Item 1: Minutes
Lucas Cook made a motion to approve the minutes of the October 17, 2022 HRAB meeting. Nick
Powers seconded the motion. The motion passed unanimously.
Item 2: Review of Retreat at Winding Creek Conditional Use Permit Application
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment
pertaining to a Conditional Use Permit (CUP) application for an off-site freestanding monument sign
at the northeast corner of a 24.07 +/- acre property with PIN#: 56-A-19. The property is zoned RA
(Rural Areas) and in the Red Bud Magisterial District.
The members discussed the residential subdivision, considering the previous rezoning and master
development plan, and future Haggerty Boulevard. There were no objections to having an off-
premise sign at this location. Adam Delouche and Bryan Lilly explained the sign is intended to be
readable from cars travelling at a high speed along Berryville Pike (Route 7).
There was a discussion on future plans for Millbank, and Jack Owens with SVBF indicated there is a
desire to do some type of restoration and reuse for the house, but there are no concrete plans at this
time.
Nick Powers made a motion to recommend approval of the CUP with a condition that the applicant
work with Shenandoah Valley Battlefields Foundation to design and install a sign where feasible that
captures the significance of the Third Battle of Winchester, the importance of Millbank, and other
relevant historical context. One possible location for the sign would be on the east side of future
Haggerty Boulevard going north towards Berryville Pike (Route 7), however the placement can be
determined as appropriate. David Sforza seconded the motion. The motion passed unanimously.

Item 3: Historic Plaque Program Discussion
Staff provided an overview of what was understood from records on the previously administered
Historic Property Designation Program, more commonly known as the Historic Plaque Program and
asked HRAB members if there is an interest in continuing the program. 40 plaques were ordered at
one time, and the program assigned 33 plaques from 1995-2014, leaving 7 left.
Maral Kalbian suggested adding a page to the Frederick County Planning website indicating the
properties in the county that have a plaque and provide a photo and some information on the
property. HRAB members reviewed the list of the first 33 plaques awarded and decided to try and
find a place for the next 7 plaques. Depending on how that goes, if there is more interest in the
historic plaque program, then HRAB can discuss further continuing the program. Maral Kalbian
volunteered to work with staff to come up with a list of structures potentially eligible for the program.
The meeting was adjourned at 7:17 p.m.

Site Description:
Feb. 1991: The house is situated on a gentle sloping lot with only one large shade tree in the yard. Large frame bank barn, carriage
house, hog pen and stone meathouse (coursed rubble). Stone wall in front yard.
Nov. 2006: A stone retaining wall lines the driveway and then cuts across the yard in front of the house. The driveway to the house
leads past the house to the bank barn. The area around the bank barn is grassy fields. The meathouse/smokehouse is located to the
south of the house. The area between the house and the smokehouse has been landscaped with plants and a brick sidewalk and brick
porch area.
April 2015: No significant changes since previous survey.
Surveyor Assessment:
Feb. 1991: Fine example of the Federal style expressed in brick. House is in very original condition.
2006: Period of Significance
The period of significance for Sasparilla Springs is circa 1840-1950. It is one of several brick I-houses with Federal style details
remaining in Frederick County, Virginia. The house was built in 1840 by Joseph Payne. The Paynes became a prominent family in
the area with many of Joseph Payne’s daughters settling in the nearby community of Rest. The property remained a working farm into
the 1940s. Sasparilla Springs is loosely illustrative of farms found in Frederick County with its intact bank barn, smoke house, and
open fields. It is also considered the anchor farm for the adjacent settlement of the community of Rest. Its areas of significance
include agriculture and settlement.
Integrity
Although this Federal Style farmhouse appears to be an excellent example of the Federal style in brick, it has seen a number of
changes that have diminished its integrity of materials, workmanship, and design. These changes include the replacement of all
windows with modern vinyl-clad sashes that are single-pane with false insert mullions. The largest single alteration is the rear cross-
gable addition that is executed in brick but with running bond in contrast to the original structure’s five-course American Bond and has
a large Palladian-Style window that dominates the east façade of the addition. The front porch has been enlarged to extend three bays
from a small, one-bay original. The many alterations have diminished this resource’s integrity and it is not eligible for the National
Register of Historic Places.
Criterion A – properties associated with events that have made a significant contribution to the broad pattern of our history.
Sasparilla Springs is not considered eligible for the National Register of Historic Places under Criterion A. While the Payne family is
associated with the community of Rest, the house and its environs is singular farmstead, and does not illustrate that association with
the Rest community. Moreover, due to the various material changes to the property, the loss of integrity of the overall setting visually
separates Sasparilla Springs’s visual and physical relationship to the remnants of the Rest community.
There is scant documentation regarding evidence of Civil War skirmishes in the vicinity of Sasparilla Springs. The National Register
form for the nearby Nathaniel Burwell House (the Yellow House) states that skirmishing took place on that property as a cannon ball
and a number of bullets were dug out of the west wall of the house, and a bayonet was found in the basement among other items.
Additionally, archeological evidence supports that both Confederate and Union troops passed through the area and camped along U.S.
Route 11 and lands associated with Sasparilla Springs. Therefore, while the property is linked to the Civil War and the movement of
troops, this link alone does not equate to eligibility under Criterion A as a structure associated with the Civil War.

