P&Rminutes2023February14 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION February 14, 2023 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Dennis Grubbs, Jenny Myers, Natalie Gerometta, Randy Carter. Non-voting Board Liaison, Mr. Charles Dehaven. Members Absent: Guss Morrison, Amy Strosnider Staff: Cory Smith, Stacy Herbaugh, Call to Order The meeting was called to order at 7:00 p.m. by Mr. Dennis Grubbs. Approval of January 10, 2023, Meeting Minutes Mr. Madagan moved to approve the minutes as submitted, second by Mr. Longerbeam, carried unanimously (6-0). Adoption of Agenda Mr. Madagan made a motion to approve the agenda with the addition of an amendment to by-laws (Article 4, Section 1) before Election of Chairperson and Vice Chairperson, seconded by Mr. Longerbeam, carried unanimously (6-0). Old Business None New Business 1. Election of Officers: Mr. Madagan moved to amend the by-laws (Article 4, Section 1) to allow the Chairperson to serve more than two consecutive terms for the 2023 election only, seconded by Mrs. Myers, carried unanimously (6-0). Election of Chairperson-Mr. Madagan moved to nominate Mr. Gary Longerbeam as Chairperson, seconded by Mrs. Myers, carried unanimously (6-0). 3. Election of Vice-Chairperson-Mr. Madagan moved to nominate Mr. Dennis Grubbs as Vice- Chairperson, seconded by Mrs. Myers, carried unanimously (6-0). Monthly Reports Parks: Cory Smith Clearbrook Park- th  The 6 sand volleyball court has been completed  Brush from wooded area near East bathroom has been cleared  Ballfield infield work has been started for the spring season at both James Wood and Millbrook High Schools Sherando Park-  Cut large open fields on North side with Bush Hog  Completed picnic table renovations  Ground equipment repairs and service completed and ready for spring  Soccer field measuring and lining started for Sherando HS spring season Parks Division- rd  On February 3, Mike Reynolds (CB Park Manager) and Jeff Berg (Sherando Park Manager) earned their certificates from the Parks and Recreation Maintenance Management School. Mike graduated from the 3 year program, Jeff completed the 2 year Recreation: Andrew Keefauver  Full-Time basicREC enrollments: 673, daily’s since the start of the 2022-2023 school year: 2923 Facilities/Aquatics: th  The NeoGov portal for aquatic job applications opened February 13, staff is actively recruiting for the 2023 summer season  Pool Managers have been confirmed and will assist with opening the pools for the season  The Sherando Community Center has opened on select nights; open play wallyball on Tuesday nights, open play racquetball on Thursday nights  All spring Youth Sports Partner facilities have been reserved Parks & Recreation Commission Meeting Page 3 February 14, 2023  Requests for outdoor facility rentals have been steady since January 1 Recreation Programs:  Youth Archery has concluded its winter season and was maxed out with 15 participants. The next session will increase to 20 participants th  We have 10 teams in the Adult Volleyball league-games started February 6 nd  Raised Bed Gardening was held on Jan 22 with 7 participants th  Adult Art Workshop was held on Jam 15 with 5 participants th  The first session of the Young Artist program was held on Jan 10 and instructed by our own Customer Service Technician Kassidy Blevins and was maxed out with 10 participants, the next session starts later this month is almost maxed out!  Littles Basketball and Soccer have started with a total of 36 participants  The Kids Obstacle Course and Agility program is underway with 10 participants  A new StoryWalk was installed at the Bowman Library Trail  Registration opened for the Apple Blossom Races (Valley Health 10K and the Bloomin Mile) along with the Trail4Miles Race and registrations are coming in  Upcoming Trips include: Massanutten Snow Tubing under the neon lights, snow tubing at the newly opened Harpers Ferry course, Cherry Blossom Cruise and Botanical Gardens, Baltimore, MD Inner Harbor, Washington Wizards, and the Allenberry Playhouse Theatre  Upcoming spring programs include: six Little’s Sports