintains Channel #19 on the Adelphia Cable Communications System for the purpose of broadcasting training programs to the frre and rescue stations and individual residences through a scrambled signal. This channel allows personnel to view current training programs to keep up with ever changing procedures in the fire and rescue society. The scheduling for this channel is performed monthly by a satellite subscription service but requires constant monitoring for consistency and relevancy to Frederick County. Any special programming requires the time and attention of the Training Division staff. 5. Training Materials Inventory - The Training Division maintains an inventory of audio- visual equipment and various training programs from a variety of vendors and local, state, and federal agencies. The Training Division has acquired a large quantity of training equipment and materials during the past three (3) years for use in the various educational programs being delivered. With the increased number of training programs requested and being offered, the inventory and cleaning of these materials has become delinquent. These materials are available to all volunteer and career fire and rescue personnel through a loan process, which requires constant management and monitoring. With the purchase of additional equipment and programs, the amount of time required to maintain this inventory has increased dramatically. 6. Maintenance Of Certifications - The Training Officer is required to maintain current fire and rescue certifications at all levels within the fire and rescue system and any specific certifications related to the training environment. These additional certifications require an increased amount of time and travel to maintain and vary in length of time certified. Some of these certifications are required to be renewed annually while others last for a period of two (2) years to five (5) years. Currently, the Fire and Rescue Department is maintaining training files on approximately five hundred (500) personnel. 5' PAGE#6-PERSONNELREQUEST 7. Career Development Program - The Training Division is responsible for the delivery and maintenance of the Career Development Program. The basic requirements for this program are described in the handbook, but there are many paths that an employee can take to get through the promotional process. With these variable paths, it requires some extensive research to verify that the programs are educationally sound and that they meet the equivalency requirements outlined in the Career Development Program handbook. The Training Division staff spends approximately one (1) hour researching each employee's promotional request to verify that the requirements have been met within the allotted time frame. 8. Firehouse Software Maintenance - The Training Division is responsible for the implementation of the "Training Database" located within the Firehouse Software package. Since this system is new, all of the initial information has to be reviewed prior to input into the program. This will require staff to review approximately three thousand (3,000) different training codes and certification codes for state and federal agency training programs and develop training codes for local agency training programs. Once all of the training and certification codes have been input, the Training Division with the assistance of the various fire and rescue companies will input individual training and certifications for the personnel within the Frederick County Fire and Rescue System. 9. Weapons Of Mass Destruction Training - The Training Division in conjunction with the Operations Division will be responsible for initiating training to all public safety agencies within Frederick County to fulfill the requirements of the State and Federal grants that the County has received during the past two (2) years. This training will include all fire and rescue personnel, law enforcement personnel, public works personnel, and numerous other Departments and personnel within County government. Currently, there are only three (3) personnel within the Fire and Rescue System qualified to instruct any of these programs and will significantly reduce the amount of time allotted to other training programs within the system. 10. Emergency Medical Technician (EMT) In Public Schools - The Training Division is supporting the Frederick County Public School System with the implementation this year of an Emergency Medical Technician (EMT) certification program within the high schools. The Volunteer Fire and Rescue Association and Fire and Rescue Department identified this as a primary project and wanted it to be implemented for Fiscal Year 2003- 2004 school year. The School System advertised in numerous sources for a part-time instructor and assistants for this program without success. The Fire and Rescue Department has committed to assisting this program with personnel and equipment to make this a successful educational opportunity for these students and hopefully benefit the Fire and Rescue System. II. Recruit School - During the past year, the Fire and Rescue Department has identified several training problems with the current employees, especially during the past two (2) years. The Department