Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam
Approval of October 10, 2023, Meeting Minutes
Mr. Carter moved to approve the minutes as submitted, second by Mr. Madagan, carried
unanimously (7-0).
Adoption of Agenda
Mrs. Myers made a motion to approve the agenda as presented, seconded by Mr. Grubbs, carried
unanimously (7-0).

Monthly Reports
Staff presented reports on past and upcoming park projects and recreational programs.

Standing Committee Reports
Youth Sports Partners/Appeals (November,15, 2023):
1. The Youth Sports Partners/ Appeals Committee made a motion to accept the 2024 Youth
Sports Parter Agreements as presented, seconded by Mr. Grubbs, carried unanimously (7-0).
Finance Committee (November 15, 2023):
1. The Finance Committee made a motion to accept the FY 25 Proposed Fees and Charges as
presented, seconded by Mrs. Myers, carried unanimously (7-0).
2. The Finance Committee made a motion to accept the FY 25 Proposed Budget as presented,
seconded by Mrs. Gerometta, carried unanimously (7-0).
Buildings and Grounds (November 14, 2023):
1. The Buildings and Grounds Committee conducted a site visit to Rose Hill Park and provided
feedback on additional amenities, parking, and the Shenandoah Valley Trees proposal.
2. The Buildings and Grounds Committee made a motion to accept the FY 25 Capital
Improvement Plan (CIP) as presented, seconded by Mrs. Myers, carried unanimously (7-0).
3. The Buildings and Grounds Committee made a motion to utilize $300,000 in proffer funds
to supplement existing allocated capital funds to install a spray-ground at Clearbrook Park,
seconded by Mrs. Gerometta, carried unanimously (7-0).
4. An update to the Northwest Sherando shelter was provided, the selected shelter will be
similar in size as the existing shelter at Rose Hill Park.
