FREDERICK COUNTY BOARD OF SUPERVISORS
JOINT SCHOOL BOARD-BOARD OF SUPERVISORS WORK SESSION
WEDNESDAY, JULY 17, 2024
6:00 P.M.

ATTENDEES
Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice
Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T.
Liero were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy
County Administrator; Karen Vacchio, Public Information Officer; and Ann W. Phillips, Deputy Clerk
to the Board of Supervisors.
School Board: Scott Sturdivant, Chair; Dianna Klein,Vice Chair; Daryl Bell; Linda Martin;
Miles Adkins; Frank Funes; and Brian Erskine were present. Staff present: George Hummer,
Superintendent; Shane Goodwin, Assistant Superintendent for Administration; Shante Knight,
Assistant Superintendent for Instruction; Patty Camery, Executive Director of Finance; and Nina
DiSantis, Clerk of the Board.
CALL TO ORDER
Chairman Sturdivant and Chairman Ludwig called the meeting to order at 6:02 p.m.
DISCUSSION
Superintendent George Hummer provided an overview of the County's school enrollment
numbers and projected school capacity for elementary, middle, and high schools.
Assistant Superintendent Shane Goodwin reviewed the proposed capital projects as
follows: renovation at Jordan Springs Elementary and Middletown Elementary, and the fourth high
school. He described how the cost estimates are computed.
County Administrator Bollhoefer reviewed the applicable debt service tables should the
three proposed projects be approved.
The Boards discussed options to address overcrowding including moving ninth graders to
middle schools and redistricting attendance zones. Also discussed were population projection

numbers, current building permits, the procurement options for designing and building a new
school, the possible use of County-owned property at Sunnyside Plaza for classrooms, options to
fund a new school building, and the possible use of existing building plans to save money,
Supervisor Dunn discussed the growth in the County's budgeted expenses saying that a
revenue increase will be needed to fund a fourth high school. He listed some examples of County
services that could be cut to reduce spending.
School Board member Adkins and Supervisor Dunn discussed that having a different real
estate tax rate for those moving into the County would not be legal.
Supervisor Dunn called for the Boards to join him in lobbying the General Assembly to
allow the County to charge impact fees.
Chairman Ludwig and Finance Director Camery discussed the number of students
attending FCPS who are not County residents as being mostly children of school employees.
Chairman Sturdivant said the fourth high school is needed. He said offering year-round
school temporarily might help the overcrowding until a new school is built.
By consensus, the Boards agreed that each body would draft and share a legislative
agenda with the other Board.

There being no further business, the joint work session was adjourned at 8:53 p.m.