currently hires certified/qualified personnel from the eligibility list. These personnel have varying backgrounds and experience levels and often get \ -. o PAGE #7 - PERSONNEL REQUEST thrown into positions that are not conducive to new employees with limited knowledge, skills, and abilities and relevant experience. The Department, in conjunction with surrounding jurisdictions, has initiated the process to plan for a complete recruit school for new employees. This process will benefit all parties within the Fire and Rescue system by generating personnel with knowledge, skills, and abilities to meet the needs of the community. This recruit school will require one (1) to two (2) full time personnel to coordinate and control, as well as several part-time personnel to meet the instructor- student ratios. 12. Other Special Projects - The Training Division is currently involved with several specialized projects within the Frederick County Fire and Rescue System. The system has implemented a "fucident Command System (ICS) and Rapid Intervention Teams (RlT)" on emergency incident scenes that has required numerous hours of involvement to prepare materials and training outlines for the program. The Training Division has offered three (3) separate training classes on this topic for the volunteer fire and rescue officers and will have to offer a minimum of twelve (12) additional classes to meet the needs of all personnel. The Training Division is currently working on several standard operating procedures related to training, which has taken a considerable amount of time for research and the development of "draft" documents. The Training Division with the assistance of the Volunteer Training Committee is developing a "Training Needs Assessment" to determine what courses, materials, and facilities will be needed over the next five (5) to tweJ;lty (20) years. This needs assessment will also start the process for a joint public safety administrative/training facility and identify key components that are needed to support the rapidly growing system. The Fire and Rescue Department is requesting, to promote two (2) current employees into the position of Lieutenant/Training Officer and backI1l1 that position with a Firefig-hter/EMT. This procedure will allow for the most efficient utilization of resources. Promoting someone from within the system provides opportunities for advancement for our current personnel and draws on their background and knowledge of the existing system. Monetary benefits result in a savings to the County of $10,000 in salary and benefits over hiring someone into this position. This position will meet all of the current and future requirements specified by the local, state, and federal agencies for the delivery of emergency medical services and fire services training programs. This individual will be responsible for the administration and management of emergency medical service, fire suppression, hazardous materials mitigation, terrorism response, and numerous specialized training activities for the three hundred fifteen (315) volunteer operational personnel and forty-seven (47) career personnel. These positions will allow the Battalion Chief to concentrate on management of the Division as well as special projects identified by the Volunteer Fire and Rescue Association and County Government to ensure that the system is progressing with the constantly changing environment. With the state of our volunteer system, it is beneficial for the County to be able to provide more training to our personnel to assure we maintain a strong combination volunteer and career fire and rescue system. Without these new training positions we will not be able to maintain all of the necessary, required, and mandated training needed to preserve our volunteer fire and rescue 7 PAGE #8 - PERSONNEL REQUEST system, leading to an immense increase in funding to staff fire and rescue stations. Without these new training positions we will not be able to initiate the training programs listed above in order to meet the existing and future needs of the fire and rescue system within Frederick County. Any training program that we reduce, will ultimately bring more hardship on our fire and rescue personnel and citizens of our community as our service delivery continues to increase. Training is the key ingredient to developing our volunteer and career personnel, both professionally and personally, to provide the citizens and visitors of Frederick County with the best possible customer service available in the emergency response community. Firefie:hterIEMT's For Fire Station #13 (Clearbrook) - Ten (10) Personnel On July 9, 2003, the Clearbrook Volunteer Fire and Rescue Company, fic. submitted a written request for four (4) Firefighter/EMT personnel per twenty four (24) hour shift for a total of ten (10) additional personnel. This request is based on a dramatic increase in the number of calls for service delivery in their first due response area plus an increase in the number of calls for service delivery in their second and third due response areas. With the projected growth of industrial and residential development within their first due area plus potential changes in response categories for