BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Bill Orndoff, Treasurer; Tonya Sibert, Commissioner of the Revenue; and Wyatt Pearson, Planning Director. Finance Committee members Brandon Monk, Daniel Martin, and Mike Stottlemyer were also present. CALL TO ORDER Chairman Ludwig called the meeting to order at 5:00 p.m. APPROVAL OF BUDGET PUBLIC HEARING NOTICE TEXT Finance Director Cheryl Shiffler reviewed the proposed text of the budget public hearing notice for the March 27 regular meeting. The Board discussed changing the amounts listed in the capital fund and the transportation fund. By consensus, the Board agreed to hold a budget work session on April 3 and to publish the notice of the budget public hearing as presented. By consensus, the Board agreed to send any remaining questions about the budget to the County Administrator by Monday, March 18, with the understanding that he will seek answers from the relevant department head and forward the responses to all Board members. Minute Book 49 Board of Supervisors Work Session of March 13, 2024 County of Frederick, Virginia 283 BUDGET DISCUSSIONS AS REQUESTED BY SUPERVISOR DUNN Supervisor Dunn inquired if the Board would be interested in reducing some of the business license tax rates. The Board and staff discussed the rates. Supervisor Dunn noted the need to adjust the brackets for tax relief for low-income and elderly citizens, adding that a public hearing on the matter has been scheduled for March 27. Supervisor Dunn noted the issue of homelessness in the community and the need for an accurate count of homeless persons. The Board discussed options for partnering with other agencies to assist with the issue. Supervisor Dunn discussed the projection showing a diminishing capital fund over the next five years. The Board and the Finance Committee members discussed options for increasing revenue, reducing expenses, and addressing population growth. Supervisor Dunn discussed overcrowding at Sherando High School. The Board discussed options for addressing overcrossing and the need for a work session specifically for this topic.
