January 31 2024 Board Work Session and Closed Session Minutes 243 MINUTES WORK SESSION & CLOSED SESSION FREDERICK COUNTY BOARD OF SUPERVISORS WEDNESDAY, JANUARY 31, 2024 5:30 P.M. BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Josh E. Ludwig, Chairman; Judith McCann-Slaughter, Vice Chairman; Blaine P. Dunn; Heather H. Lockridge; John F. Jewell; and Robert T. Liero were present. Robert W. Wells was absent. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Bill Orndoff, Treasurer; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Steve Majchrzak, Fire Chief; Patrick Barker, EDA Executive Director; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. Finance Committee members Dan Martin; Brandon Monk; and Mike Stottlemyer were also present. CALL TO ORDER Chairman Ludwig called the meeting to order at 5:31 p.m. DISCUSSION OF BUDGET MEETING CALENDAR By consensus, the Board and staff agreed to hold a budget works session on February 7, 2024, at 5:30 p.m. followed by the previously scheduled joint work session with the School Board at 7:00 p.m. that evening. PRESENTATION: FIRE AND RESCUE UPDATE AND FY 24-25 BUDGET REQUEST Fire Chief Steve Majchrzak provided an introduction and overview of the County's fire and rescue system, including call volume over the last several years and the factors leading to the decision to add the new station 22. He reviewed the budget request and answered questions from the Board members. Minute Book 49 Board of Supervisors Work Session&Closed Session of January 31, 2024 County of Frederick, Virginia 244 CLOSED SESSION At 6:39 p.m., Vice Chairman Slaughter moved that the Board of Supervisors of Frederick County enter a closed session pursuant to Virginia Code Section 2.2-3711(A)(5) for discussion concerning a prospective business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community. Supervisor Dunn seconded the motion which carried on a voice vote. At 7:27 p.m., the Board members being assembled within the designated meeting place in the presence of members of the public and the media desiring to attend, the meeting was reconvened on motion of Vice Chairman Slaughter, seconded by Supervisor Dunn, and carrying on a voice vote. Vice Chairman Slaughter moved that the Board of Supervisors of Frederick County certify that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered by the Board.
