BOARD OF EQUALIZATION
Thursday, January 26th, 2023

ATTENDEES:
Board Members Present: Theo Theologis, Jake Carpenter, Scott Strosnider, Betsy
Brumback, Bradley Comstock
Board Members Absent:
Staff present: Barbara Hummer
Call to order: The meeting was called to order at 12:00PM
Business Items:
1. Organization
i. Motioned by Bradley Comstock, and seconded by Theo Theologis, the board elected
Betsy Brumback as chair on a 5-0 vote.
ii. Motioned by Betsy Brumback and seconded by Scott Strosnider, the board elected
Bradley Comstock as secretary on a 5-0 vote.
2. The Board held discussion regarding the meeting schedule and set the following:
i. Meetings to be held on March 23 and 24, 2023 from 9:00 AM - 4:00 PM, on April 3rd,
2023 from 9:00 AM - 4:00 PM, and on April 6, 2023 from 1:00 PM - 4:00 PM
ii. As meetings are scheduled and progress, the Board will look at the last week of April for
additional meetings if deemed necessary
3. Newspaper advertisement
i. Board members discussed and provided Barbara Hummer with revised wording for the
public notice regarding the appeal process
4. Meeting format and flow:
i. Board discussed and agreed that appellants may decide to call in, attend in person, or
appeal virtually, however they prefer
ii. Board members requested an assessor be present, referencing the benefit it was to
have Kelly Fultz present in prior years
iii. Board members requested the property card and market data including comps to help
with having information to review during the appeal
iv. Board members requested that Barbara Hummer set appointments with 15 minute
timeslots. Commercial properties and appellants with multiple properties will be given
more time.
v. Request from the Board to have the County attorney or representative present at the
start of the first meeting on March 23, 2023, to go over FOIA requirements and meeting
protocols.
