RESOLUTION URGING THE VIRGINIA DEPARTMENT OF TRANSPORTATION
AND THE 1-81 ADVISORY PANEL TO SUPPORT RAIL ALTERNATIVES TO
COMPLEMENT PLANNED IMPROVEMENTS TO 1-81
WHEREAS, the 1-81 corridor is increasingly the route of choice for trucks traveling
northeast and the south/southwest because of congestion and expanding shipments generated by the
North American Free Trade Act; and
WHEREAS, Norfolk Southern Corporation estimates that 70 percent oftruck traffic passes
through Virginia to destinations outside of our borders; and
WHEREAS, the two proposals submitted to the Virginia Department of Transportation
(VDOT) to expand the number of lanes and other appurtenances on 1-81 do not adequately address
rail freight potential in the whole 1-81 corridor and provide no option for passenger rail, although
upgrading the corridor's main rail line secures the passenger rail option; and
WHEREAS, proper inclusion of a freight/passenger rail component in a comprehensive
surface transportation policy assures notable reduction in needed interstate lane capacity and
associated design and construction costs; and
WHEREAS, the increased use of railroads to move freight will improve safety by reducing
dangerous vehicular congestion on 1-81, will improve energy conservation by reducing the amount
of diesel fuel consumed for freight transportation, will improve the health of people and other living
things in our community by lowering air pollution and toxic emissions along 1-81, and protect the
impact on the natural, scenic, and historic resources in our Shenandoah Valley; and
WHEREAS, the two proposals under consideration by VDOT do not comply nor do they
address V-Trans (Virginia Statewide Multi-Modal Long Range Transportation Plan), Frederick
County's Comprehensive Policy Plan, Winchester-Frederick County Metropolitan Organization
(MPO) transportation plans, and further, does not fulfill the Request for Proposal for PPT A ofI-81
improvements; and
WHEREAS, by the time the improvements described in either of the two proposals are
completed, the increased capacity created will barely meet the projected traffic volumes for the
forecast year.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors for the County
of Frederick, Virginia, hereby calls upon the federal, state and local government officials along the
Resolution Urging the Virginia Department of Transportation and the 1-81 Advisory Panel to
Support Rail Alternatives to Complement Planned Improvements to 1-81

Interstate 81 corridor, from Harrisonburg, Pennsylvania to Chattanooga, Tennessee, to work
cooperatively with the rail companies to develop an intermodal railroad; and
BE IT FURTHER RESOLVED that the Board calls upon the Virginia Department of
Transportation to seriously and objectively consider this option when developing a plan to address
the truck induced problems ofI-81.

On October 22, 2003, the Frederick County Board of Supervisors expressed concerns regarding
the Star Solutions and Fluor Virginia proposals to improve Interstate 81. The Board identified a
number of issues that are not adequately addressed by the proposals, and would significantly
impact the residents of Frederick County. The Board strongly encourages the Virginia
Department of Transportation to consider the following issues when evaluating the I-81
proposals and their particulars in Frederick County:
. Provisions for Cill Collectorillistributor Lanes. As the interstate passes through
Frederick County and the City of Winchester, C/D lanes should be implemented. Such
improvements would significantly increase the safety of the traveling public during the
utilization of the nine interstate interchanges within the County and City.
. Provisions for a Greater Emphasis of Rail Use. Increased freight rail use is projected
to offset the increase in truck use of the interstate. Implementing improvements to the
rail lines parallel to Interstate 81 will not only offer opportunities for freight rail, but such
improvements would also enable future passenger rail use.
. Interchange Upgrades and Relocations. The Board continues to strongly encourage the
relocation of Exit 307 Stephens City/Fairfax Pike interchange to a location south of its
current site. The Exit 307 relocation is essential to improve traffic management and
minimize impacts to existing businesses. Additionally, the Board continues to support
upgrades of the Exit 312 Stephenson interchange to better facilitate traffic movement.
. Tolls on Local Traffic. The Board strongly opposes the levy oftolls on local vehicle
trips. Any improvements to the Interstate intending to accommodate an increase in
through traffic should not be paid for by levying tolls on local traffic.
. Environmental Impacts. Any improvement considered for Interstate 81 should
thoroughly evaluate the impacts upon the environment. Increases in truck and passenger
vehicle traffic will significantly impact ground pollution and air quality in Frederick
County and the City of Winchester. Increases in truck traffic, resulting in increases in air
pollution, directly contradicts the efforts Frederick County and the City of Winchester
have made towards improving air quality.