countywide response will dramatically increase the number of incidents requiring response by this particular fire and rescue company. The request further states that the company is strapped for manpower during all hours of the day to answer emergency response incidents as well as perform the additional responsibilities required of members within the fire and rescue company. This request is further supported by documentation from the Countryside View Property Owners Association in a letter dated December 1, 2001. The main concern of the property owners association is the efficient and timely response to fire and rescue incidents within the Clearbrook community. This request clearly shows that the Clearbrook Volunteer Fire and Rescue Company is taking a pro-active approach to addressing their needs for personnel to make certain that the community is protected all hours of the day with efficient fire and rescue delivery. The Volunteer Fire and Rescue Association unanimously approved support for the C1earbrook Volunteer Fire and Rescue Company but only for two (2) personnel per shift for a total of four (4). I believe the real need that Chief Price originally outlined in his proposal is truly what should be funded for the safety and security of the citizens of Frederick County. Firefie:hterIEMT's For Fire Station #18 (Greenwood) - One (1) Personnel On August 17, 2003, the Greenwood Volunteer Fire and Rescue Company, fic. submitted a written request for one (1) additional Firefighter/EMT. This one (1) additional staff is requested to work Sunday through Thursday from 9:00 pm until 7:00 am. This request is based on a dramatic increase in the number of calls for service delivery in their first due response area plus an increase in the number of calls for service delivery in their second and third due response areas. With the projected growth of residential and industrial development within their first due area plus potential changes in response categories for countywide response, it will dramatically ( increase the number of incidents requiring response by this particular fire and rescue company.- g' PAGE #9 - PERSONNEL REQUEST Currently this fIre and rescue station has one (I) person assigned twenty four (24) hours per day responsible for covering ALS #2. This position's primary responsibility is to provide Advanced Life Support (ALS) care to the Northeastern part of Frederick County. The request further states that the company is strapped for manpower during all hours of the day to answer emergency response incidents as well as perform the additional responsibilities required of members within the fIre and rescue company. It is my belief that this position would not be a productive part of the fIre and rescue system. There would be mostly down time with the requested hours and this person would not be available for training or other important department functions scheduled during the daytime hours. An evaluation of this person would be nearly impossible to effectively complete. I would request two (2) additional personnel be assigned to the Greenwood station to allow three (3) complete 24 hour shifts of two (2) persons each that conform with the current staffmg configuration that is being used in the other stations. Firefie:hterIEMT's For Fire Station #21 (Millwood Station) - Two (2) Personnel On October 12, 2000, the Millwood Station Volunteer Fire and Rescue Company, Inc. submitted a written request for two (2) Firefighter/EMT personnel per twenty four (24) hour shift for a total of four (4) additional personnel. This request was based on a dramatic increase in the number of calls for service delivery in their first due response area plus an increase in the number of calls for service delivery in their second and third due response areas. With the projected growth of residential and industrial development within their fIrst due area plus potential changes in response categories for countywide response will dramatically increase the number of incidents requiring response by this particular fire and rescue company. The request further states that the company is strapped for manpower during all hours of the day to answer emergency response incidents as well as perform the additional responsibilities required of members within the fire and rescue company. After considerable debate by the Fire and Rescue Association no action was taken specifically to address the staffing issues. Subsequently the County Board of Supervisors approved six (6) relief personnel to assist in controlling the existing overtime issues. Two (2) of these approved personnel were then used to provide Millwood Station with one (1) person on a 24 hour basis. It is my request now to provide the additional two (2) personnel that were previously requested to allow the station two (2) 24 hour personnel. These positions primary responsibilities are to provide fIre and rescue protection to the Eastern part of Frederick County for the continually growing urban development area.. FirefighterlEMT's For Relief Positions - Ten (10) Personnel The Fire and Rescue Departments current schedule is based on a fifty (50) hour workweek with the twenty-four hour personnel currently working a fIfty six (56) hour week work