Members Present: Gary Longerbeam, Dennis Grubbs, Jenny Myers, Zac Franz, Randy Carter,
and non-voting Board Liaison, Mr. Robert Liero.
Members Absent: Guss Morrison, Ronald Madagan, Natalie Gerometta
Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Stacy Herbaugh
Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Dennis Grubbs.
Mr. Grubbs welcomed the Board Liaison, Mr. Robert Liero and recognized guests from the 2 For 2
Foundation, Diane Hackney, Shelley Lee, and Kelly Warnagaris.
Approval of January 9, 2024, Meeting Minutes
Mr. Longerbeam moved to approve the minutes as submitted, second by Mrs. Myers, carried
unanimously (5-0).
Adoption of Agenda
Mr. Carter made a motion to adopt the agenda as submitted, seconded by Mr. Franz, carried
unanimously (5-0).

New Business
1. Mr. Turkel presented three opportunities for staff to pursue grant funding through the AARP
Community Challenge Grant program. Proposed project ideas are the parking lot expansion of 20

new spaces for Rose Hill Park, the required fence to extend the trail at Rose Hill Park to connect the
Sandy Ridge property with the Kernstown Battlefield Association property, and outdoor fitness
stations to be installed at Frederick Heights Park. These grants provide 100% of the funding, no
local match would be required. Mr. Franz made a motion for staff to apply for the grants, seconded
by Mr. Carter, carried unanimously (5-0).
2. The Commission held a discussion regarding the sub-committees of the Commission. Members
would like to hear more detail regarding the work of the Buildings and Grounds Committee. Mr.
Franz made a motion to eliminate the Finance and Youth Sports Partners Committees, to retain the
Buildings and Grounds Committee, and the Appeals Committee (as needed), seconded by Mr.
Carter, carried unanimously (5-0).
Monthly Reports
Staff provided reports on past and upcoming park projects, recreation programs, marketing, and
special events.
Standing Committee Report
None
Information Items
1. Mr. Grubbs thanked Mr. Longerbeam for securing a donation of concrete from Vulcan
Materials for the pathway and shelter pad/foundation for Northwest Sherando and thanked
him for his leadership as Commission Chairman for the last three years.
2. Mr. Franz complimented the staff on the actions of a Parks and Recreation official for their
handling of a recent situation during a Youth Basketball Game.

Mr. Grubbs adjourned the meeting at 7:55 p.m.
