Board of Supervisors: Robert W. Wells; Judy McCann-Slaughter; and Josh E. Ludwig were
present. Heather L. Lockridge participated remotely. Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn,
Vice Chairman; and Shawn L. Graber; were absent.
Planning Commission: John F. Jewell, Chairman; William A. Orndoff, H. Paige Manuel, Betsy
Brumback; Robert S. Molden; Roger L. Thomas; Charles E. Triplett; Jason Aikens; Charles Markert; Tim
Stowe; and Justin Kerns were present. Elizabeth D. Kozel participated remotely. Mollie Brannon was absent.
Staff Present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator;
Roderick B. Williams, County Attorney; Wyatt Pearson, Planning Director; John Bishop,Assistant Director of
Planning-Transportation; Shannon L. Conner, Administrative Assistant; and Ann W. Phillips, Deputy Clerk to
the Board of Supervisors.
CALL TO ORDER
Planning Commission Chairman called the meeting to order at 5:00 p.m.
REMOTE PARTICIPATION APPROVED
Supervisor Slaughter moved for approval of remote participation by Heather Lockridge who was
currently traveling in Hilton Head, South Carolina. Supervisor Ludwig seconded the motion which carried on
a voice vote.
Commission member Thomas moved for remote participation by Elizabeth Kozel who was currently
traveling in Wellington, Florida. Commission member Stowe seconded the motion which carried on a voice
vote.

COMPREHENSIVE PLAN AMENDMENT REQUEST #01-23, MADISON II, LLC PROPERTY —
RECOMMENDED TO BE SENT FORWARD FOR FURTHER STUDY
Craig George of Valley Engineering reviewed the request to establish a new UDA around the
property in question and change a portion of the land use designation from Mixed Use Industrial/Office and
Industrial to Neighborhood Village on the property (1702 Fairfax Pike) located south of Fairfax Pike (Rt 277)
and a little over a mile west of the Route 277 &522 intersection (Double Tollgate area).
The Board, Commission, and staff discussed the site and other land uses in the area. Supervisor
Wells advocated for the project.
Commission member Manuel recused himself from the discussion. The consensus of the
Commission members and Board members was to send the application forward through the amendment
process for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST #02-23, JORDAN SPRINGS PROPERTY —
RECOMMENDED TO BE SENT FORWARD FOR FURTHER STUDY
John Regan of Christopher Land, LLC, and Dave McElhaney of Urban Ltd., reviewed the request to
expand the SWSA and UDA and designate the future land use classification to Residential, noting the
properties are located on the north and south sides of Jordan Springs Road to the west of Woods Mill Road
with the larger parcel 44-A-294A partially bounded on the east by Woods Mill Road. They described plans
for a possible age-restricted development including residential and recreational components around the
historic Jordan Springs Hotel.
The Board, Commission, and staff discussed the site and traffic concerns in the area, especially on
Jordan Springs Road.
The consensus of the Commission members and Board members was to send the application
forward through the amendment process for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST #03-23, BROCKTON PROPERTY —
RECOMMENDED TO BE SENT FORWARD FOR FURTHER STUDY
David Frank of Pennoni Associates reviewed the request to expand the SWSA and designate the
future land use classification to Business noting the property is located on the southwest quadrant of the
Route 522 and Route 37 interchange and across from the intersection of Route 522 and Apple Pie Ridge

Road.
Commission member Manuel recused himself from the discussion. The consensus of the Commission
members and Board members was to send the application forward through the amendment process for further
study.
COMPREHENSIVE PLAN AMENDMENT REQUEST #04-23, SARGENT PROPERTY— RECOMMENDED
TO BE SENT FORWARD FOR FURTHER STUDY
David Frank of Pennoni Associates reviewed the request to expand the UDA and designate the future
land use classifications to High Density Residential and Business Land uses noting the properties are located on
the north and south sides of Tasker Road immediately east of White Oak Road with the larger parcel (76-A-42)
partially bounded on the west by White Oak Road.
The Board, Commission, and staff discussed the site and the possible construction of an age-restricted
community on a portion of the property and the size of the portion of the parcel designated for industrial uses.
The consensus of the Commission members and Board members was to send the application forward
through the amendment process for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST #05-23, CARMEUSE PROPERTIES CLEARBROOK—
DISCUSSION TABLED PENDING NELUP ADOPTION
Planning Director Pearson reviewed the request to change the land use designations from Heavy
Industrial, Warehousing, Industrial, Rural Areas, and Sensitive Natural Areas to Extractive Mining. He said the
properties are located north of Turkey Run, east of the Winchester Western Rail Corridor, and south of Woodbine
Road.
J. Randall Minchew of Walsh, Colucci, Lubeley, and Walsh, PC, discussed the upcoming public hearing
on the County's Northeast Land Use Plan update. He noted that one of the options under consideration by the
Board of Supervisors is essentially the same as the currently requested comprehensive plan amendment and
suggested that the request be tabled pending the action on the NELUP by the Board of Supervisors expected at
the next Board meeting.
The consensus of the Commission members and Board members was to table the request as suggested
by the Applicant's representative.

COMPREHENSIVE PLAN AMENDMENT REQUEST #06-23, BLUESTONE INDUSTRIAL PARK —
WITHDRAWN BY APPLICANT
David Frank of Pennoni Associates stated the request had been withdrawn by the Applicant.
