028-03 BOARD OF SUPERVISORS RESOLUTION REQUESTING NO-THRU TRUCK TRAFFIC ON BRUCETOWN ROAD FROM ENTRANCE TO FREY'S QUARRY ON BRUCETOWN ROAD EAST TO THE CLARKE COUNTY LINE WHEREAS, Brucetown Road (Route 672) is classified as a collector road designed to handle residential traffic and is not designed or intended to serve heavy truck traffic, and WHEREAS, local residents and county officials are concerned about heavy truck traffic on this road; and WHEREAS, the Frederick County Board of Supervisors has identified that alternate transportation routes exist via Interstate 81 to accommodate heavy truck traffic safely and efficiently for the Brucetown Road proposed restriction; and WHEREAS, in accordance with Section 46.2-809 of the Code of Virginia, the Frederick County Board of Supervisors has conducted a public hearing on November 12, 2003 to obtain public comments on restricting thru truck traffic, from the entrance to Frey's Quarry on Brucetown Road (Route 672) East to the Clarke County Line; and WHEREAS, the Frederick County Board of Supervisors will use its good offices for enforcement of the proposed restriction by the appropriate local law enforcement agency. NOW, THEREFORE, BE IT RESOLVED, that the Frederick County Board of Supervisors does hereby request that the Commonwealth Transportation Board, or its designee, consider restricting thru truck traffic on Brucetown Road (Route 672), from the entrance to Frey's Quarry on Brucetown Road, East to the Clarke County line. A request has been made to prohibit through truck traffic on Brucetown Road (Route 672) from the entrance to Frev' s OUarry east to the Clarke County Line. Brucetown road is an east-west collector road, located in the Stonewall Magisterial District. It is primarily used to direct residential traffic to and from Valley Pike (Route 11 N) and Interstate 81. The alternate route for through trucks has been identified as Interstate 81 (see attached map). In accordance with Section 46.2-809 of the Code of Virginia, Frederick County must hold a public hearing on this matter. If the Frederick County Board of Supervisors determines that it is appropriate to restrict through truck traffic along this segment of road a resolution to the Commissioner of the Virginia Department of Transportation would be appropriate. The Commissioner would then make a decision on the matter within nine (9) months. Four criteria are used by the Commissioner when reviewing a request for through truck restriction. These criteria include the following: 1) There must be a reasonable alternate route for through truck traffic. 2) Truck traffic must be incompatible with the route proposed for no through truck traffic. 3) The roadway should be residential in nature. 4) The roadway should be a local or collector road. The complete guidelines, as approved by the Commonwealth Transportation Board on October 16, 2003, are attached for your information.