schedule. This causes the need to utilize relief personnel and/or part-time employees to fill the extra scheduled work hours plus cover normal annual, sick, and injury leave. These positions will assist with current coverage issues within the Fire and Rescue System, plus support the additional positions requested above. The lack of additional relief positions will increase the need for overtime 9 PAGE #10 - PERSONNEL REQUEST compensation of current full-time employees due to the lack of part-time employees capable of fulfilling schedule needs. With the continual expected growth of the Fire and Rescue System, the relief positions will be necessary to maintain minimal staffing at assigned fire and rescue stations. The personnel management issue for part-time employees has become a great concern. The Department currently has a pool of six (6) part-time employees in which to draw from. However, there is no guarantee that these personnel will be available for duty at a moments notice to cover vacancies created by unexpected absences. They have also shown by past experience not to be available to cover scheduled leave due to other full-time commitments. This has left the Department under staffed on several occasions during the vulnerable daytime hours when little or no volunteer support is available. This has caused great concerns within our volunteer stations and has left our citizens with less then adequate protection. Another concern with the current part-time employee pool relates to accountability and OSHA regulations. The current part-time employees have not been processed through the hiring system the same as our full-time staff, and lack background checks, polygraphs, and annual physicals. They are not required by the Personnel Department to have annual merit evaluations to assure quality performance. OSHA requires all employees that wear respirators be given complete annual physicals prior to wearing such devices. OSHA also requires protective clothing that meets NFPA standards to be provided and worn when entering hazardous environments. We now require these part-time employees to use their own personal protective equipment. The current Fire and Rescue System, with forty-two (42) existing uniformed career personnel, uses a total of approximately 15,000 hours of annual, sick, holiday, and injury leave each year that must be covered to maintain our current minimum staffing levels. This usage of leave will increase annually due to increased number of personnel as well as employee longevity. Note: Two (2) of the last six (6) reliefpositions hired were redirected to the Millwood Station Volunteer Fire and Rescue Company to meet the request for twenty-four hour personnel during the Fiscal Year 2002-2003 budget. Firefiehter/EMT's For Backfln Of ALS Stations - One (1) Personnel This additional position will allow two firefighters to remain at the Gainesboro Volunteer Fire and Rescue Company during the daytime hours to provide adequate fIre and rescue protection for their fIrst due area. Gainesboro houses the ALS #1 Response vehicle which provides Advanced Life Support (ALS) services to the Northwestern part of Frederick County as well as mutual aid to several jurisdictions within West Virginia. On numerous occasions, when the ALS vehicle responds to assist in other areas, there is only one (1) Firefighter/EMT remaining at this fIre station to provide emergency services to their respective area as well as surrounding areas. The Volunteer Fire and Rescue Association requested this position during the fiscal year 2001-2002 budget process. ( - 10 PAGE #11 - PERSONNEL REQUEST Information Mana2ement Systems Technician/GIS - One (1) Personnel This position will allow the Fire and Rescue Department an opportunity to gather statistical information and other important date relevant to meet the current and future demands of emergency services within Frederick County. Currently, the Fire and Rescue Department is utilizing a centralized computer program to input emergency incident reports into the system, but is lacking the person to provide quality assurance and maintenance of this data in a timely fashion. Currently, one of the Field Lieutenants is tasked with information management in addition to all of the other primary responsibilities assigned to this individual on a daily basis. This assignment is crucial to provide a comprehensive information system to meet the current and future mandates of the Federal Government, the Virginia Department of Emergency Management, the Virginia Department of FIre Programs, and the Virginia Office of Emergency Medical Services. The Fire and Rescue Department is mandated by the agencies listed above to provide accurate data on incident responses in a timely fashion in order to be eligible for funding opportunities and other pertinent tools provided by federal, state, and local agencies. While the requirements for these agencies are currently being met, the promptness of submission of data has been a problem during the past year. This position would also provide the department with the geographical information system (Grs) capability to allow data to be combined with mapping to enhance the performance of the department. This capability would also link