FCPS ADMINISTRATION BUILDING 1415 AMHERST STREET, WINCHESTER, VA ATTENDEES Board of Supervisors: Blaine P. Dunn,Vice Chairman; Robert W. Wells; Judith McCann- Slaughter; and Josh E. Ludwig were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Wyatt Pearson, Director of Planning and Development; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. School Board: Brandon H. Monk; Bradley A. Comstock; Michael A. Lake; Brian J. Hester; Ellen G. White; Miles B.Adkins;and Linda Martin. Staff present: George Hummer,Superintendent; Shane Goodwin, Assistant Superintendent for Administration; James Angelo, Assistant Superintendent for Instruction; Patty Camery, Executive Director of Finance; Katie Freakley, Executive Director of Human Resources; Tara Helkowski, Director of Media and Communications; Amy Scott, Communications Specialist; Caitlyn Jordan, Executive Director of Policy and Legal Services; and Nina DiSantis, Clerk of the Board. CALL TO ORDER Chairman Monk and Vice Chairman Dunn called the meeting to order at 2:06 p.m. DISCUSSION Shane Goodwin, Assistant Superintendent for Administration, provided an update on enrollment numbers by school building at each of the grade levels. The Board members discussed the challenges of assessing enrollment increases, and the difference between building design capacity and program capacity. The Board members discussed the priorities for addressing capacity issues and agreed that the top three are the fourth high school, the expansion at Jordan Springs Elementary School, Minute Book 49 Board of Supervisors-School Board Joint Meeting of November 20, 2023 County of Frederick, Virginia 138 and the expansion at Armel Elementary School. Supervisor McCann-Slaughter noted there are significant proffer funds available for use on the Jordan Springs project. By consensus, the Boards agreed to continue joint meetings to facilitate communication and discussion of the County's needs.
