P&Rminutes2023March14 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION March 14, 2023 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Dennis Grubbs, Jenny Myers, Natalie Gerometta. Non-voting Board Liaison, Mr. Charles Dehaven. Members Absent: Guss Morrison, Amy Strosnider, Randy Carter Staff: Cory Smith, Stacy Herbaugh, Jon Turkel, Andrew Keefauver Call to Order The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam Approval of February 14, 2023, Meeting Minutes Mrs. Myers moved to approve the minutes as submitted, second by Mr. Madagan, carried unanimously (5-0). Adoption of Agenda Mr. Madagan made a motion to approve the agenda as presented, seconded by Mrs. Gerometta, carried unanimously (5-0). Old Business None New Business Mr. Madagan made a motion to have staff pursue an AARP Community Challenge Grant in the amount of $6600 for permanent StoryWalk boards for Rose Hill Park, seconded by Mr. Grubbs, carried unanimously (5-0). Parks & Recreation Commission Meeting Page 2 March 14, 2023 Monthly Reports Parks: Cory Smith Clearbrook Park-  Installed an 8’netting ball stop dividing the 4-court sand volleyball area for improved playability  Installed the fence at the new Stonewall Park Playground  Spring school sports and athletic field preparations underway Sherando Park-  Completed the pergola installation at the Bowman Library  Spring school sports and athletic field preparations underway Parks Division-  Received the five (5) Hustler 72” Z mowers that were ordered last fall  In the process of hiring part-time Maintenance employees and Park Rangers for both parks  Staff is busy studying for playground, pool, and pesticide certifications Recreation: Andrew Keefauver  Full-Time basicREC enrollments: 671, daily drop-in use since the start of the 2022-2023 school year: 3,664  Eight Camp basicREC locations will be offered this summer  The YDC was secured for the entire summer and will be used for a middle REC camp along th with a 9 Camp basisREC location to be used to accommodate summer cleaning at school locations  Sarah met with the Cedar Meadows HOA (an age restricted community) whom have expressed a desire for us to offer more senior trips  The Active Adult Mystery Trip scheduled for March is full  The Gainesboro Club day trip to Shepherdstown is full  We have 20 Adult Basketball teams playing in the early spring league  We have 10 Adult Volleyball teams playing in the early spring league  We have 8 Adult Softball Teams playing in the Spring Training league  15 youth participated in the Young Artist program  The Winter Tennis program concluded with 10 elementary school age children, 11 middle schoolers, and 6 high school participants Parks & Recreation Commission Meeting Page 3 March 14, 2023  There are 10 participants in the Youth Floor Hockey Clinic  In a partnership with East Coast Gymnastics, we had 7 participants in the No School Day Ninja Camp Facilities/Aquatics:  Staff is currently working with all YSP groups for their spring practice and game schedules  Private gym rentals have increased  Staff has been working with FCPS Facility Services and Elementary School Principals for summer facility needs  Staff is working with the HR Department to fill current aquatic positions  We are currently taking private pool rentals-we have 8 scheduled to date  Staff is finalizing aquatic programs for the summer, registration will open to the public on th April 13 RunAtTheTop Programs/Races: st  The Trails 4 Miles Race for Autism will be held on April 1 at Sherando Park; we currently have 41 runners enrolled for the 4 Mile Race and 16 walkers registered for the 1 mile walk rd  Spring Youth Running Club starts on April 3; we currently have 21 participants registered th  The Kids Bloomin Mile will be held Friday May 5 th  The Valley Health 10K will be held on Saturday May 6  We have 4 participants registered for the RunAtTheTop 10K Training program Park Planning & Development/Marketing: Jon Turkel Planning and Development:  Abrams Creek: Site flood analysis underway. This should be the last environmental review step  Sherando Park Junior Disc Golf: Course design underway-targeting late summer for installation  Lakeside Lake Amphitheater: Pergola installed and inspected. Electric to be completed by mid-May, delay due to transformer order lead times  Lakeside Lake Fishing Pier: Installed and open for use  Stonewall Park Playground: Installed and open for use  Old Charlestown Road Park Site Plan: Design work underway Marketing:  The Summer Activity Guide production is underway and scheduled to release in early to mid-April  Summer commercials for tv and radio are being updated and created for the upcoming summer advertising campaign Parks & Recreation Commission Meeting Page 4 March 14, 2023  Race shirts/medals/bibs and ads are being finalized for Trails 4 Miles Race for Autism, the Valley Health 10K (Apple Blossom) and the Kids’ Bloomin’ Mile  The initial stages of the CAPRA Marketing Standard have begun  We had a booth at the Valley Health Wellness Festival at the Apple Blossom Mall on Saturday, February 25. The event had a large turnout, and we were able to hand out a substantial amount of Spring program information  We attended the JMU Intern and Career Fair on Wednesday, February 8 Administration: Stacy Herbaugh  The Proffer Requests for the rectangular practice field for Northwest Sherando and the Pickleball Courts for Sherando will go to the Finance Committee in April  The basicREC staff recently attended a Crisis Prevention and Protocol Training with the Frederick County Sheriff’s Department and the Frederick County Public Schools rd  Staff will be preparing a 3 quarter budget projection at the end of March to determine end of fiscal year spending  Staff will be participating in an audit with our Parent Software Company, Vermont Systems to see how the system can be better utilized by staff and patrons  Marketing Manager, Tony Baker is relocation to South Carolina, his last day with Frederick rd County will be April 3 Standing Committee Report Buildings and Grounds (March 7, 2023): 1. The Committee is recommending a replacement playground for the Sherando Park Abex Shelter. 2. The Committee is recommending a request be sent to the owner of the caboose at Clearbrook Park, the Winchester Chapter of the National Railway Historical Society, to pursue relocation of the caboose from the park. 3. The Committee provided guidance to staff regarding the trail to Sandy Ridge at Rose Hill Park. 4. The Committee provided a recommendation for staff to design a recognition plaque to be placed at the Warrior Entrance of Sherando Park. 5. The Committee requested staff to develop specific rules for the amphitheater seating area to include no smoking, vaping, alcohol, or pets.