existing data from other departments to better serve our citizens in all aspects of the fire and rescue system. Firefi2hterlEMf - Deputy Chief/Operations - One (1) Personnel Currently, the Fire and Rescue Department has no Deputy Chief to assist the Fire and Rescue Director in the performance of hislher duties. This in effect promotes no direct supervision of the Operations Division other than the Fire and Rescue Director. The Fire and Rescue Director is also Co-Department Head with the Sheriff of the Public Safety Communications Department which requires a large number of hours dedicated to this Department due to constant daily issues as well as staffIng issues and responsible for coordinating the County's Emergency Management Program. The increase in personnel within the Operations Division, as well as many other daily tasks required has dramatically decreased the Fire and Rescue Director's ability to oversee this Division. The Deputy Chief of Operations would be responsible for all fIeld personnel and report directly to the Fire and Rescue Director. This person would be responsible to oversee a quality assurance program that is required by the new Virginia Office of Emergency Medical Services Rules and Regulations that became effective on January 1,2003. This person would also be responsible for day-to-day operations of the fIeld supervisors, oversight of emergency incident scenes in conjunction with other officers, developing countywide standard operating procedures to /1 PAGE #12 - PERSONNEL REQUEST optimize the combination fire and rescue system, assuring compliance with all pertinent Occupational Safety and Health Administration (OSHA) Rules and Regulations, as well as many other related duties. Promotion Of Personnel To Lieutenant For Life Safety Division. Three (3) Personnel The Fire and Rescue Department has voiced our need for additional positions in the Life Safety Division (Fire Marshal's Office) during the budget process the past two (2) years. The multiple responsibilities, required duties, and current workload are clearly beyond the capabilities of the current staff. The overall mission of the Division is to ensure the highest level of fIre and life safety for the citizens of Frederick County. This is accomplished by review of land development plans for code compliance, review of plans and testing of fire protection systems, enforcement of the Fire Prevention Code, public education programs, and frre and explosion investigations. Every effort is made to process plans submitted to this office within two working weeks and perform requested inspections within two days. There has been an increased workload due to the increased number of required inspections of frre protection systems in not only new but also existing buildings, an increased number of complaints in regard to burning and commercial blasting, and fire safety violations. Reviews of plans often fall behind schedule and inquiries from developers in reference to their plans status are commonplace. Technicalities and legalities involved with frre and explosive investigations involve many hours of legwork after an incident; whether preparing a criminal case against a suspect or identifying faulty equipment, which requires repair in compliance with applicable code or a report to the Consumer Product Safety Commission. The scheduling of this work is a very delicate balancing act and usually results in overtime hours each month by both Fire Marshals to stay current. One program that continues to be deficient is a public frre and safety education program. National statistics indicate this is a proven effective means of reducing the number and severity of fues. It is extremely difficult to organize and manage a cohesive program at this time due to the time constraints on the Fire Marshal's Office. Additional positions will not only help absorb the current workload and make it possible to develop more formal public education programs, but the positions will make it possible for a more reasonable on-call work schedule. Currently this 24-hour-7-days a week service is split between three (3) Fire Marshals. At times this coverage is delayed due to increased demands and the number of incidents. The Life Safety Division (Fire Marshal) is currently required to perform the following duties as mandated by Commonwealth of Virginia Code and local, state building and fire codes: 1. Investigation of fire cause and origin. 2. Investigation of incidents involving explosives or explosive devices. 3. Investigation and prosecution of criminal arson frres. 4. Investigation of environmental crimes. /;L PAGE #13 - PERSONNEL REQUEST 5. Annual inspection of the following occupancies: all public schools all private schools all day care facilities all nursing homes all adolescent care facilities. 6. Enforcement of state fire prevention, permit. and inspections. 7. Review of site plans, master development plans, rezoning plans, and conditional use permits for code compliance. 8. Review of sprinkler system plans, hydraulic calculations for required fire flow, system components, and coverage. 