Criterion B – properties that are associated with the lives of persons significant in our past.
The Sasparilla Springs property is not considered eligible under Criterion B. Joseph E. Payne is not considered a person of historical
significance.
Criterion C – properties that embody distinctive characteristics of a type, period, or method of construction, or that represent the work
of a master, or that possess high artistic values, or that represent a significant and distinguishable entity whose components may lack
individual distinction.
The Sasparilla Springs property is not considered eligible under Criterion C. According to Kalbian, the Frederick County Rural
Landmarks Survey identified 213 dwellings that were built during the Antebellum period, with a majority of these vernacular in
character. The predominant architectural style was Greek Revival, with a “few” Federal style buildings present. Sasparilla Springs
illustrates the distinctive characteristics of the I-house with its two-story, five-bay front facade, with two interior gable end chimneys.
This configuration is typical of the I-House typology for the mid-eastern states. Stylistically, its original six-over-six windows, transom
over the door, and modest entry porch illustrate Federal characteristics. The original wood-frame windows have been replaced with
aluminum sash windows with a different light configuration. Also, the porch has been enlarged from the one-bay porch to a three bay
porch with a plain square post balustrade. With these changes, Sasparilla Springs does not retain enough distinctive characteristics to
be considered eligible for the National Register of Historic Places under Criterion C as an example of the type, period, or method of
construction. The property is not the work of a master nor does it possess high artistic values.

Aug. 1973: Architectural Significance: The house was built as one - five row American Bond. Note the stone smokehouse adjacent to the house,
SW corner (attached by a frame hyphen).
Architecture Summary, 1991: Stone basement, stepped cornice, flat arches over windows, 4-light transom above door, louvered shutters.
11/2006: Commonly called Saspirilla Springs, this house is located on Route 669, east of US Route 11, and adjacent to the railroad. The main
block of the house is a two-story, five-bay, side-gable brick structure with two interior gable end chimneys, and a standing seam metal roof. The
brick structure features a Flemish bond on the front façade, and a five-course American bond on the sides and rear. The wood frame windows
have nine-over-nine lights and are replacements to the former windows which according to the VDHR Brief Survey form completed in 1991,
originally featured 6-over-six lights.
A photograph of the house prior to renovation shows that the house originally had six-over-six, double hung sash windows with louvered
shutters. The original main front porch was a single-bay porch with Tuscan columns and pilasters supporting a small hipped roof. The south
side addition had square porch posts at that time and a remnant section of gingerbread style balusters on the second story. At that time there was
a small, one-story frame shed roofed addition on the south addition, and the roof was corrugated metal.
Currently, the three-bay wide hipped front porch is supported by four Tuscan columns and simple square balusters. Two more pilasters were
formerly adjacent to the front door, however, only the ghost lines are present now. Two pilasters remain at the corners of the porch and house
juncture. The wood frame front door features stylistically a Craftsman era design, with three small lights at the top and three small lights
bottom, leaving a large center light. A modern storm door has also been installed. The house and the side addition are situated on a stone

