P&Rminutes2024March12 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION March 12, 2024 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Dennis Grubbs, Jenny Myers, Ron Madagan, Randy Carter, Vaughn Whitacre, and non-voting Board Liaison, Mr. Robert Liero. Members Absent: Guss Morrison, Zac Franz Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Stacy Herbaugh Call to Order The meeting was called to order at 7:00 p.m. by Mr. Dennis Grubbs. Mr. Grubbs welcomed the Board Liaison, Mr. Robert Liero and new Gainesboro District representative to the Commission, Mr. Vaughn Whitacre, and recognized Dr. Diana Hackney from the 2 For 2 Foundation. Approval of February 13, 2024, Meeting Minutes Mr. Longerbeam moved to approve the minutes as submitted, second by Mrs. Myers, carried unanimously (6-0). Adoption of Agenda Mr. Madagan made a motion to adopt the agenda as submitted, seconded by Mr. Carter, carried unanimously (6-0). Public Comment Dr. Diana Hackney gave an overview of the 2 For 2 Foundation. Old Business None Parks & Recreation Commission Meeting Page 2 March 12, 2024 New Business 1. Staff presented proposed changes to the Recreation Programs Refund Policy (500.15) to align with established protocols of the new registration software, CivicRec. Mr. Madagan made a motion to accept the proposed changes as presented, seconded by Mrs. Myers, carried unanimously (6-0). 2. Staff presented proposed changes to the Facility Refund Policy (500.09) to align with established protocols of the new registration software, CivicRec. Mr. Carter made a motion to accept the proposed changes as presented, seconded by Mr. Longerbeam, carried unanimously (6-0). Monthly Reports Staff provided reports on past and upcoming park projects, recreation programs, marketing, and special events. It was noted that the Department received a donation of 275 tons of base stone from Carmeuse to be used for the expansion of the walking trail at Clearbrook Park. Standing Committee Report Buildings and Grounds (March 5, 2024): 1. Mr. Madagan made a motion for staff to pursue application for a grant to provide funding for the development of Old Charlestown Road Park. The Land and Water Conservation Fund (LWCF) grant program is a 50-50% matching reimbursement program. The grant opportunity opened at the end of February 2024, applications are due to the Virginia Department of Conservation and Recreation by April 18, 2024. Mrs. Myers seconded the motion, carried unanimously (6-0). 2. Mr. Madagan made a motion to install a Native Peoples and Plants Interpretive Sign for Rose Hill Park as requested by the Visitors and Tourism Bureau, seconded by Mr. Longerbeam, carried unanimously (6-0). The Committee provided guidance on location of the sign within the park. 3. The Committee provided a list of proffer eligible projects (in no particular order). The Committee will be bringing some suggested projects back to the full Commission to consider for funding requests at a later date. Information Items 1. The Commission discussed the length of time allowed per Commission By-laws for public comment. Chairman Grubbs asked the group to consider some modifications to current by- laws to be discussed at a future meeting.