9. Inspection and testing of sprinkler systems during construction. .10. Plans review, inspection and testing of fire alarm systems, hood systems, standpipe systems, fire pumps, and chemical agent systems. II. Enforcement of state and county burning regulations, inspections, and permit requirements. 12. Investigation of citizen and other agency complaints for violations of state and local codes. 13. Investigations of illegal fireworks activities. 14. Inspection and permit of legal frrework shows. 15. Fire inspector, investigator, EMS, hazardous materials, and emergency management re-certification training. 16. Investigation of improper storage, handling, and dumping of hazardous materials. 17. Management of red tag system for faulty equipment. In performing these duties, there are some deficiencies, which will be addressed with additional support staff for the Fire Marshal. 1. Vehicles, which transport explosives within the county, are not being inspected. 2. The only site visits to inspect blasting sites are in response to complaints. 3. Most of the businesses and commercial buildings are not being inspected similar to the schools and nursing homes. 4. More time should be available for investigations. 5. Our public education programs need to be expanded so we may reduce the amount of fire loss in Frederick County. As you can see from the information provided, the duties of the Life Safety Division (Fire Marshal's Office) are both numerous and diverse. We become responsible for each building that the Building Officials office gives an occupancy permit. This permit is then signed over to the Fire Marshal's office for the rest of the buildings existence. Unless we can provide additional resourceS to help carry the existing workload as well as absorb some of the anticipated increased workload there will have to be a reduction in services. Any program we reduce, however, will ultimately bring more hardship on our frrefighters and citizens as fire losses increase. Reduction of any frre prevention program is seen as counter productive to our system. It is our proactive approach to frre and life safety that has carried us to this point. If we are to maintain this level of service, additional staff is essential. /3 PAGE#14-PERSONNELREQUEST Office Assistant II - One (1) Personnel The growth of the County, the basic reorganization in the infrastructure of Fire and Rescue Department, and the significant increase in the workload within the office, supporting the Life Safety Division, the Training Division, the Operations Division, the Volunteer Fire and Rescue Association, and the eleven volunteer fire and rescue companies, makes it necessary to increase the office clerical staff. Currently, the office clerical staff consists of one (1) Administrative Assistant, one (1) Secretary ill, and one (1) Secretary I to support operations within the Department. The workload now dictates that many of the clerical jobs be done by the individual Division Heads and the Department Head, restricting the amount of time that can be spent on critical Fire and Rescue Department business, thus delaying important required projects that directly effect the organization as well as the County and its citizens. One such project is the update of the Frederick County Emergency Operations Plan that is required by law to be updated at least every five years and has not been done since 1992. It is the immediate goal of the department to have one (1) clerical position for each of the three divisions within the Department and a receptionist to field all phone calls and meet the public. The current Administrative Assistant now provides support for the Fire and Rescue Director and is responsible for all clerical personnel. This position is the liaison for the Volunteer Fire and Rescue Association and is responsible for checking for accuracy on the fInancial sheets submitted to County Government. The responsibilities of this position include but are not limited to the following: 1. Works under the direct supervision of the director. 2. Supervisor for all clerical positions. 3. Maintains all account ledgers and financial records for the department. 4. Reviews billing invoices, codes same, and submits bills for processing. 5. Provides complex professional clerical support in the administration of the department. 6. Assists the director in planning and directing all phases of the general functions of the department. 7. Reviews budget printout monthly. 8. Maintains confidential personnel files. 9. Assists in budget preparation. 10. Performs liaison duties with other County departments. 11. Responsible for updating and distributing additions to the departmental policy and procedures manual. The current Secretary ill is assigned to the Life Safety Division to support operations in fire prevention, fire investigation, and public education. The responsibilities of this position include but are not limited to the following: 1. 2. Processes fire investigation reports. Transcribes confidential voice recorded from victims, witnesses, orsuspects interviewed by Fire Marshals during criminal arson investigations. \. ll-f PAGE #15 - PERSONNEL REQUEST 3. Processes blasting, burning, and storage permits. 4. Schedule inspections, systems testing, etc. 5. Processes and fIles inspections forms after inspection is completed. 6. Maintain database for business fIles. 