BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Tonya Sibert, Commissioner of the Revenue; and Wyatt Pearson, Planning Director. Finance Committee members Brandon Monk, Daniel Martin, and Mike Stottlemyer were also present. CALL TO ORDER Chairman Ludwig called the meeting to order at 5:00 p.m. By consensus, the Board agreed to allow Finance Committee members to discuss the budget but not to vote or make decisions when the time comes. BUDGET REVIEW BY THE COUNTY ADMINISTRATOR County Administrator Michael Bollhoefer presented information regarding outstanding questions from the last meeting. Mr. Bollhoefer discussed the revenue estimates received from the Commissioner of the Revenue. He reviewed the requested new positions. He discussed the use of the capital fund to cover debt service;the request for$19 million in capital requests from FCPS(including the Schools' commitment to using any state funds received above what was anticipated to cover some capital needs). Minute Book 49 Board of Supervisors Work Session&Closed Session of March 6, 2024 County of Frederick, Virginia 280 CIP AND ASSOCIATED FINANCING Mr. Bollhoefer reviewed the capital improvement plan (CIP) and associated financing including proposed new school construction and renovations. FCPS Superintendent George Hummer discussed the Schools' CIP. TAX RATES By consensus, the Board agreed to maintain the existing tax rates as follows: Personal Property - $4.23 per $100 of assessed value; and Real Property - $0.51 per $100 of assessed value. CAPTIAL FUND TRANSFERS By consensus, the Board agreed to advertise the FY 24-25 budget with transfers from the capital fund of $9,556,056 for County needs including data terminals in fire and rescue vehicles and general transportation funds,and$6,401,174 for FCPS needs including school buses and debt service. CLOSED SESSION At 6:46 p.m., Vice Chairman Slaughter moved that the Board of Supervisors of Frederick County enter a closed session pursuant to Virginia Code Section 2.2-3711 (A)(5) for discussion concerning an existing business where no previous announcement has been made of the business' interest in expanding its facilities and a prospective business or industry where no previous announcement has been made of the business' or industry's interest in locating its facilities in the community. Supervisor Dunn seconded the motion which carried on a voice vote. At 7:02 p.m., the Board members being assembled within the designated meeting place in the presence of members of the public and the media desiring to attend, the meeting was reconvened on motion of Vice Chairman Slaughter, seconded by Supervisor Dunn, and carrying on a voice vote. Vice Chairman Slaughter moved that the Board of Supervisors of Frederick County certify that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies, and (ii) only such public business matters as were identified in the Minute Book 49 Board of Supervisors Work Session&Closed Session of March 6, 2024 County of Frederick, Virginia 281 motion convening the closed meeting were heard, discussed, or considered by the Board. Supervisor Wells seconded the motion which carried as follows on a recorded vote: Blaine P. Dunn Aye Robert T. Liero Aye John F. Jewell Aye Robert W. Wells Aye Heather H. Lockridge Aye Josh E.