foundation which serves as a crawl-space basement.
The 1 ½ story, side-gable, 3 bay, brick side addition is recessed from the main block of the house. However, the low sloping shed roof porch
extends just beyond the front wall of the main block of the house. The addition features a standing seam metal roof, one interior gable end
chimney, 5-course American bond, and replaced nine-over-nine windows, and an entryway on each story with modern doors. A new, small
window has been cut into the lower level by the doorway. The porches are supported by four Tuscan columns. At the time of this survey, no
porch railing was present (the owner was currently making repairs). The driveway to the property actually leads most directly to this portion of
the house with the stone retaining wall turning to cut across the front to form a small brick patio and small garden area.
The rear frame addition, clad in running bond with a standing seam metal roof is quite recent (late 1990s), and is not visible from the front
façade. It gives the overall form of the house a “T” shape. Each side of the addition is different; the northern side features an asymmetrically
spaced paired and single nine-over-nine windows, a small fixed window beside an entry door, and one round arched window; the rear of the
addition features a shuttered, centered Palladian window and two shuttered round arch windows; and the south side is the most complex with
three bays of shuttered nine-over-nine windows above a shed roof, full-width porch, with shuttered nine-over-nine windows and a centered
entryway.
The 1991 VDHR Brief Survey Form indicates the presence of the bank barn, carriage house, hog pen, and meathouse. The remaining support
buildings are the bank barn, its silo, a small shed, and the meathouse.
The interior of the house retains its original wood flooring, wood trim, moldings, staircase balustrade and newel post, fireplaces, and central hall
plan. Pocket doors in the living room are no longer functional.

The main block of the primary resource is a 2-story, 5 bay Flemish and American bond brick building, with a side gable roof of standing seam
tin, two interior brick chimneys, and a central passage plan. It has a 1.5 story, 3 bay brick side addition from the 1990s, as well as several other
modifications, including replacement of the original 6/6 windows with 9/9 double-hung sash, replacement doors, and replacement porches of a
larger scale than the originals. The property also includes a circa 1930 bank barn, and undated animal shelter, meat house, carriage house,
retaining wall, and silo. It was evaluated as locally significant under Criteria A (Agriculture) and C (Architecture) with a period of significance
of 1840-1950. The committee recommended not eligible with 26 points.

June 2011: The two-story wood-frame side-gable dwelling has a stone foundation, wood siding, 2/2 double-hung wood sash windows, and a
gable roof clad in standing-seam metal. Two brick chimneys protrude from the roof ridge. The five-bay front (south) elevation has a centered
replacement vinyl door with three-light transom and vinyl panels in place sidelights. Two windows are located on both sides of the door. The
previous survey indicates the front porch and wood shutters had been removed from the house. One-story bay windows are located on the east

Architectural Description:
1990 Survey: Mt. Prospect is unusual in that it is a stone house which burned and was partially rebuilt using brick. The house was originally
built in ca.1820. It burned around the 1880s and the front façade was replaced with brick. The front is 5-course American bond and the sides
and back are of native limestone laid in random rubble pattern. The house has a hipped roof with standing seam metal and 4 interior end brick
chimneys. Two gable dormers with 2/2 windows have been added to the attic story in the early 20th century. The house has a wooden boxed
cornice. The front façade (south) of the house is 5-bays wide and asymmetrical. The windows are 2/2 and have flat brick arches above them.
The front door has a 2-light transom with 2 sidelights. This façade is fronted by a 3-bay, 1-story Folk Victorian porch with wooden chamfered
columns, a sawn balustrade, plain handrail and decorative brackets. The side elevations also have 2/2 windows. The house sits on a split-level
stone basement. Six-light basement windows are apparent in the back of the house and the entrance to the basement is on the east side. Stone

north. There dwelling is fronted by a grassy lawn and there are scattered mature trees and shrubs. A gravel driveway leads north from

There is a gabled projecting bay on the front (south) elevation and a one-bay shed roof entrance porch. A shed roof dormer is located on the
west elevation and at flat-roofed addition is attached to the east elevation. The original form and plan of this house appears to have been
extensively altered since its construction.

Architectural Description:
The Branson house was built in three phases. The earliest portion is the 1st-story of the 1 1/2-story stone section on the east end of the house. It
is 2-bays wide with an interior end stone chimney. A modern 1-story shed-roofed closed-in porch is attached to the east gable end. This one-
story stone section was probably built by Edwin Thomas around 1740-1750. The next section of the house was built in 1790 (according to the
owner who says that this date is inscribed in the chimney of this portion of the house). This 1790's portion is the 3-bay section to the west of the
original portion just described. It is also built of stone and is symmetrical. At the same time of this 2-story stone section, a 1/2 story and a rear
1-story shed-roofed addition were added to the original 1-story section of the house. These two additions were made of stone.
June 2011: No changes appear to have been made to the building since the previous survey.

