FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, FEBRUARY 7, 2024

ATTENDEES
Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert
W. Wells; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator;
Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Bill Orndoff, Treasurer;
Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Tamara Green, Director of
Social Services; Stacy Herbaugh, Director of Parks and Recreation; Tonya Sibert, Commissioner of the
Revenue; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
Finance Committee members Dan Martin; and Mike Stottlemyer were also present.
CALL TO ORDER
Chairman Ludwig called the meeting to order at 5:30 p.m.
PRESENTATION: SOCIAL SERVICES UPDATE AND FY 24-25 BUDGET REQUEST
Director of Social Services Tamara Green provided an overview of the County's Social Services
Department, including the increase in the caseload handled by the Department. She reviewed the budget
request highlighting the need for three new supervisory positions and answered questions from the Board
members.
PRESENTATION: PARKS AND RECREATION UPDATE AND FY 24-25 BUDGET REQUEST
Director of Parks and Recreation Stacy Herbaugh provided an overview of the County's Parks and
Recreation Department. She reviewed the budget request and answered questions from the
Board members, specifically regarding the Parks and Recreation Commission's Capital Improvement
Plan.

DISCUSSION
Supervisor Jewell requested discussion of HB600, HB805 and SB14 which are currently being
considered in the General Assembly. He said the bills would permit any county or city to impose an additional
local sales and use tax of up to one percent if initiated by a resolution of the local governing body and approved
by voters at a local referendum. The Board members discussed the topic but reached no consensus to support
any of the bills without further details on the final versions.
