RESOLUTION
2004-2005 SECONDARY ROAD
IMPROVEMENT PLAN
WHEREAS, the Transportation Committee and Frederick County planning staff reviewed
the proposed 2004-2005 Secondary Road Improvement Plan for Frederick County; and,
WHEREAS, the Transportation Committee recommended unanimous approval of this plan
on September 2, 2003; and,
WHEREAS, the Frederick County Planning Commission held a public hearing and
recommended unanimous approval of this plan at their regular meeting on October I, 2003; and,
WHEREAS, the Frederick County Board of Supervisors had previously agreed to assist
in the preparation of this plan in accordance with the Virginia Department of Transportation policies
and procedures and participated in a public hearing on the proposed plan, after being duly advertised
so that all citizens of the County had the opportunity to participate in said hearing and to make
comments and recommendations concerning the proposed plan and priority list; and,
WHEREAS, Mr. Jerry Copp, Residency Engineer, Virginia Department of Transportation,
appeared before the Board and recommended approval of the Six-Year Plan for Secondary Roads
(for 2004-2005 through 2009-2010) and the Construction Priority List for 2004-2005 for Frederick
County .
WHEREAS, the Frederick County Board of Supervisors considered and approved this plan
on October 22,2003; and,
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of
Supervisors as follows:
The 2004-2005 Secondary Road Improvement Plan appears to be in the best interest of the
Secondary Roads System in Frederick County and of the citizens residing on the Secondary
Roads System; said Six-Year Plan and Construction Priority List are hereby approved as
presented at the public hearing, as amended.
This resolution was approved on October 22, 2003 by the following recorded vote:

Hardsurface road improvement projects provide impervious resurfacing and reconstruction of non-hardsurfaced
secondary roads. Hardsurface improvement projects are prioritized by an objective rating system which considers
average daily traffic volumes; occupied structures; physical road conditions including geometries, drainage, and
accident reports; school bus routing; and the time that project requests have been on the Secondary Road
Improvement Plan.
