Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam
Approval of July 18, 2023, Meeting Minutes
Mr. Madagan moved to approve the minutes as submitted, second by Mr. Grubbs, carried
unanimously (5-0).
Adoption of Agenda
Mrs. Myers made a motion to approve the agenda as presented, seconded by Mr. Grubbs, carried
unanimously (5-0).

New Business
1. Rebecca McGraw presented information on the upcoming fall races, Halloween Scavenger
Hunt/Fun Run, Battlefield Half Marathon and 5K, and the Thanksgiving Day Turkey Trot 5K.
2. Ms. Herbaugh provided an end of fiscal year review of FY 2023.

Monthly Reports
Staff presented reports on past and upcoming park projects and recreational programs.
Standing Committee Reports
Buildings and Grounds (October 3, 2023):
1. The Buildings and Grounds Committee made a motion to modify the Rose Hill Park
Memorandum of Understanding (MOU) that provides expanding the lease area for a
potential dog park addition and taking on maintenance responsibilities for the parking lot.
The second change is a requirement from MSV to allow for expanded parking and future
amenity development, seconded by Mrs. Gerometta, carried unanimously (5-0).
2. A 5-year Capital Improvement Plan was reviewed with feedback provided to include event
seating for a community center, a spray ground for Sherando Park, and consideration of
priority of projects.
