031-04 BOARD OF SUPERVISORS A Resolution of Support for the American Battlefield Protection Program (ABPP) Grant Application of the Kernstown Battlefield Association WHEREAS, The Frederick County Board of Supervisors has demonstrated a strong commitment to historic preservation and the development of heritage throughout Frederick County; and, WHEREAS, This commitment has included providing financial support in excess of $477,000.00 toward efforts to purchase and protect the Kemstown Battlefield Association (KBA) property, as well as, administering a past ABPP grant for the property; and, WHEREAS, The current application to produce a structure report on the Pritchard House is a logical follow up to the past ABPP grant which produced an overall Resource Management Plan for the entire KBA property; NOW, THEREFORE, BE IT RESOLVED, That the Frederick County Board of Supervisors does hereby commend the preservation efforts of the Kemstown Battlefield Association and declares its full support for their ABPP grant application. The American Battlefield Protection Program is administered by the National Park Service and provides funds through a competitive grant process for battlefield preservation planning and educational efforts. As some Board members are aware, the county has provided funding assistance to the KBA on multiple occasions to assist with the purchase of the Kernstown Battlefield property. Total funding from the county toward this effort exceeds $477,000.00. The county also acted as fiscal agent and handled the administration of a past ABPP Grant which resulted in a Resource Management Plan for the Kernstown property. In conjunction with the current grant application process, KBA has requested a letter of support from Frederick County. Attached is a resolution of support for the Board's consideration.