7. Processes permit applications, site development plans, fire protection system plans, conditional use permits, and hazardous materials site evaluations for review and comment by the Fire Marshal's staff. 8. Prepares review comments by the Fire Marshal's staff for return to applicants with proper distribution and collects fees for permits issued. 9. Performs skilled secretarial/clerical work using current computer hardware and software. The current Secretary I position would be assigned to the Training Division to support operations in Fire and Emergency Medical Technician training. The responsibilities of this position include but are not limited to the following: 1. Processes fire and EMS training reports. 2. Processes fire and EMS training bulletins. 3. Maintain school reports and fIle individual training completion records. 4. Compose thank you letters to participating agencies and individuals. 5. Manages the Firehouse Report Management Software Program. 6. Maintains training material inventory. 7. Maintains a current roster of volunteer fire and rescue officers and members of each county volunteer fire and rescue company. 8. Prepares and distributes monthly fire and rescue training schedules from the training officer. 9. Prepares and maintains the fire and rescue department cable channel information. 10. Performs skilled secretarial/clerical work using current computer hardware and software. 11. Conduct fire and EMS class registration. 12. Assist the volunteer fire and rescue association and the volunteer fire and rescue companies with clerical duties. These duties include accident and injury forms, workman's compensation forms, association meeting minutes, correspondence, records, and grant applications. The Fire and Rescue Department is requesting to add one (1) Office Assistant II position. This position would support the overall operation of the Fire and Rescue Department office. Currently the responsibilities of this position are being handled by the Secretary I and Secretary ill which takes away from the normal responsibilities already assigned to them. The responsibilities of this position include but are not limited to the following: 1. Answers the increasing number of telephone calls the department receives daily. An average of 60 phone calls per day are received within the Fire and Rescue Department office in a 10 hour period. This is one call every 10 minutes that last an average of 2 minutes each, requiring 2 hours of on phone time per day. /5 PAGE #16 - PERSONNEL REQUEST 2. Greets and assists citizens entering the Department. 3. Accept and log in plans received from citizens and engineers. 4. Accept blasting, burning, and storage permits for Fire Marshal. 5. Maintain and order offIce supplies. 6. Handle mailings for the departmentCmeeting notices, minutes, etc.). 7. Process out going mail daily. 8. Receive and distribute incoming mail daily. 9. Run errands to other county departments, Winchester Fire and Rescue Department, and the Lord Fairfax Emergency Medical Service Council offIce. 10. General fIling for the department to include the business fIles as well as the offIce fIles. 11. Provide additional coverage when other clerical staff are on leave. 12. Performs general clerical work using current computer hardware and software. With present workload continuing to increase, the demands of the three (3) clerical positions has become overwhelming. Without the additional staff many on-going projects will be virtually impossible to complete in a timely manner, if completed at all, and many new projects may be delayed. The Fire and Rescue Department is a twenty-four (24) hour a day, seven (7) day a week, 365 day a year operation that has different needs from the normal 40 hour a week ASSOCIATED CAPITAL COST FOR ABOVE POSmONS With each additional position l,isted above, there are additional capital expenditures needed in order for the position to facilitate their duties and responsibilities. Each capital expenditure is listed below by line item number within the Fire and Rescue Department's budget. Other Contractual Services - 03505-3010-000 Each position above will require a pre-employment physical which meets the minimum requirements outlined by the National Fire Protection Association (NFP A) Standard 1982. This baseline and annual physical is necessary to make certain that our FirefIghterfEMT's are in the best health when employed by the Fire and Rescue Department. The average cost of a pre- employment physical per position is approximately $630.00. The total cost of pre-employment physicals for the positions listed above is approximately $19,530.00. Uniforms and Wearing Apparel - 03505-5410-000 Each position above will require the issue of station uniforms, dress uniforms, personal protective equipment, physical fItness apparel, and associated hardware for the uniforms. The average cost of outfItting a new-hire FirefIghterfEMT is approximately $3,524.00. The total cost of uniforms for the positions listed above is approximately $109,244.00. l_~ I~ PAGE #17 - PERSONNEL REOUEST Furniture and Fixtures - 03505-8002-000 Each staff position above will require a desk, computer stand, filing cabinet, and chair to perform their duties and responsibilities. In