BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Judith McCann-Slaughter, Vice Chairman, participated remotely. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Jennifer Place, Risk Manager/Budget Analyst; Tonya Sibert, Commissioner of the Revenue; and Scott Varner, Director of Information Technologies. Finance Committee: Mike Stottlemyer and Brandon Monk were present. CALL TO ORDER Chairman Ludwig called the meeting to order at 6:00 p.m. REMOTE PARTICIPATION AUTHORIZED Remote participation was authorized for Vice Chairman Judith McCann-Slaughter from her Frederick County home for medical reasons on the motion of Supervisor Lockridge, seconded by Supervisor Dunn which carried unanimously. BUDGET DISCUSSIONS AS REQUESTED BY BOARD MEMBERS County Administrator Bollhoefer completed the review of questions received from various members of the Board and the responses to those questions as provided by staff and the Superintendent of FCPS. Minute Book 49 Board of Supervisors Work Session of April 3, 2024 County of Frederick, Virginia 313 DRAFT BUDGET RESOLUTION DISCUSSED The Board discussed the tax rates and the deadlines for approving a budget for the schools and the county. By consensus, the Board agreed to adopt only the tax rates at the April 10, 2024, Board meeting with additional discussions planned before the adoption of the budget at a later date. WORK SESSIONS SCHEDULED FOR APRIL 10 AND 17, 2024 Vice Chairman Slaughter suggested that staff start working with experts and collaborating with school personnel to plan for expenses listed on the Capital Improvement Plan, specifically the fourth high school. She added she wished to see the project reviewed with respect to green energy and the effects on the County's resources. By consensus, the Board agreed to meet on both April 10 and April 17, 2024, at 5:30 p.m. to continue the discussion of the budget. ADJOURN At 7:44 p.m. the meeting was adjourned on the motion of Supervisor Lockridge, seconded by Supervisor Jewell. Josh E.
