Gary Crawford was nominated as Chair. The motion passed unanimously. Nicholas Powers was
nominated as Vice Chair. The motion passed unanimously.
Item 2: Minutes
A motion was made to approve the minutes of the December 20, 2022 HRAB meeting. The motion
passed unanimously.
Item 3: Review of Carmeuse Rezoning Application
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment
pertaining to a rezoning application of 391.87 +/- acres from RA (Rural Areas) to EM (Extractive
Mining). The parcels are generally located east of the Winchester & Western Railroad, north of
Brucetown Road (State Route 672) and Turkey Run, and south of Woodbine Road
(State Route 669) in the Stonewall Magisterial District.
Tim Stowe presented information on the subject parcel locations, the General Development Plan
(GDP), and the historic resources found through the Virginia Cultural Resources Information System
(VCRIS) on historic structures located on the subject rezoning parcels . Tim Stowe mentioned the
Woodside Road Barn (DHR #034-5138) and the Anderson-Reese House (DHR #034-1053) would be
demolished pursuant to the current draft GDP. The other resources could be left standing or
demolished, however that is not yet known.
The members discussed the lack of proffers in the draft regarding historic preservation and suggested
that the applicant consider historic preservation proffers.

HRAB recommended a Phase 2 architectural study and contextual historical survey be conducted
including but not limited to chain of titles, an architectural analysis of the interior and exteriors,
significant modifications or events related to structures and associated resources /outbuildings for all
structures on the subject parcels including Woodside (DHR #034-0731), Mt. Prospect (DHR #034-
0730), the Anderson-Reese House (DHR #034-1053), and the Woodside Road Barn (DHR #034-5138).
This effort would contextualize the history of the area, including early Quaker settlements from the
1730’s and provide a picture of how the area has developed over time.
Item 4: Historic Plaque Program Discussion
Staff provided an overview of the previously administered Historic Property Designation Program,
more commonly known as the Historic Plaque Program . At the December 2022 meeting, HRAB
members expressed an interest in continuing the program to find a place for the remaining 7 plaques
currently available. Members decided that rather than inviting property owners to apply for the
plaque, letters would be sent stating property owners are eligible to receive the historic plaques if
they wish. Eight properties were identified by the board as the first ones to receive a letter. Maral
Kalbian volunteered to work with staff to put together the notification letters.
The meeting was adjourned at 7:10 p.m.

Parkins Mill Telecommunications Tower Conditional Use Permit Application
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment
pertaining to a Conditional Use Permit (CUP) application for a proposed 150-foot monopole-style wireless
telecommunications facility on a 2.03 +/- acre property identified by Property Identification Number 76-
2-A. The property is zoned B1 (Neighborhood Business District) and owned by the Caterer LLC, which
has given permission for the tower to be located on their property. The property is located directly west of
Front Royal Pike (Route 522 South) where West Parkins Mill Road intersects to the east in the Shawnee
Magisterial District.
The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service does not
identify the parcel as within the core area or study area of any of the major Civil War Sites. There was
likely activity in this vicinity during the Civil War given the nature of the historic resources present
however this area is not included in the list of major Civil War Sites.
The mapped sites identified within a half mile radius of the property according to the Virginia Cultural
Resources Information System are:

2007: The Fort View Motel sits along Route 522 in Frederick County, just south of Winchester. The complex of buildings sits close to
the road with the office in the front. A gravel circular drive is visible along the front of the office. The circular drive lined with large
trees continues behind the office providing access the cabins in the rear.

2007: There are six guest cabins located to the rear of the office. Three sheds are directly to the west (rear) of the office.
Surveyor Assessment:
2007: The Fort View Motel is a good example of an early- to mid-twentieth century motor court. A DSS search revealed two other
previously recorded motor courts in Frederick County; the Hayfield Motel (034-0332) and Nixon's Motel (034-1027). The Fort View
Motel may be potentially eligible for the National Register under Criterion A in the area of transportation.

2007:The main house or office of the motel court is a one-story, masonry dwelling with a brick veneer. The wood windows are 3/1, double-
hung sash. A hipped dormer is found on each elevation of the dwelling. The hipped roof is covered with asphalt shingles.
There is a total of 6 tourist cabins located to the rear, four of the cabins contain one bedroom, one bath, while two cabins have two bedrooms,
one bath. The one bedroom cabins are one-story, gable-end-entry, frame dwellings sheathed in vinyl siding on a concrete block foundation. The
replacement windows are 1/1, vinyl, double-hung sash. The one-story, one-bay porch has square, wood posts. The gable roof is covered with
asphalt shingles.
The two bedroom cabins are one-story, three-bay frame buildings sheathed in vinyl siding on a concrete-block foundation. The one-story, one-
bay porch has square wood posts. The replacement windows are 1/1, vinyl, double-hung sash. The hipped roof is covered with asphalt shingles.

Historic Plaque Program Update
At the December and February HRAB meetings, members discussed the previously administered Historic
Plaque Program, which awarded 33 plaques from 1995 to 2014. The program allowed Frederick County
to formally acknowledge the architectural and historic integrity of structures and promote historic
preservation. HRAB members expressed interest in continuing the program to award the remaining 7
plaques.
Eight letters were mailed out to owners of the following properties on February 27, 2023.

Frederick County is fortunate to have an abundance of well-preserved historic properties and
structures that enhance our area. In an effort to promote historic preservation in the County, the
Historic Resources Advisory Board (HRAB) developed the Historic Property Designation Program in
1995. This purely honorific program, more commonly referred to as the Historic Plaque Program,
enables the County to formally acknowledge the architectural and historical integrity of significant
structures without placing any restrictions on them.
The HRAB recognizes Brightside as a unique and well-preserved historical resource in the County. On
behalf of the HRAB, I am pleased to inform you that your property has been selected to receive a
small bronze plaque with the county seal in recognition of its local historical significance. The plaque
can easily be mounted on the exterior of the primary structure on your property.
It is important to recognize what the Historic Plaque Program does NOT do:
• It does NOT prevent an owner from making changes to their property.
• It does NOT prevent an owner from demolishing their property.
• It does NOT require an owner to restore or renovate their property.
• It does NOT restrict an owner’s use of their property.
• It does NOT increase or decrease property values or taxes.
• It does NOT require an owner to open their property to the public.
The Board of Supervisors would present you and the other recipients a plaque at one of their regularly
scheduled meetings. Please inform me by the end of March 2023 whether you accept this recognition
and award.
