WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, MARCH 1, 2023
5:00 P.M.

ATTENDEES
Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn,Vice Chairman;
Robert W. Wells; Judith McCann-Slaughter; Shawn L. Graber; and Josh E. Ludwig were present.
The Gainesboro District seat is currently vacant.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the
Revenue; Jennifer Place, Risk Manager/Budget Analyst; Scott Varner, Director of Information
Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
Finance Committee Members Jeff Boppe and Gary Oates were also present.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:00 p.m.
DISCUSSION
The County Administrator reviewed the remaining tasks to be completed leading up to the
budget adoption.
The Finance Director reviewed the budget scenarios.
The Board discussed the tax rate that would be included in the budget public hearing
advertisement. Supervisor Wells noted that advertising the tax rate at the current $0.61 per$100
of assessed value would allow the newly elected Board member to have input before the budget is
adopted at the April 19 special meeting.
Supervisor Ludwig said he was not in favor of a tax increase with the current capital fund

dollars not being earmarked for specific projects.
Supervisor Dunn noted that using capital funds for ongoing expenses means that funds
will need to be raised to fund those expenses in the future.
Supervisor Graber said the Board is not doing due diligence regarding the requested funds
for a renovation at Sherando High School.
The Board discussed the costs of public schools versus private schools.
The Treasurer referenced remarks by Supervisor Ludwig about finding millions of dollars
that could be cut from the current budget and asked for details to be provided to the Finance
Committee.
Supervisor Graber asked for a discussion of revenue recovery and a county-wide service
for vehicle repair.
Supervisor Dunn and Ludwig discussed impact fees and proffers to offset growing
expenses.
No consensus was reached for the real estate tax rate to be included in the advertisement.
The County Administrator explained that with no consensus on which real estate tax rate to use in
the advertisement, the current rate, which was also listed in the recent reassessment
advertisement, will be used with a lower tax rate allowed to be adopted when the budget is voted
on if the Board so desires.
