RESOLUTION
A RESOLUTION OF THE FREDERICK COUNTY BOARD OF SUPERVISORS
APPROVING CONTINUED COUNTY PARTICIPATION IN THE VIRGINIA JUVENILE
COMMUNITY CRIME CONTROL ACT ("VJCCCA") AND COLLABORATION WITH THE
CITY OF WINCHESTER AND THE COUNTY OF CLARKE FOR THE PURPOSE OF THIS
ACT TO FORM ONE COMBINED PLAN, WITH THE COUNTY OF FREDERICK ACTING
AS THE FISCAL AGENT.
WHEREAS, the General Assembly enacted the Virginia Juvenile Community Crime
Control Act ("VJCCCA") IN 1995; and
WHEREAS, the provisions of the VJCCCA require that a local plan be submitted for the
utilization of the funds in order to receive them;
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Frederick
County, Virginia that:
1. The Frederick County Board of Supervisors will continue to participate in the VJCCCA
and accept funds appropriate for the purposes set forth in the Act until it notifies the
Department of Juvenile Justice, in writing, that it no longer wishes to participate.
2. Frederick County will collaborate.with the City of Winchester and the County of Clarke
for the purpose of this Act to form one combined plan, with the County of Frederick
acting as the fiscal agent.
3. The County Administrator is hereby authorized to execute a local combined plan on
behalf of the County of Frederick.

Dear Board,
I am the Director for the 26'h Court Service Unit serving eight jurisdictions in the northern Shenandoah Valley
including Frederick County. As part of that work, we partner with local jurisdictions to administer a plan
through the Virginia Juvenile Community Crime Control Act ("VJCCCA"). The County has participated in
this plan since 1996 when the plan was initially created.
The plan is managed in the Court Service Unit office and is a combined plan for Frederick County, Winchester
City, and Clarke County with Frederick County acting as the fiscal agent. The organization of the plan also
requires the support of local judges so Judge Elizabeth Kellas,Judge Kimberly Athey,and Judge James Drown
work closely with the development and implementation of the plan. The funds in the plan pay for youth to
attend the Timbrook Achievement Center for truancy intervention, restorative justice, and other programs for
low level offenses. There are no funds provided by Frederick County.
The resolution was requested by the Department of Juvenile to match with requirements for plan approval.
