062-24 (ThruTruckRestrictions(RedBudRdMilburnRdMcCannsRd)) RES0LUT10N W Action: BOARD OF SUPERVISORS April 10, 2024 REQUESTING THE COMMONWEALTH TRANSPORTATION BOARD ENACT THROUGH TRUCK RESTRICTIONS ON REDBUD ROAD (VA ROUTE 661), MILBURN ROAD (VA ROUTE 662), AND MCCANNS ROAD (VA ROUTE 838) WHEREAS,Redbud Road,Milburn Road, and McCanns Road are experiencing increasing levels of truck traffic leading to maintenance and safety concerns; and WHEREAS,Milburn Road and McCanns Road are unpaved and too narrow to allow opposing traffic when one of the vehicles is a truck; and WHEREAS, the majority of Redbud Road is more narrow than the VDOT 2-lane road standard; and WHEREAS,Redbud Road has a surface treatment that is insufficient to support truck traffic and has numerous sharp turns and grades; and WHEREAS, the Frederick County Board of Supervisors has identified that an alternate transportation route exists via US Route I 1 to Interstate 81 to VA Route 7; and WHEREAS, in accordance with Section 46.2-809 of the Code of'Virginia, the Frederick County Board of Supervisors has conducted a public hearing on April 10,2024,to obtain public comments on restricting through truck traffic on Redbud Road, Milburn Road, and McCanns Road; and WHEREAS, the Frederick County Board of Supervisors will use its good offices for enforcement of the proposed restriction by the appropriate local law enforcement agency. NOW,THEREFORE,BE IT RESOLVED that the Frederick County Board of Supervisors in the interest of public health, safety, general welfare, requests that the Commonwealth Transportation Board, or its designee, consider restricting through truck traffic on Redbud Road, Milburn Road, and McCanns Road. Bishop AICP,Assistant Planning Director RE: Through Truck Restrictions Redbud Road(VA Route 66 1) Milburn Road(VA Route 662) McCanns Road(VA Route 838) DATE: March 26, 2024 This is a public hearing item for the Board of Supervisors to consider forwarding the attached resolution to the Virginia Department of Transportation (VDOT) requesting that Redbud Road (VA Route 661), Milburn Road (VA Route 662), and McCanns Road (VA Route 838) be restricted to through truck traffic. This item has been raised via numerous citizen concerns related to increasing truck traffic on these roadways and associated safety and maintenance concerns. A staff evaluation of the facilities are as follows: Milburn Road and McCanns Road are both unpaved roadways that are of insufficient width for opposing traffic to be accommodated with trucks. Measurements of McCann Road taken from the County GIS system indicate widths ranging from 10-12 feet and measurements of Milburn Road also taken from County GIS indicate widths of 13-14.5 feet. Redbud Road, while paved, is also narrow with widths ranging from 18.5 — 20 feet for the majority of the roadway and a few locations widening to 24 feet. The standard VDOT width for a single lane of traffic is 12 feet wide. In addition, Redbud Road has a railway crossing that is elevated and has resulted in tractor trailers getting stuck and also has a number of tight and narrow curves, particularly as you approach Woods Mill Road (VA Route 660). Finally, VDOT has noted that the surface treatment type used on Redbud Road does not hold up well to sustained heavy vehicle traffic. The Transportation Committee has considered this item and recommended approval. Staff is seeking action on the resolution following a public hearing.
