FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, AUGUST 9, 2023

ATTENDEES
Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn,Vice Chairman;
Robert W. Wells; Judith McCann-Slaughter; Shawn L. Graber; Josh E. Ludwig; and Heather H.
Lockridge were present.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Lenny Millholland,
Sheriff; Seth Thatcher, Commissioner of the Revenue; and Ann W. Phillips, Deputy Clerk to the
Board of Supervisors.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:30 p.m.
DISCUSSION— FY 23-24 DISBURSEMENTS TO OUTSIDE AGENCIES
County Administrator Bollhoefer reviewed the list of funding requests by organizations for
which additional information had been provided. The Board agreed by consensus to disburse funds
as follows:
NW Works, Inc., $52,531
The Laurel Center, $28,100
Handley Regional Library, $1,466,000
Lord Fairfax Soil &Water Conservation District, $12,650
The Board agreed by consensus to allot$55,000 and explore partnering with the Frederick
County Education Foundation to grant scholarships to Frederick County residents in lieu of granting

the funding request made by Laurel Ridge Community College.
Tracey McLaurin, Executive Director of the Lord Fairfax EMS Council, provided information
on the Council's funding and the services offered by the organization. The Board and Ms. McLaurin
discussed the regional services offered and the responsibilities of the Council compared to those
provided by Frederick County. By consensus, the Board agreed to disburse $16,800 to the Lord
Fairfax EMS Council as requested.
Vice Chairman Dunn introduced Deanne Kessler and Sheriff Lenny Milholland who
discussed the need to gather data about homelessness in the community to begin to address the
problem.

There being no further business, at 6:23 p.m. the meeting was adjourned.