April 2015: The ca. 1965 two-story frame house is clad in vinyl siding and sits on a concrete block foundation. The rectangular-plan house has
an asphalt shingle gable roof with an interior end chimney at the north end of the building. A large one-story gable roof wing extends from the
south elevation. The west, or main, elevation of the main block is two bays wide with a modern canted oriel window in the north bay and a
modern wood and oval-light door in the south bay; the wing has a modern canted oriel window centered in the west elevation. A hipped roof
porch with square wood posts and a wood railing covers the main entry in the west elevation. The second story of the west elevation includes
two single six-over-six windows. Windows throughout the house are predominantly modern one-over-one sash with false six-over-six muntins. A
wood deck extends off the east (rear) side of the one-story addition.

foundation. The ell-shaped house has a standing seam metal gable roof with an interior brick chimney and a cross gable over the ell at the
northwest corner. A one-story gable roof wing on the north side of the building wraps around the west corner. The west, or main, elevation is
four bays wide with a single one-over-one window in the north bay, a one-over-one window and a wood panel and six-light door in the center
bays, and a set of paired one-over-one windows in the south bay. A shed roof porch with square wood posts and simple y-brackets covers the
central and south bays. Windows throughout the house are predominantly one-over-one sash.

April 2015: The ca. 1954 one-story frame house is clad in asbestos shingles and sits on a concrete block foundation. The rectangular-plan house
has an asphalt shingle clipped gable roof with a central brick chimney. The west, or main, elevation is three bays wide with a central entry
flanked on either side by a one-over-one window. A hipped roof porch with square wood posts and a center cross-gable covers the east elevation.
Windows throughout the house are predominantly one-over-one sash with paired windows in the gable ends.

Architectural Description:
April 2015: One-story frame building with a metal gable roof and clad in brick-patterned asphalt. Multi-paned wood-frame windows located in
the west and south elevations and in the gable ends, with a wood door in the south elevation. A large frame shed roof addition with corrugated
metal siding extends from the south side of the building. The addition has a sliding wood door in the west elevation, two single windows in the
south elevation, and a shed roof entry porch that covers the juncture of the two parts of the building.

April 2015: The ca. 1965 one-and-one-half-story frame house is clad in vinyl siding and sits on a concrete block foundation. The square-plan
house has an asphalt shingle gable roof with a central brick chimney. The roof covers a small integrated porch at the southwest corner of the
house. The west, or main, elevation is two bays wide with a tripartite window with a large 24-light window flanked on either side by a six-over-
six window at the north end and a set of paired six-over-six windows at the south end. A wood door with six upper lights is located in the south
elevation under the porch roof. Windows throughout the house are predominantly six-over-six sash with paired windows in the gable ends.

11/2006 - The house is a 1 1/2 story, side gable, three-bay bungalow. The roof is clad with a composite shingle and the house is clad with
aluminum siding. The dominant feature on the front facade is the enclosed shed roof porch and the shed roof dormer window that extends the
full length of the roof. Windows are single and paired and are one-over-one. There is a shed roof rear porch that is supported by square wooden
posts and simple square balusters. The foundation is concrete block.

Architectural Description:
April 2015: The ca. 1950 one-story frame Ranch-style house is partially clad with wide wood clapboards and metal siding with a rusticated
stone pattern. The rectangular-plan house has a metal gable roof with an interior brick chimney in the north end of the building; the gable ends
of the house are covered with narrow wood siding. The east, or main, elevation is four bays wide with window openings that have no sash in the
southern two bays, a wood panel door with a single upper light in the center bay, and a window opening in the north bay. A shed roof porch
with square wood posts and a concrete deck covers the center bays of the house along the east elevation. Most of the windows openings have no
sash. A shed-roof wing extends from the northwest corner of the rear, or west, elevation.

Architectural Description:
April 2015: The ca. 1957 one-story concrete block Ranch-style house has a one-story gable-roof wing on the south end of the building. The
rectangular-plan house has a metal gable roof with an interior brick chimney in the south end of the building; the gable ends of the house are
covered with wood siding. The house is three bays wide with a large window that has no sash in the south bay, a wood panel door in the center
bay, and a single two-over-two horizontal light window in the north bay. Windows are primarily two-over-two horizontal sash with brick sills.
The center bay in the rear, or east elevation, is a 24-light fixed wood sash.

April 2015: The ca. 1947 one-story concrete block house is covered in stucco. The tee-shaped house has an asphalt shingle gable roof that has
partially collapsed, with the remains of an exterior concrete block chimney along the south elevation. A one-story gable-roof porch wrapped
around the north and west elevations of the house. Most of the windows have been removed, and those that remain are multi-light metal sash.

plan house has an asphalt shingle gable roof with an interior brick chimney situated between the house and garage portions. The west, or main,
elevation is four bays wide with two single one-over-one windows at the north end, a wood door with a single upper light in the center bay, and
a tripartite window in the south bay. The windows are flanked by fixed decorative louvered shutters. The garage bay at the south end of the
house includes a panel and three-light door and a fiberglass garage door.