The Virginia Department of Transportation (VDOT) is currently deliberating with two separate
business consortiums about their proposals to improve Interstate 81. These companies are Star
Solutions and Fluor Virginia, Inc. Both companies submitted their proposals to VDOT under the
authority of the Public Private Transportation Act of 1995 (PPTA), which allows agencies of the
Commonwealth of Virginia to procure services of private companies. As required by the PPT A, all
local jurisdictions that are affected by such proposals have the opportunity to review and comment
on these proposals within a 60-day period starting when the proposals are received by VDOT. These
proposals were received by VDOT on September 5, 2003. Therefore, Frederick County has until
November 4, 2003 to provide VDOT with comments.
The Star Solutions proposal is a long term solution to the transportation problems ofI-81. Star
Solutions proposes to build ten lanes from Kernstown to Stephenson, and eight lanes in the
remainder of Frederick County. This would consist of at least four lanes in each direction. Two of
these lanes would be truck-only lanes and two would be car-only lanes; thus, separating car traffic
from trucks. However, trucks would be required to use the same exits as cars, except at 1-66, where
there would be a separate truck exit. To fund the project and to make a profit, Star Solutions would
be establishing a toll system for trucks only. No cars would be tolled so long as the 1.6 billion
dollars in public funds is contributed to the project.
The Fluor Virginia's proposal is less road, but a practical solution to the 1-81 transportation
problems. Fluor proposes four lanes from Papermill Road to Stephenson, as well as in the vicinity
ofI-66. Three lanes in each direction would be built elsewhere in the area. At least one of these
lanes in each direction would be a car-only lane. Truck tolls are less with the Fluor proposal, but
a toll is required on cars. No public funds are required for the Fluor proposal.

The Frederick County Transportation Committee expressed great concern, but also general
optimism, about both proposals during their October 7,2003 meeting. Members did not discuss
which ofthe two proposals they though was the best. Instead, acknowledgment was given that both
proposals have their advantages and disadvantages. However, the Transportation Committee
believed that both proposals could do more to address local transportation needs and improve rail
infrastructure along 1-81.
The concept of C/D (collector/distributor) lanes through the urban areas of the County was
considered to be critical for local traffic. It was noted that this is particularly true because the eastern
bypass is no longer part of the County's transportation plans. Both proposals also come short in
addressing the majority of transportation improvements planned by Frederick County [please see
attached handout for further information). In regards to the proposed rail improvements, which are
essentially identical for both proposals, the Transportation Committee suggested that upgrades to
all existing rail lines paralleling 1-81 in Virginia should be considered in more detail.
The Planning Commission provided staff with input regarding the two proposals during their
meeting on October 15th. They believed, as did the Transportation Committee, that more needs to
be done to adequately address local transportation needs. This includes fully considering the
possibility of C/D lanes, better addressing local transportation plans, and making more
improvements to interchanges. Despite the safety benefits of the improvements, the Planning
Commission was disheartened with the fact that both proposals are only designed to give a few years
of adequate level of service after completion. Some of the other key concerns discussed by the
Planning Commission included the impact that the road improvements would have on the
environment; the effects on local businesses and homes; and how tolls would apply to local traffic.
The Planning Commission also believed that more consideration of rail improvements in the 1-81
corridor was warranted.
The Board of Supervisors are scheduled to discuss this issue during the regularly scheduled meeting
on October 22nd. Planning Staff will be available to give a presentation on the two proposals to the
Board during the meeting. The information attached with this memorandum should assist you in
learning more about the two proposals. Copies ofthe full detailed proposals from Star Solutions and
FLUOR are available in the Planning Department Office. This information can also be found at the
VDOT website (http://virginiadot.orglinfoservice/is-I-81proposals.asp). VDOT's official questionnaire to
local jurisdiction is also attached.
All comments received from the Board of Supervisors will be forwarded to VDOT for their
consideration. VDOT is not necessarily seeking to learn a proposal preference, but rather how
each proposal impacts Frederick County, and how each proposal could better address the
