Item 1: Minutes
Lucas Cook made a motion to approve the minutes of the October 17, 2022 HRAB meeting. Nick
Powers seconded the motion. The motion passed unanimously.
Item 2: Review of Retreat at Winding Creek Conditional Use Permit Application
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment
pertaining to a Conditional Use Permit (CUP) application for an off-site freestanding monument sign
at the northeast corner of a 24.07 +/- acre property with PIN#: 56-A-19. The property is zoned RA
(Rural Areas) and in the Red Bud Magisterial District.
The members discussed the residential subdivision, considering the previous rezoning and master
development plan, and future Haggerty Boulevard. There were no objections to having an off-
premise sign at this location. Adam Delouche and Bryan Lilly explained the sign is intended to be
readable from cars travelling at a high speed along Berryville Pike (Route 7).
There was a discussion on future plans for Millbank, and Jack Owens with SVBF indicated there is a
desire to do some type of restoration and reuse for the house, but there are no concrete plans at this
time.
Nick Powers made a motion to recommend approval of the CUP with a condition that the applicant
work with Shenandoah Valley Battlefields Foundation to design and install a sign where feasible that
captures the significance of the Third Battle of Winchester, the importance of Millbank, and other
relevant historical context. One possible location for the sign would be on the east side of future
Haggerty Boulevard going north towards Berryville Pike (Route 7), however the placement can be
determined as appropriate. David Sforza seconded the motion. The motion passed unanimously.

Item 3: Historic Plaque Program Discussion
Staff provided an overview of what was understood from records on the previously administered
Historic Property Designation Program, more commonly known as the Historic Plaque Program and
asked HRAB members if there is an interest in continuing the program. 40 plaques were ordered at
one time, and the program assigned 33 plaques from 1995-2014, leaving 7 left.
Maral Kalbian suggested adding a page to the Frederick County Planning website indicating the
properties in the county that have a plaque and provide a photo and some information on the
property. HRAB members reviewed the list of the first 33 plaques awarded and decided to try and
find a place for the next 7 plaques. Depending on how that goes, if there is more interest in the
historic plaque program, then HRAB can discuss further continuing the program. Maral Kalbian
volunteered to work with staff to come up with a list of structures potentially eligible for the program.