April 2015: The ca. 1955 one-story frame Ranch-style house is clad in vinyl siding and sits on a concrete block foundation. The rectangular-plan
house has a standing seam metal gable roof with a central brick chimney. The north, or main, elevation is three bays wide with a single one-over-
one window at the east end, a wood door with three upper lights in the center bay, and a tripartite window in the west bay. An asphalt shingle
gable roof porch with square wood posts and a lattice railing covers the main entry. A second gable roof porch extends from the east elevation.
The porch has a metal roof, square wood posts, and a lattice railing. A set of two small one-over-one windows is located at the east end of the
foundation and a set of three similar windows is located at the west end of the foundation.

set back from the roadway and is surrounded by open lawn, shrubbery, and several mature trees; Duncan Run flows through the
northern end of the property between the house and the road. A one-story frame shed with a gable roof and a shed roof extension is
located southeast of the house.
Surveyor Assessment:
This vernacular Ranch-style dwelling is not architecturally or historically significant as it is not a particularly intact example of this
common type (Criterion C), and is not associated with any historically significant persons (Criterion B) or events (Criterion A).

Architectural Description:
April 2015: The ca. 1950 one-story frame Ranch-style house is clad in vinyl siding and sits on a concrete block foundation. The rectangular-plan
house has an asphalt shingle gable roof with a central brick chimney. The north, or main, elevation of the main block is three bays wide with a
single two-over-two horizontal light window at the east end, a wood door with nine upper lights in the center bay, and a set of modern paired one-
light casement windows in the west bay. A one-story addition extends from the east elevation. The addition has an asphalt shingle gable roof and
a modern four-over-one window in the north elevation. The house appears to have been recently remodeled and many of the original materials,
including windows and siding, have been replaced with modern ones.

June 2011: This resource is located on the northeast side of Abrils Run Lane in a grassy meadow enclosed with post-and-wire fencing.
The property is bordered by a wooded area to the north.

June 2011: It is the opinion of the surveyor that this partially collapsed one-story vernacular wood frame dwelling, dating to ca. 1920,
does not possess sufficient historical or architectural significance to merit eligibility for listing in the National Register. It does not
possess characteristics of demonstrable significance with respect to design, construction or use of materials (Criterion C). It does not
appear to be associated with significant broad patterns, events or persons (Criteria A and B). It has not yielded, nor is it likely to yield,
information important to history or prehistory (Criterion D). The dwelling is vacant and deteriorating due to neglect and has been
extensively altered with replacement building materials.

Architectural Description:
June 2011: This is a ca. 1920 one-story wood frame dwelling that has been extensively altered with later additions and exterior replacement
materials. It is partially collapsed but appears to have a side gable roof covered with a combination of sheet metal and rolled asphalt. The
exterior is clad with a mixture of Masonite, German lap siding, and brick veneer. There is an exterior concrete block end chimney and a one-
story, one-bay porch sheltered under the gable roof and supported by square wood posts. The window and door openings are either missing or
have been boarded up.

Historic Plaque Program Discussion
At the December 2022 HRAB meeting, there was a discussion on the previously administered Historic
Property Designation Program, more commonly referred to as the Historic Plaque Program, which
awarded 33 plaques from 1995 to 2014. The program allowed Frederick County to formally acknowledge
the architectural and historic integrity of structures and promote historic preservation. Through this
program, a landowner could apply for their property to gain the Historic Property Designation for
structures at least 50 years old. The HRAB would make a recommendation on the application to forwar d
to the Frederick County Board of Supervisors (BOS), which, if approved, would present the plaque to the
applicant at a Board meeting.
HRAB members expressed an interest in starting up the program again to award the remaining 7 plaques.
There was consensus to continue with the program to award the final 7 plaques, and then re-evaluate to
determine if there is interest in further extending or altering the program.
Planning staff is seeking input from HRAB members on how to proceed. Records indicate that in the past,
letters were sent out to owners of structures that would likely qualify as historically significant. The
planning department currently has 7 plaques available and access to a small amount of money for this
program. Planning staff asks the HRAB to review the previous mailers used to inform landowners of the
program and the existing application materials and determine if those are sufficient to continue using or
if there are other suggestions to garner participation in the p rogram.
