066-23 (2023-2024InterstateRoadImprovementPlan) RESOLUTION 2023-2024 INTERSTATE ROAD IMPROVEMENT PLAN ,xG1�; WHEREAS, the Frederick County Transportation Committee recommended approval of this plan on April 24, 2023; and, WHEREAS, the Frederick County Planning Commission held a public hearing and recommended approval of this plan at their meeting on May 17, 2023; and, WHEREAS, the Frederick County Board of Supervisors had previously agreed to assist in the preparation of this plan in accordance with the Virginia Department of Transportation's policies and procedures and participated in a public hearing on the proposed Plan, after being duly advertised so that all citizens of the County had the opportunity to participate in said hearing and to make comments and recommendations concerning the proposed Plan. and Priority List; and, WHEREAS, a representative of the Virginia Department of Transportation appeared before the Board during the public hearing and recommended approval of the 2023-2024 Interstate Road Improvement Plan and the Construction Priority List; and, WHEREAS, the Frederick County Board of Supervisors support the priorities of the interstate road improvement projects for programming by the Commonwealth Transportation Board and the Virginia Department of Transportation; NOW, THEREFORE, BE IT RESOLVED by the Frederick County Board of Supervisors as follows: The 2023-2024 Interstate Road Improvement Plan appears to be in the best interest of the citizens of Frederick County and the Interstate Road System in Frederick County; and therefore, the Frederick County Board of Supervisors hereby approves the 2023-2024 Interstate Road Res.#066-23 -2- Improvement Plan and Construction Priority List for Frederick County, Virginia as presented at the public hearing held on June 14, 2023. Bishop, AICP, Assistant Director RE: Update of the Interstate, Primary, and Secondary Road Plans DATE: May 10, 2023 This is a public hearing item to consider the update of the 2023 — 2024 Interstate, Primary, and Secondary Road Improvement Plans. Summary of Changes: Interstate and Primary Road Improvement Plans have no recommended changes currently. Staff would note as the Route 37 Study that is currently underway moves ahead there is a good possibility of future updates resulting from that effort. Secondary Plan Updates are as follows: 1. Update Major road improvements list to reflect current activities. 2. Update Advertisement years for projects on the scheduled list. 3. Add the following projects via promotion from the Unscheduled to the Scheduled list: a. Clarke Road b. South Timber Ridge Road c. Heishman Lane d. Glaize Orchard Road The Transportation Committee reviewed this item on April 24, 2023 and has recommended approval to the Board of Supervisors. In addition, as the State continues to work toward an ultimate plan for the I-81 widening, the County of Frederick continues to support the study of Eastern Route 37 as a potential corridor on new location as an alternative for that effort. All projects in the vicinity of future 1-81 connections for Route 37 should be scoped to consider that project to prevent conflicting improvements and make sure to accommodate that future connection. Moreover, the County of Frederick supports exploration of the potential for rail transportation as a component of the Interstate 81 Corridor improvements. Interchange Priorities 1. Exit 317 — Interchange Upgrade and Redbud Road realignment to accommodate interchange upgrade. Improvements to bridges and the north end of the interchange should work to accommodate the future Route 37 north connection. 2. Exit 307—Safety and capacity improvements to the existing facility while continuing to promote the future relocation further south to the South Frederick Parkway. 3. Exit 313 - Bridge reconstruction, safety improvements, and capacity expansion. 4. Exit 323 —Interchange Upgrade 5. Exit 310 - Phase 2 of the FHWA approved interchange modifications. 6. Exit 307—Interchange Relocation 7. Exit 321 —Upgrade to split interchange between Hopewell Rd and Cedar Hill Rd Interstate Widening Priorities 1. Widen I-81 from Route 50/17 Exit 313 to Route 11 Exit 317 2. Widen 1-81 from Route 277 Exit 307 to Route 50/17 Exit 313. This should include the relocation of Exit 307. 3. Widen I-81 in Frederick County from Route 11 Exit 317 to the West Virginia State line 4. Widen I-81 in Frederick County from Route 277 Exit 307 to the Warren County Line in the South Intelli,_=ent Transportation S.stems and Incident Mannement 1. Increase of VDOT safety patrols. 2.
