RESOLUTION OF THE FREDERICK COUNTY
BOARD OF SUPERVISORS
To request the Commonwealth Transportation Board include Route 37 East when
considering all Public Private Transportation Act (pPT A) proposals for
improvements to the 1-81 corridor.

WHEREAS, Route 37 East has been identified as an important and necessary component
of the regional transportation system; and
WHEREAS, Route 37 East has been a part of the Frederick County Comprehensive Policy
Plan for over a decade, included in various land use plans as well as the Eastern Road Plan; and
WHEREAS, Route 37 East has been identified as a key regional transportation component
in the Winchester Area Transportation Study (WATS); and
WHEREAS, the no-through truck traffic prohibition on Route 17 in Fauquier County has
resulted in an increase in heavy truck traffic on Route 522 South and Interstate 81 Exit 313, and
Interstate 81 construction could benefit from utilizing the segment of Route 37 East from Route 522
South to Interstate 81 Exit 310 to re-route traffic from Interstate 81 Exit 313; and
WHEREAS, the Interstate 81 construction could benefit by utilizing the segment of Route
37 East from north of Stephenson to west of! -81 Exit 317 to re-route traffic; and
NOW, THEREFORE, BE IT RESOLVED, that the Frederick County Board of
Supervisors does hereby request that the Commonwealth Transportation Board consider constructing
Route 37 East as part of the 1-81 PPTA improvement program.

The Frederick County Board of Supervisors, meeting in regular session on January 14, 2004,
approved a resolution requesting that proposed Route 37 East be considered for inclusion in the
Interstate 81 Public Private Transportation (PPTA). It is the Board's belief that implementing all
or segments of proposed Route 37 East would re-route 1-81 traffic around the urbanized and heavily
utilized Winchester section of! -81, reducing traffic congestion during the construction phases of!-
81 between Exits 317 (Stephenson) and 310 (Kernstown).
Frederick County representatives will be present at the January 15, 2004, 1-81 Public-Private
Transportation Act Advisory Panel public comment video conference to present the Board's
recently adopted resolution.

I inadvertently neglected to add to the worksession agenda the discussion of placing Route
37 East By-Pass back on the county's primary road plan.
A number of issues could justify having Route 37 East not only placed back on the Six Year
Primary and Secondary Road Improvement Plan, but more importantly, positioned for consideration
in conjunction with the 1-81 PPTA proposals.

development.
. The Interstate 8l construction could benefit by utilizing the segment of Route 37 East
from north of Stephenson to west of 1-81 Exit 317 to re-route traffic. Creating this
segment of Route 37 East would enable travel northwest of the Stonewall Industrial Park,
linking I-8l and the existing Route 37 West.

The 1-81 PPTA Advisory Board (of which Dr. Phillip Stone is a member) is slated to meet
on Thursday, January 15, 2004. It would be appropriate to submit a resolution to the
Commonwealth Transportation Board (CTB) and the Advisory Panel for their consideration during
this meeting.