programs, Parent and Me Volleyball clinic, six theatre programs, and the Adult Spring Softball League th  On Saturday February 18 we will have the Someone Special Sweetheart Dance at Fox Meadow Barn. Session are 3-5 p.m. and 6-8 p.m. We currently have over 200 participants and a lot of great door prizes to give out  Sarah and her staff will be meeting with the Frederick County Sheriff’s Office and FCPS Officials to review safety protocol and emergency situations for our before an after school care programs Park Planning & Development/Marketing: Jon Turkel Planning and Development:  Abrams Creek: Environmental Review continues. VDOT is going through a process of allocating additional funds to address inflationary factors on all projects. Potential funding increase should be known in the next few months  Lakeside Lake Amphitheater: Pergola was installed by park staff earlier in the week, electric to follow th  Lakeside Lake Fishing Pier: The fishing pier was installed on February 11, VaCorp visited th on Monday the 13, the pier is now open to the public Parks & Recreation Commission Meeting Page 4 February 14, 2023 th  Stonewall Park Playground: The playground will arrive at the end of the week of the 20 with installation to wrap up by the last week of February. Park staff has the fencing and will install as soon as the playground is finished  Old Charlestown Road Park Site Plan / Construction Documents anticipated to be underway in February  The Rose Hill Park to Kernstown Battlefield Association’s Sandy Ridge connector trail alignment is in review process with the MSV rd  Stacy and Jon presented at the February 3 BOS / Planning Commission retreat on the top CIP items: Abrams Creek Trail, Old Charlestown Road Park, and SH Softball Complex Marketing:  The Spring Guide was released electronically on February 8th  The Summer Activity Guide is underway and has an anticipated release of April 13 (basicREC Summer Camp section release – April 6)  Events receiving extra attention – Someone Special Dance (Feb 18), Trails for Miles Race for Autism (April 1), Shenandoah Valley Orthodontics Kids’ Bloomin’ Mile (May 5), Valley Health 10K presented by P&G (May 6)  Promotions Coming Soon – Kite Fest (April 2), Youth Trout Derby (May 12)  Beginning work on developing a Department Marketing Plan  Staff traveled to JMU for the Hart School’s Spring Career and Internship Fair on Wednesday, February 8  Valley Health Wellness Festival – staff will participate with a booth from 10 am – 5 pm on Saturday, February 25 at the Apple Blossom Mall  2023 Advertising Campaign meetings have occurred with Comcast/effect, The River 95.3 FM, and WVRC Administration: Stacy Herbaugh st  Staff participated in a work session with the Board of Supervisors on February 1 to provide an overview of the FY 24 Budget Request  Staff will be attending the first meeting of the Western Service area of the Virginia nd Recreation and Parks Society (VRPS) on February 22  Staff will be seeking quotes for a pool concessionaire for the 2023 season later this month  Staff is working on some ideas to submit for the AARP Grant opportunity, those will be presented to the Commission next month  A donation of $2500 will be made to the PLAY Fund from the Workingman’s Store that held a fundraiser to honor Millbrook Graduate Nazeeh Johnson whom wanted to give back to the community to help youth participate in sports and other recreational activities Parks & Recreation Commission Meeting Page 5 February 14, 2023 Standing Committee Report Buildings and Grounds (February 7, 2023): 1. Mr. Madagan made a motion to utilize $29,000 in proffer funds for earthwork to create a rectangular playfield for organized team practices, seconded by Mr. Longerbeam, carried unanimously (6-0). 2. Mr. Madagan made a motion to utilize $135,000 to construct 4 pickleball courts at Sherando Park, seconded by Mr. Longerbeam, carried unanimously (6-0). Information Items 1. Mr. Longerbeam read a letter from Mr. Sandy expressing his gratitude towards the Commission, the Board, the staff and commenting on his years of service with the Commission.
