079-24 (2024-2025SecondaryRoadImprovementPlan) 4��� COCr RESOLUTION WA 2024-2025 SECONDARY ROAD IMPROVEMENT PLAN WHEREAS, Section 33.2-331 of the 1950 Code of Virginia, as amended, provides the opportunity for each county to work with the Virginia Department of Transportation in developing a Six-Year Road Plan; and, WHEREAS, the Frederick County Transportation Committee recommended approval of this plan on June 3, 2024; and, WHEREAS, the Frederick County Planning Commission held a public hearing and recommended approval of this plan at their meeting on June 5, 2024; and, WHEREAS, the Frederick County Board of Supervisors had previously agreed to assist in the preparation of this plaza in accordance with the Virginia Department of Transportation's policies and procedures and participated in a public hearing on the proposed Plan, after being duly advertised so that all citizens of the County had the opportunity to participate in said hearing and to make comments and recommendations concerning the proposed Plan and Priority List; and, WHEREAS, a representative of the Virginia Department of Transportation appeared before the Board during the public hearing and recommended approval of the 2024 — 2025 Secondary Road Improvement Plan and the Construction Priority List; and, WHEREAS, the Frederick County Board of Supervisors supports the priorities of the secondary road improvement projects for programming by the Commonwealth Transportation Board and the Virginia Department of Transportation. NOW, THEREFORE, BE IT RESOLVED by the Frederick County Board of Supervisors that the 2024-2025 Secondary Road Improvement Plan is in the best interest of the citizens of Frederick County and the Secondary Road System in Frederick County, and therefore, the Frederick County Board of Supervisors hereby approves the 2024-2025 Secondary Road Improvement Plan and Construction Priority List for Frederick County, Virginia as presented at the public hearing held on June 12, 2024. Bishop, AICP, Assistant Director RE: Update of the Interstate and Secondary Road Plans DATE: June 4, 2024 This is a public hearing item to consider the update of the 2024 — 2025 Interstate, and Secondary Road Improvement Plans. Summary of Changes: Interstate Plan: Minor update to termini of widening area from Exit 313 to Exit 317 Secondary Plan Updates are as follows: 1. Update Major Road improvements list to reflect current activities. 2. Update Advertisement years for projects on the scheduled list. 3. Add the following projects via promotion from the Unscheduled to the Scheduled list: a. Ruebuck Lane b. Hunting Ridge Road 4. Add Passage Lane and Germany Road to the Unscheduled list. The Transportation Committee reviewed this item on June 3, 2024, and has recommended approval. They also reviewed the Primary Plan draft and have determined that they want to do some additional work on it prior to moving it forward. The Planning Commission is reviewing the Interstate and Secondary Plans on June 5, 2024, and staff will update the Board regarding their action. Non-Hardsurface improvement projects are prioritized by an objective rating system, which considers average daily traffic volumes; occupied structures, physical road conditions including geometrics, drainage, and accident reports; school bus routing; and the time that project requests have been on the Secondary Road Improvement Plan.
