BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Rod Williams, County Attorney; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Scott Varner, Director of Information Technologies; Karen Vacchio, Public Information Officer; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. School Board: Scott Sturdivant, Chair; Dianna Klein, Vice Chair (participating remotely); Daryl Bell; Linda Martin; Miles Adkins; and Ellen White were present. Frank Funes was absent. Staff present: George Hummer, Superintendent; Shane Goodwin, Assistant Superintendent for Administration; James Angelo, Assistant Superintendent for Instruction; Kristen Campbell, Assistant Director of Human Resources; Patty Camery, Executive Director of Finance; Kristen Anderson, Assistant Director of Finance; Tara Helkowski, Director of Media and Communications; and Nina DiSantis, Clerk of the Board. CALL TO ORDER Chairman Sturdivant and Chairman Ludwig called the meeting to order at 7:00 p.m. REMOTE PARTICIPATION AUTHORIZED On motion of Mr.Adkins, seconded by Mr. Bell, remote participation by School Board Vice Chair Dianna Klein from Richmond, Virginia,was approved on a voice vote. Minute Book 49 Board of Supervisors-School Board Joint Work Session of February 7, 2024 County of Frederick, Virginia 248 DISCUSSION Superintendent George Hummer provided an overview of the County's School System and proposed budget components. He noted he will make a formal budget request presentation to the Board of Supervisors on February 21, 2024. The Boards discussed the following topics: the percentage of FCPS staff residing outside of the County and competing with other locations that can afford to pay more than Frederick County; the numbers presented by Dr. Hummer representing living expenses for first-year teachers; spending on pre-Kindergarten programs; the number of administrators in school buildings and the existence of positions devoted to diversity-equity-inclusion;overcrowding and the number of trailers used for instruction at Sherando High School; the need for free meal programs in the schools; enrollment projections; incentives to retain trained staff; and the fairness of the Local Composite Index (LCI) as it pertains to Frederick County. ADJOURN There being no further business, the joint work session was adjourned at 9:13 p.m. on motions of Mr. Adkins of the School Board, seconded by Mr. Bell, and Supervisor Dunn of the Board of Supervisors, seconded by Supervisor Jewell.
