P&Ragenda2023July18 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION July 18, 2023 Frederick County Administration Building Board of Supervisors Room 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Dennis Grubbs, Natalie Gerometta, Randy Carter, Jennifer Myers. Non-voting Board Liaison, Mr. Charles Dehaven. Members Absent: Guss Morrison, Zac Franz Staff: Cory Smith, Stacy Herbaugh, Jon Turkel, Andrew Keefauver, Jeremy Sanders Call to Order The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam Approval of June 13, 2023, Meeting Minutes Mr. Grubbs moved to approve the minutes as submitted, second by Mr. Carter, carried unanimously (6-0). Adoption of Agenda Mrs. Myers made a motion to approve the agenda as presented, seconded by Mrs. Gerometta, carried unanimously (6-0). Old Business None New Business 1. Staff recommended the adoption of an Air Quality Policy (500.25) in light of recent Parks & Recreation Commission Meeting Page 2 July 18, 2023 issues with the Canadian wildfires. The policy will provide guidance for staff and participants. Mr. Madagan made a motion to adopt the policy as presented, seconded by Mr. Grubbs, carried unanimously (6-0). 2. PLAY Fund Report-Ms. Herbaugh provided information regarding the FY 23 PLAY Fund usage. A motion was made by Mr. Carter to request a supplemental appropriation in the amount of $2,524 be dispersed to the appropriate revenue lines, seconded by Mr. Madagan, carried unanimously (6-0). Monthly Reports Parks: Cory Smith Clearbrook Park-  Replaced deck surface on lake dock and installed railing  Lake treated by VA Waters and Wetlands  Replaced the roof on the Lions shelter  Cleaned and painted the goalposts at MBHS  Installed the donated benches  Tree removal of select trees  Hired five new part-time staff th  Stephen Miller, Park Maintenance Technician, will be retiring July 28 Sherando Park- th  New disc golf baskets being installed the week of July 17  Tree removal of select trees and brush cutting th  Staff did an excellent job of parking for the July 4 event  Fungicide, fertility, and weed control programs conducted at FCPS sites  Treated lake with weed control and water clarifying agents  Stocked lake with Bluegill, Catfish, Minnows, and Bass  Replaced old and rotten fence posts and rails along property lines  Renovated stone parking lot at Abex and Ruritan shelters  Pruned trees and Rose Hill Park  Straightened all signs and posts on Splash Avenue and Lakeview Drive  Hire two new part-time staff and have several more to interview Parks Division-  Repaired all irrigation heads at all County High Schools and within Parks Parks & Recreation Commission Meeting Page 3 July 18, 2023 Recreation: Andrew Keefauver th  2023-2024 School year basicREC registration began July 5, we have 206 enrolled so far  Mystery Trips continue to be a hit; additional senior trips will be added in the fall  The Sherando Youth Triathlon was held June 25 with 71 participants  Cheer Camp had 79 participants  Summer Family Track Series has 54 registrations; approximately 30 participants attend each Tuesday evening with ages ranging from 3-86! (86 year old participant Janet Hughes is currently ranked #1 in the world for her age group for her time that she ran the 1500 meter th on June 27 at MBHS  The Walk This Way: Discover Frederick County Parks and Recreation has 15 participants  Kids on Golf has been popular with two sessions and over 18 participants th  The Kids Golf Tournament held at Appleand on July 7 had 11 participants  We have held 4 different Theatre camps this summer with over 25 participants; there are two more camps to go  Little’s Sports just concluded basketball with 14 participants  We had 9 participants in the Summer Youth Running Camp and 6 participants in the Element Sports Mountain Bike Clinic held at Sherando Park  The BRVA Beach Volleyball Camp had 50 participants  Outdoor Basketball Camp had 15 participants  GUI E Sports and Shenandoah University E Sports programs have been popular  Ballet Camp was maxed out with 14 participants  Winchester Rising Stars Basketball Camp had 36 enrolled and the P51 Football Camp had 37  Baseball Camp was held at Sherando Park with 49 participants  Tennis Camp was held at JWHS with 29 participants  June pool attendance was 4,771  Water