Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam.
Approval of November 21, 2023, Meeting Minutes
Mr. Madagan moved to approve the minutes as submitted, second by Mr. Grubbs, carried
unanimously (6-0).
Adoption of Agenda
Mrs. Myers made a motion to adopt the agenda as submitted, seconded by Mrs. Gerometta, carried
unanimously (6-0).

New Business
1. Election of Officers: Mr. Madagan made a motion to nominate Dennis Grubbs for the position of
Chair, seconded by Mr. Longerbeam, carried unanimously (6-0). Mr. Madagan made a motion to
nominate Mr. Randy Carter for the position of Vice-Chair; Mrs. Myers made a motion to nominate
herself for the position of Vice-Chair, seconded by Mrs. Gerometta. A roll call vote was held, and
Mrs. Myers was voted to the position of Vice-Chair (5-1).

2. Staff recently reviewed the Departments Policy Manual and recommended changes to the
following policies:
Bloodborne Pathogen Policy (100.03)
Employee Discount Policy (100.05)
Fee Waiver for Youth Sport Coaches (500.17)
Field Closure and Cancellations (500.10)
Tree Removal (500.12)
Mr. Franz made a motion to adopt the changes as presented, seconded by Mr. Madagan, carried
unanimously (6-0). It was noted that staff would like to see senior citizens incorporated into the
Economically Disadvantaged Fees Policy (500.08). Staff will explore options and bring this back
for vote at a later date.
Monthly Reports
Staff provided reports on past and upcoming park projects, recreation programs, marketing, special
events, and provided a detailed report on the 2023 Winter Wonderland Light Show which had a
record year in revenue and saw almost 40,000 visitors to the show.
Standing Committee Report
None
Information Items
1. Frederick Heights Park: a resident has called in with concerns regarding occupied vehicles
parking overnight in the FHP parking lot. The caller was advised to contact the Sheriff’s
Office. A discussion was held regarding having a gate at this location, at this time a gate
will not be installed, and staff will look at the signage at the park to see if it states “No
Overnight Parking”.
2. Sherando Park Warrior Entrance Swing Set: a discussion was held regarding installation of
a second belt type swing at the existing playground. Staff recommends re-evaluating the
request once the playing field is established to see where additional swings would best fit.
3. Sherando Park Warrior Entrance Park Expansion: Mr. Madagan made a motion for staff to
pursue Parking Option B (38 asphalt spaces), seconded by Mr. Grubbs, carried unanimously
(6-0).