addition to these fixed asset items, each position will require the appropriate number of general office supplies to utilize during the course of the present budget year. The average cost of furniture and fixtures per staff position is approximately $2,200.00. The total cost for furniture and fixtures for the staff positions listed above is approximately $15,400.00. Communications EQuipment - 03505-8003-000 Each staff position above will require a mobile radio, a portable radio, a fire pager, an alphanumeric pager, and a cellular telephone in order to perform their duties and responsibilities. By having this communications equipment, it will facilitate the efficient and effective response of personnel to answer specific questions concerning their particular job and/or response to emergency incidents when the need arises. The average cost of communications equipment per staff position is approximately $3,400.00. The total cost for communications equipment for the staff positions listed above is approximately $20,400.00. Motor Vehicle and EQuipment - 03505-8005-000 Each of the six (6) staff positions above will require a motor vehicle outfitted with the appropriate Scotchlite letters and markings, emergency warning lights and siren, and other associated vehicle equipment necessary in order to perform their duties and responsibilities. By having these staff positions outfitted with vehicles capable of performing multiple tasks, it will benefit the entire Fire and Rescue System by providing efficient and effective response to the needs of the system and community. These vehicles would be capable of carrying the necessary weight needed for the existing equipment. It would also provide specifications that would consider all safety factors for an emergency response vehicle, including but not limited to a heavy-duty brake system. The vehicle would also have the capability of towing equipment such as boats, trailers, and generators to operate in normal and disaster situations. During winter storms, the vehicle could provide additional support for the responding ambulance and medic crews by providing victim removal from homes with snow covered drives to awaiting units on cleared roadways. The total cost for the six (6) vehicles and associated equipment for the staff positions listed above is approximately $173,547.00. A.D.P. EQuipment - 03505-8007-000 Each staff position above will require a desktop computer system in order to perform their duties and responsibilities. By having this computer equipment, it will facilitate the efficient and effective response of personnel to answer data needs and requests concerning their particular job and/or in response to emergency requests within County Government when the need arises. We ( Clear Brook Vohmteer Membership ) are requesting our current staff"mg level be upgraded to four persons 24 hours a day. One member of that team should be no less than Shock Trauma Certified at all times. This past year, Station 13 answered over 1000 calls. A huge increase has occurred in the last couple of years. We currently serve approxima:tely 6,800 people who are in our first due area. We also serve as second and third due company to a large amount of Frederick County residents. Our area is growing with Industry as well as residences, every day. Our membership can not keep up with the growth rate. Station 13 is acknowledging that we are strapped for manpower. We do an outstanding job answering the calls we run now. The increase in calls is too much for our membership to handle. With this request, by no means are we stepping down as a Volunteer organization. We will remain strong, and continue providing service as we have for years past. Monday thru Friday. This is not to include the placement of AL~2 so that this request is not taken as any negative towards anything that the county is or will-be doing in the near Mure. We are anrenUy staffed with outstanding personnel and they are weB appreciated; Our situation is that we are experiencing growth problems that we are trying to cope with but we are in need of help with. Our caD volume this year has increased by almost 20% for the first Yz of the year and we are experiencing troubles with getting out during certain times of the week-days preferably from 2300 hrs. till 0600 hrs. A quick answer would be to say we need to go to 24 hr. service 7 days a week. with a BLS provider to help with the work load. But to do this it would require the hiring of 2.3 new personnel to cover this position. Cosling the county untold amounts of money and possibly a need for more administrative personnel. Since our problem area exists between 2300 and 0600 hrs. then our request for coverage is for only (1) adcfdional person rom 2100 hIS. bll 0700 hIS. Sunday thru Thursday. This request would only require the hiring of one additional person and would save the county the problem of having to provide coverage for this person when not able to wor1< due to leave, vacation, etc. due to the fad that when notified we will accommodate for the off time with Vol. coverage. This work schedule wiD anow for a 50 hr. work-week with no need for overtime, and should allow for a smoother service derJl/el}' to our customers the public.
