P&Rminutes2023April11 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION April 11, 2023 Frederick County Administration Building nd Parks and Recreation Department Office-2 Floor 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Dennis Grubbs, Jenny Myers, Natalie Gerometta, Randy Carter. Non-voting Board Liaison, Mr. Charles Dehaven. Members Absent: Guss Morrison Staff: Cory Smith, Stacy Herbaugh, Andrew Keefauver Call to Order The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam Approval of March 14, 2023, Meeting Minutes Mr. Carter moved to approve the minutes as submitted, second by Mr. Madagan, carried unanimously (6-0). Adoption of Agenda Mr. Carter made a motion to approve the agenda as presented, seconded by Mrs. Myers, carried unanimously (6-0). Old Business None New Business Staff is recommending an update to the Park Suspension Policy (100.24) to include a list of applicable facilities included in a Park Suspension/No Trespass Notice as advised by a Frederick County Sheriff’s Department Deputy. Mr. Madagan made a motion to accept the revised policy as presented, seconded by Mr. Grubbs, carried unanimously (6-0). Parks & Recreation Commission Meeting Page 2 April 11, 2023 Monthly Reports Parks: Cory Smith Clearbrook Park-  Installed new shingles on Antique Car Shelter  Planted 6 trees in Clearbrook Park  Completed Stonewall Park drain project at Roper field and installed sod  Finished installing sod a new sand volleyball court berm  Drained the pool to prepare for tile replacement in the zero depth area  Seeded newly cleared areas in the park  All winterized buildings have been reopened for public use Sherando Park-  Repurposed old ballfield light poles to parking lot curb stops  Aerated and seeded all rectangular playing fields  Cleared growth for the new 9-hole disc golf course  Irrigation reels deployed to school sites  Working on installing the lake fountains  Installed some automatic plumbing fixtures in restrooms  Bermuda sod field treated for weeds and fertilized  All winterized building have been reopened for public use Parks Division-  Sherry Flook (Sherando Park Technician) achieved her Certified Pool Operators Certification  Lakes treated for algae control  Four Park Technicians attended the Professional Athletic Field Workshop offered by the Virginia Recreation and Park Society (VRPS)  Three Park staff members are attending the Certified Playground Safety Institute this week in Williamsburg  A request was made by the Shenandoah Arts Council to place a Free Little Library in Sherando Park, that request will be presented to the Buildings and Grounds Committee at their next meeting  Traffic counters were installed in January at Sherando and Clearbrook Parks; on opening day for Little League and BRYSA, 1200 cars entered Sherando Park, Clearbrook Park is averaging 200-300 cars per day  Mr. Longerbeam requested that a counter be placed at Rose Hill Park Parks & Recreation Commission Meeting Page 3 April 11, 2023 Recreation: Andrew Keefauver  Full-Time basicREC enrollments: 674, daily drop-in use since the start of the 2022-2023 school year: 4,343 th  Summer basicREC registration opened on Thursday, April 6 for all currently enrolled th participants, registration for all others will be open on April 13 nd  KiteFest was held on April 2 and was a huge success-the Kernstown Battlefield Association was very pleased and looking forward to additional activities there st  Trails4Miles was held on April 1 with 223 participants completing either the 4 mile trail run or the 1 mile walk. Staff will be providing a donation to the I’m Just Me Movement and the ARC of the Shenandoah Valley once all revenues and expenditures have been finalized  Young Artist concluded with 15 participants for the month of March, the April class currently has 13 enrolled  Ballet concluded with 15 participants th  A CPR class was held on March 15 with 7 participants th  A babysitting class was held on March 17 with 9 participants rd  Adult volleyball league concluded on April 3  Wrestling Camp is currently going with 38 participants  Kids Sports and Agility Clinic is currently going with 13 participants th  Rick Burroughs will be leaving the Department on April 14 to take a new roll with Prince William County as an Assistant to the Voter Register, staff will have a small luncheon for th him on Thursday April 13-please come by if you can  Ryan Bearer has been promoted from a Recreation Technician to take the vacant Program st Supervisor position, his official first day will be May 1  We are currently accepting applications for a Recreation Technician, staff will be conducting interviews in early May Park Planning & Development/Marketing: Jon Turkel Planning and Development:  The Sherando Park Abex playground replacement has been ordered with an anticipated delivery date in October  Clearbrook Park Caboose; staff sent a letter to the National Railway Historical Society to pursue relocation of the caboose from the park  Lakeside Lake Dam; Public Works will be conducting grading work on the Lakeside Lake dm in order to comply with state dam regulations. Work was completed on April 10th  Old Charlestown Road Park design work is continuing. Phase I environmental review and Wetlands Delineation update were completed Parks & Recreation Commission Meeting Page 4 April 11, 2023 Marketing:  The Summer Activity Guide will be released by the end of the week  Working with TV, radio newspaper outlets to prep advertising campaigns for summer programs  We had promotions at the quarterly Newcomers Welcome event at the Winchester-Frederick th County Convention and Visitors Center on Thursday April 6 Administration: Stacy Herbaugh  The Proffer Requests for the rectangular practice field for Northwest Sherando and the th Pickleball Courts for Sherando will go to the Finance Committee on April 19 and then to th the Board of Supervisors on April 26  The final painting of the pickleball courts at Clearbrook will be completed by Wilson’s th Asphalt early the week of April 10  The Department received an email from a resident requesting parkland and walking trails for the Route 50 West area th  Staff will be conducting interviews on April 12 for the Marketing Manager position  Staff is seeking vending machines in place of a pool concessionaire for the upcoming Aquatic Season, and we are working with the County Procurement Manger to solicit for food truck vendors to supplement one or two days a week Standing Committee Report Youth Sports Partners/Appeals (April 5, 2023): 1. The Committee heard one appeal, a suspension from the Over 40 Adult Basketball League, the nd Committee upheld the suspension. A 2 person involved in the incident that had requested an appeal did not appear, their one year, Park Suspension/No Trespass Notice will be upheld. Buildings and Grounds (March 7, 2023): 1. The Committee made a motion to accept an easement request from Robert and Julie Owens to allow a Frederick Water easement from their adjoining property on Brucetown Road to water/sewer lines in the Clearbrook Park maintenance shop parking area. Robert Owens and the committee agreed to a compensation amount of $10,500. The motion was seconded by Mr. Carter, carried unanimously (6-0). 2. The Committee has asked the staff to explore sign options for the Bowman Lake Trail and Amphitheatre area. Parks & Recreation Commission Meeting Page 5 April 11, 2023 Information Items 1. Commission Member at Large, Mrs. Amy Strosnider has resigned due to work and family obligations. Mr. Dehaven encouraged the other members to let anyone know that might be interested in serving to apply. The application is available on the County website. 2. Mr. Longerbeam will be assigning each Commission member to a park or trail in their district to visit monthly and report anything they see back to staff.
