FREDERICK COUNTY BOARD OF SUPERVISORS

Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice
Chairman; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; Robert W. Wells and Robert T.
Liero were present.
Staff present: Michael Bollhoefer, County Administrator; Roderick B. Williams, County
Attorney; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Scott
Varner, Director of Information Technologies; Karen Vacchio, Public Information Officer; Wyatt
Pearson, Planning Director; Mark Cheran, Zoning & Subdivision Administrator; Bill Orndoff,
Treasurer; Tonya Sibert, Commissioner of the Revenue; and Ann W. Phillips, Deputy Clerk to the
Board of Supervisors.
Finance Committee: Mike Stottlemyer and Delane Karalow were present. Brandon Monk
was absent.
CALL TO ORDER
Chairman Ludwig called the meeting to order at 6:00 p.m.
DISCUSSION— LICENSE PLATE READERS
County Administrator Bollhoefer reviewed the Board's previous appropriation for funding
to purchase license plate readers by the Sheriff's office and a later decision by the Board not to
fund the purchases. Sheriff Millholland and Deputy Blake Armstrong described the use of the
license plate reader camera system. The Board, the Sheriff, and Deputy Armstrong discussed
privacy concerns and the model policy which provides limitations and safeguards relating to the
privacy concerns of citizens. By consensus, the Board agreed to fund the additional requested
camera systems.

DISCUSSION—OUTSIDE AGENCIES FUND DISBURSEMENT
The Board reviewed the FY 24-25 funding requests from outside agencies and agreed on
disbursements. For three agencies, the Board decided further discussion was needed and
scheduled a work session for June 12, 2024, at 5:30 p.m. The following three agencies will provide
additional information prior to the June 12 work session: The Handley Library; The Laurel Center;
and Laurel Rdige Community College.
CLOSED SESSION
At 9:05 p.m., Vice Chairman Slaughter moved that the Board of Supervisors of Frederick
County enter a closed session pursuant to Virginia Code Section 2.2-3711(A)(1), for discussion
and consideration of personnel matters, specifically the salaries of the Constitutional Officers; and
pursuant to Virginia Code Section 2.2-3711(A)(7)and (8),for consultation with legal counsel and/or
briefings by staff members pertaining to actual litigation, where such consultation or briefing in an
open meeting would adversely affect the negotiating or litigating posture of the public body and/or
where such matter requires the provision of legal advice by such counsel, specifically regarding the
matter of County of Frederick v. Robert Gallalee, pending before the Frederick County Circuit Court.
Supervisor Lockridge seconded the motion which carried on a voice vote.
At 10:26 p.m., the Board members being assembled within the designated meeting place
in the presence of members of the public and the media desiring to attend, the meeting was
reconvened on motion of Vice Chairman Slaughter, seconded by Supervisor Wells, and carrying
on a voice vote. Vice Chairman Slaughter moved that the Board of Supervisors of Frederick County
certify that, to the best of each member's knowledge, (i) only public business matters lawfully
exempted from open meeting requirements by Virginia law were discussed in the closed meeting
to which this certification applies, and (ii) only such public business matters as were identified in the
motion convening the closed meeting were heard, discussed, or considered by the Board. Supervisor
Wells seconded the motion which carried as follows on a recorded vote:
