P&Rminutes2023June13 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION June 13, 2023 Frederick County Administration Building st 1 Floor Conference Room 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Dennis Grubbs, Jennifer Myers. Non- voting Board Liaison, Mr. Charles Dehaven. Members Absent: Guss Morrison, Natalie Gerometta, Randy Carter, Zac Franz Staff: Cory Smith, Stacy Herbaugh, Jon Turkel, Sarah Young, Nathan Almarode Call to Order The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam Approval of April 11, 2023, Meeting Minutes Mr. Madigan moved to approve the minutes as submitted, second by Mr. Grubbs, carried unanimously (4-0). Adoption of Agenda Mr. Grubbs made a motion to approve the agenda as presented, seconded by Mr. Madagan, carried unanimously (4-0). Public Comment Mrs. Lynda Tyler representing the 2 For 2 Foundation provided an update on their organization’s Strategic Plan, land acquisition, and Mission Statement. Old Business None Parks & Recreation Commission Meeting Page 2 June 13, 2023 New Business 1. Mr. Longerbeam announced the appointment of new Commission member Zac Franz. 2. Sarah Young, basicREC Manager provided an update on final enrollment numbers for the 2022-2023 school year for the basicREC program and provided an overview of the 2023 Camp basicREC program. 3. Nathan Almarode, Operations Manager, provided an overview of the 2023 Summer Aquatic Season and summer field reservations. Monthly Reports Parks: Cory Smith Clearbrook Park-  Upgraded and repaired plumbing at the bath house  Replaced shelter and pickleball reservation placard holders  Upgraded electrical capacity for installed vending machines at the pool  Renovated and replaced the “beach” tile at zero depth area of the pool  Prepared Millbrook and James Wood HS’s for graduation and athletic playoff schedules  Repaired irrigation controllers at both James Wood and Millbrook High Schools Sherando Park-  Received the reel mower attachment for the Ventrac tractor (for Bermuda grass)  Prepared Sherando HS for graduation an athletic playoff schedules  Upgraded electrical capacity for installed vending machines at the pool  Received park sign to be installed at the Bowman Library  Painted pool fence, benches, and doors  Sprayed lake for algae and water weeds  Heavy trail maintenance completed on mountain bike trails  Bush hogged large fields  Utilizing one CIWF person for PT labor, no others available at this time th  Preparations underway for July 4 celebration  Cleared fairways for (near) future Jr. Disk Golf course Parks Division-  Fixed deployed rain reels and hoses  Fertilized with weed control all fields to include schools  Sprayed for weeds on all sports fields and park Parks & Recreation Commission Meeting Page 3 June 13, 2023  10 park employees were certified in CPR/First Aid Training  Revenue from FCPS was at the projected amounts Recreation: Sarah Young/Nathan Almarode  Finished 2022-2023 school year 672 full time basicREC registration and 5,520 daily enrollments  Summer Camp baiscREC is at an all-time high of 406 full-time enrollments and another all time high of 397 pick a week enrollments spread over 8 locations  New Recreation Technicians Lynzy Mitchell and Jared King started with us this month  Sherando softball fields have a large number of private softball tournaments scheduled for this summer  Field rental revenue has increased by $6,000 over last FY  We have hired 39 lifeguards/swim instructors for the summer with an additional 10 going through the new hire process th  Clearbrook and Sherando pools opened Memorial Day Weekend and opened June 5 for a seven day a week operation until school starts in August  Our combined swim teams have over 160 participants  We currently have over 200 enrolled in group and private swim lessons  Becky and Andrew shadowed the race director of the Loudoun Street Mile on Memorial Day Monday in preparation for FCPRD overseeing the race in 2024  We had 35 Spring Running Club youth participate in the Loudoun Street Mile  Summer Basketball has 184 players, practices will start June 12 as we are still securing coaches  BRVA Beach Volleyball Camp has 50 enrollments  All of the Theatre program enrollments have doubled in size  There are 29 participants in the June pickleball sessions and 23 signed up for June tennis  The Summer Family Track Series has 32 families enrolled  The spring series of environmental education programs; Homeschool Hikers and Nature Tots Storytime concluded in May and will return in the fall  A new StoryWalk has been installed at the Bowman Library Trail  Staff attended an Autism Ally training on 5/24 conducted by the West Virginia Autism Training Center of Marshall University  450 people attended the Rally for Reading and Amphitheatre Ribbon cutting at the Bowman rd Library on June 3 Parks & Recreation Commission Meeting Page 4 June 13, 2023 Save the Dates: nd  The first outdoor movie to be shown at the Amphitheatre will be held on June 22 from 8:30-10:00 p.m. We will show “Puss n Boots: The Last Wish” and we will give out free popcorn and Sugar Creek Snowy and Sweet Ice Cream Truck will be available as concessions th  The Sherando Youth Triathlon will be Sunday June 25 starting at 8 a.m. at the Sherando Pool th  Everyone is invited to our July 4 celebration at Sherando Park; we have two opening acts and then the headliner The Nathan Bartgis Band. Invitations and VIP parking passes will be mailed out soon. Staff continues to seek sponsors for the event-please share a sponsorship flyer with anyone you many feel is interested! th  The Kids Golf Tournament will be held July 7 at Appleland  The Youth Sports Scramble Adult Golf Tournament will be held at Blue Ridge Shadows on th August 11 -please take a flyer and share with potential players or sponsors Park Planning & Development/Marketing: Jon Turkel Planning and Development  Sherando Field Grading contract has been awarded to Judy Excavating, staff is collecting preliminary paperwork before work can commence  Sherando Park Abex and Clearbrook Park playground replacements are still on track for installation in the fall  Old Charlestown Road Park design work is continuing  The Old Charlestown Road Park easement request continues to hold for park development plans to be advanced  Sherando Jr. Disk Golf course fairways have been cleared, baskets and tee mats have arrived and installation should begin soon  Sherando Pickleball site design version 1 is complete and out for agency review and comments  Jon, Cory, and Ron Madagan met with VDOT to finalize discussion for Sherando Park crosswalks-new/updated crosswalks are anticipated at the main entrance, Warrior Drive entrance, and trailhead entrance across from Ivory Drive (near Miller Hardware). Work is anticipated to be substantially complete by the start of the school year st  The 2023 Master Plan 1 draft is nearing completing for committee review Marketing th  We have created a Sponsorship Opportunity flyer for the July 4 celebration-this flyer will serve as a templet for other events and tie in with a sponsorship packet for all department sponsorship opportunities  A new design has been completed for the 2023 Battlefield Half Marathon that will be used on all marketing, medals, and t-shirts Parks & Recreation Commission Meeting Page 5 June 13, 2023  Search engine optimization is being done on the Run at the Top website to help improve position in Google search results for running and racing in Frederick County  We are creating new landing pages and utilizing QR codes to direct customers to specific information on our home webpage  Banners were printed for the Sunset Series at the Amphitheatre at Bowman Library and will be out prior to Thursday concerts th  Banners have been ordered to promote the July 4 celebration  The Marketing Assistant has been managing a schedule of Facebook posts to keep our audience up to date on FCPRD events and activities Administration: Stacy Herbaugh  We have received three bench donations over the last month: Miller Hardware of Stephens City and Bank of Clarke County each donated a bench to be installed on the trail around the lake at the Bowman Library, Larry Crim donated a bench for Clearbrook Park in memory of his wife; Judy Crim  The memorial bench to honor longtime FCPRD umpire George DiCostanzo will be installed this week  Jon, Stacy, and Gary met with new Commission member Zac Franz to give him an overview of Commission duties  The easement requests of Robert and Julie Owens were approved by the Board of Supervisors at their last meeting, preparation of the legal documents are now in the process of being competed prior to collection of any payment from Mr. and Mrs. Owens  Staff met with the new Assistant Superintendent of FCPS to discuss spacing needs for the upcoming school year and summer of 2024  Staff is preparing the paperwork to purchase two slides; one for each pool that will be installed prior to the 2024 Aquatic season  Based on the installed traffic counters for Clearbrook and Sherando Parks, we are averaging 313 cars a day coming into Clearbrook and 458 cars per day at Sherando Standing Committee Reports Buildings and Grounds (June 6, 2023): 1. The Committee provided an update on location and design for a recognition plaque to honor FCPRD supporters. Staff will draft a criteria for a nominations and selection of honorees. 2. The Committee provided information regarding the desired location of the Sherando Pickleball courts. Parks & Recreation Commission Meeting Page 6 June 13, 2023 Information Items 1. Mr. Madagan commented on how nice Sherando Park looked and was pleased with the bench installations at the Bowman Library Lake Trail.
