BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B.Williams, County Attorney;Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Jennifer Place, Risk Manager/Budget Analyst; Tonya Sibert, Commissioner of the Revenue; and Scott Varner, Director of Information Technologies. Finance Committee: Mike Stottlemyer and Delane Karalow were present. Brandon Monk participated remotely from his home for medical reasons. CALL TO ORDER Chairman Ludwig called the meeting to order at 5:01 p.m. REMOTE PARTICIPATION AUTHORIZED Remote participation was authorized for Brandon Monk from his Frederick County home for medical reasons on the motion of Vice Chairman Slaughter, seconded by Supervisor Lockridge which carried unanimously. Minute Book 49 Board of Supervisors Work Session of April 17, 2024 County of Frederick, Virginia 338 DISCUSSION ITEMS REMOVAL OF $320,000 IN SCHOOL FUNDING Supervisor Liero discussed his proposal to remove $320,000 from the Schools' operating budget. The Board discussed the removal and by consensus agreed to the reduction of$320,000 from the Schools' operating budget when the County's budget resolution is considered by the Board. RESTRUCTURING THE OFFICE OF THE COMMISSIONER OF THE REVENUE County Administrator Bollhoefer reviewed the updated numbers from the Commissioner of the Revenue stating that the total cost to make the changes would be $$34,223.42. By consensus, the Board agreed with Vice Chairman Slaughter's suggestion that the proposal be sent to the Human Resources Committee for review before the Board makes a decision. BUDGET RESOLUTION The Board discussed adding the budget resolution to the April 24 Board agenda. Supervisor Jewell noted concern about using $5.7 million from the capital fund for operating costs. Vice Chairman Slaughter discussed the capital fund saying the monies had already been collected from the taxpayers. The Chairman said expenses should be reviewed before taxes are raised. By consensus, the Board agreed with Vice Chairman Slaughter's suggestion to transfer the proposed budget surplus funds to the Schools for school bus purchases. The Board discussed capital costs, revenue projections, and population growth in the County. By consensus, the Board agreed to place the budget resolution on the April 24 agenda. WORK SESSION SCHEDULED APRIL 24, 2024 The Board agreed to meet on April 24 at 8:00 a.m. to begin a discussion of the process for considering building a fourth high school. Minute Book 49 Board of Supervisors Work Session of April 17, 2024 County of Frederick, Virginia 339 OTHER Treasurer Bill Orndoff noted the proposed 4% salary increase in the proposed budget adding that the Schools have a 6% increase in their proposed budget. He referenced the earlier discussion of long-term revenue projections and said with the reassessment, it will be hard to get actual numbers sooner than the beginning of 2025. ADJOURN At 6:13 p.m. the meeting was adjourned on a motion by Supervisor Lockridge, seconded by Suerpvisr Liero. Josh E.
