Mr. E. S. Marchant, Right of Way Engineer of the Department
of Highways appeared before the Board and explained the type construction and right of ways
of the rebuilding of the Paper Mill Road route #644 and also reguested that this Board to

enter into an agreement with the State - Highway Comm issioner� guaranteeing right of way on
said proposed improvements as per specifications submitted. Upon motion it was agreed to
continue this matter until the next regular meeting.
Dr.. Neal of the State Department of Health, appeared before
Board and explained in detail the different items in establishing a Public Health Unit for
ick County. No action was taken.
It is ordered that the Board do now adjourn,

County, Virginia, held in the Supervisors Room over the Clerk's Office on the 2nd day of
June, I948.

Upon motion of C. F. Garber and seconded by B. 0. Brumback
the following Resolution was adopted:
WHEREAS, the Commonwealth of Virginia through the Department of
Highways has prepared and submitted to the Board plans for the construction or improvement
of a section of the State Secondary System of No. 644, Project 1393 -F'B in Frederic]
County, from S.C.L. Winchester to Int. Rt. 522 approved May 7, I948; and
WHEREAS it is proposed to finance the cost of construction
fifty percent from Federal Aid Secondary Funds and fifty percent from State Funds
allocated to Frederick County; and
WHEREAS, it is the desire of this Board that said road be
improved in accordance with said plans.
NOW, THEREFORE, BE IT RESOLVED: That this Board hereby approves
the plans and requests the Department of Highways to proceed with construction in
accordance with these plans, and the Board further hereby agrees and does guarantee a 50
foot unrestricted right of way between Stations V27 and 58f00, and a 40 foot unrestricted
right of way from Station 58 400 to I89f06, all as indicates or noted on said plans, to-
gether with the right and easement to use the additional areas shown as being required for
the proper execution and maintenance of the work as indicated on plans.
It is understood, however, that incidental costs such as moving
and resetting existing fences, houses, structures, utilities, or other obstructions of
such nature, are to be paid from Secondary Funds allocated or to be allocated to Frederick
County.
Upon motion it is ordered that the Board do now adjourn.
