P&Rminutes2024June11 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION June 11, 2024 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Dennis Grubbs, Jenny Myers, Randy Carter, and Vaughn Whitacre. Members Absent: Guss Morrison, Zac Franz, Ron Madagan Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Stacy Herbaugh Call to Order The meeting was called to order at 7:00 p.m. by Mr. Dennis Grubbs. Approval of April 9, 2024, Meeting Minutes Mr. Longerbeam moved to approve the minutes as submitted, second by Mrs. Myers, carried unanimously (5-0). Adoption of Agenda Mr. Carter moved to adopt the agenda with the addition of information received from Sherando High School in regards to use of the Community Room be included under New Business and add under Information a request regarding traffic flow through the park, seconded by Mr. Longerbeam, carried unanimously (5-0). Old Business None New Business 1. Staff presented a revised Background Check Policy (500.03) that mirrors guidelines from the National Recreation and Park Society in regard to an annual background check versus a check every 24 months for employees and volunteers. Mrs. Myers made a motion to accept the policy as Parks & Recreation Commission Meeting Page 2 June 11, 2024 presented, seconded by Mr. Carter, carried unanimously (5-0). 2. Staff made a motion to grant a request from FCPS Administration requesting exclusive use of the Community Room at Sherando High School for the duration of the 2024-2025 school year, seconded by Mrs. Myers, carried unanimously (5-0). Monthly Reports Staff provided reports on past and upcoming park projects, maintenance upgrades, recreation programs, marketing, and special events. It was noted that that the Sunset Series at the Bowman Library Amphitheater has started with great success. Standing Committee Report Buildings and Grounds (June 4, 2024): 1. The Buildings and Grounds Committee made a motion to use proffer funds in the amount of $20,000 to expand the parking lot at Rose Hill Park by approximately 20 spaces, seconded by Mr. Longerbeam, carried unanimously (5-0). 2. The Buildings and Grounds Committee made a motion to use proffer funds in the amount of $12,000 for the Rose Hill Park/Sandy Ridge Connector Trail. The fence is a requirement by the Museum of the Shenandoah Valley in order to have the connector trail, seconded by Mr. Carter, carried unanimously (5-0). 3. The Buildings and Grounds Committee made a motion to use proffer funds in the amount of $25,000 to install 6 pieces of fitness equipment along the walking trail at Frederick Heights Park, seconded by Mrs. Myers, carried unanimously (5-0). Information Items 1. Staff provided information regarding a request from FCPS Administration to utilize Sherando Park for parent and student access into and out of the high school during the construction phase of the housing development directly across from the school entrance. Staff will meet with FCPS to discuss any safety concerns and improvements needed to facilitate this request.