aerobics had 44 participants  Group Swim Lessons had 476 participants  Private Swim Lessons had 246 participants  Sherando Swim Team has 121 participants  Clearbrook Swim Team has 66 participants  16 private pool rentals were held during the month of June  The Summer AdaptiveREC program is going strong! This program provides recreational opportunities for individuals with developmental disabilities. Each week offer a different recreational program and an open swim day on Fridays Parks & Recreation Commission Meeting Page 4 July 18, 2023 th  The July 4 Celebration was a success with an estimated crowd of 9,500. Live music was provided by the Nathan Bartgis Band and the Amanda Wilkins Duo. The Frederick County Honor Guard presented the colors. We also had a Kidz Zone with games and inflatables and 7 food vendors  The first two events of the Sunset Series were held at the amphitheater in June. The th Bluegrass Posse performed on June 8 to an estimated crowd of 125 and the first outdoor th movie of the series was held on June 29, a week late due to a rain delay Save the Dates: th  July 20 at 8:30 p.m. will be the next outdoor movie at the amphitheater, we will be showing Disney’s Strange World  SVSL Championship Swim Meet will be hosted by the Sherando Swim team on Saturday th July 29 starting at 8:00 a.m. th  Sportsfest will be held at Sherando Park on Saturday August 5. We will have soccer, outdoor basketball, archery, fencing, yoga, CPR Demo, Walk 15, and 15 teams in the Adult Softball Tournament th  August 10 will be the next outdoor concert at the amphitheater featuring Herb and Hanson from 6:30 p.m.-8:30 p.m.  The Youth Sports Scramble Adult Golf Tournament will be held at Blue Ridge Shadows on th August 11 -please take a flyer and share with potential players or sponsors Park Planning & Development/Marketing: Jon Turkel Planning and Development  Sherando Field Grading should begin once contractor has obtained a Ground Disturbance Permit  Sherando Park Abex and Clearbrook Park playground replacements are still on track for installation in the fall  Old Charlestown Road Park design work is continuing Sherando Pickleball site design has been approved, once design documents are received the project will go out for bid  VDOT has approved revised funding for Abrams Creek Trail to accommodate inflation and regulatory increases. The additional approved amount is $1.1 million Marketing  Marketing Manager Jeremy Sanders was introduced and he presented some of the new sponsorship packets he has been working on th  July 4 Celebration - Signage posted before and during the event to promote the celebration and sponsors. Sponsors received their logo on the banners and on individual 18x24 signs throughout the parks-this should entice new sponsors for future events Parks & Recreation Commission Meeting Page 5 July 18, 2023  Battlefield Half Marathon and 5K logo design is complete  Thanksgiving Day 5K logo design is complete  Fall Activity Guide is scheduled to be printed in August  Working with GIS staff to develop Jr. Disk Golf course mapping and signage  3 new acrylic signs with our logo have arrived for the FCPRD office Administration: Stacy Herbaugh  We received a bench donation for Frederick Heights Park from Virginia Stanley given in honor of her daughter; Donna E. Stanley  We received a donation in the amount of $4, 430 from the Kiwanis Club of Blue Ridge to purchase permanent StoryWalk boards to be installed around the trail at the Bowman Library  We are still waiting for legal documents to be drafted for the easement request by Robert and Julie Owens, they are working with an attorney to obtain those  Utilizing the traffic counters and staff observations, all parks combined receive approximately 1000 cars a day at this time Standing Committee Reports Buildings and Grounds (June 28, 2023): 1. In response to additional information provided to committee members regarding the easement request on Old Charlestown Road Park property, the item was tabled and will return to the August Buildings and Grounds Committee meeting for further discussion. Information Items 1. Mr. Madagan commented on the amount of geese at the Bowman Library Trail. Staff has been making efforts to have the geese relocate from Sherando and Clearbrook Parks.
