Item 2: Review of Parkins Mill Telecommunications Tower Conditional Use Permit (CUP) Application The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment pertaining to a Conditional Use Permit (CUP) application proposing a 150-foot monopole-style wireless telecommunications facility on a 2.03 +/- acre property identified by Property Identification Number 76-2-A. The property is zoned B1 (Neighborhood Business District) and is located directly west of Front Royal Pike (Route 522 South) where West Parkins Mill Road intersects to the east in the Shawnee Magisterial District. Members discussed the visual impact from the proposed tower location on historic resources in close proximity to the Parkins Mill Battery and Frederick Hall. Members discussed a previous sign put up through the VA Department of Historic Resources near the intersection of Front Royal Pike and West Parkins Mill, and noted DHR is usually amenable to replacement signs if someone is willing to fund them. Item 3: Historic Plaque Program Staff provided an update on the Historic Plaque Program for which eight letters were mailed out to the properties identified at the February 21 HRAB meeting notifying landowners that they have been selected to receive a plaque. Four landowners responded indicating interest in the program. HRAB members identified May 10, 2023 as a tentative Board of Supervisors meeting date to ask that the Chairman of the Board present the historic plaques to participants at that time. Members recommended mailing out a final reminder letter at the end of March to the properties that have not responded. Members agreed that it would be sufficient for property owners to come pick up their historic plaque at the planning office if they did not want to attend a Board meeting. The meeting was adjourned at 6:47 p.m.
