WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, FEBRUARY 15, 2023
8:30 A.M.

ATTENDEES
Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn,Vice Chairman;
Judith McCann-Slaughter; and Shawn L. Graber were present. Josh E. Ludwig participated
remotely. Robert W. Wells was absent. The Gainesboro District seat is currently vacant.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the
Revenue; Sharon Kibler, Assistant Director of Finance; Jennifer Place, Risk Manager/Budget
Analyst; Scott Varner, Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to
the Board of Supervisors.
Finance Committee Member Jeff Boppe was also present.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 8:30 a.m.
REMOTE PARTICIPATION APPROVED
Vice Chairman Dunn moved for approval of remote participation by Supervisor Ludwig
from Frederick County for business reasons. Supervisor Slaughter seconded the motion which
carried on a voice vote.
DISCUSSION
County Administrator Michael Bollhoefer reviewed items raised at previous meetings. He
said he will be researching the possible expansion of glass recycling. In reference to the topic of

funding for town hall meetings hosted by Board members, he offered the availability of space at
the Sunnyside Plaza location suitable for such meetings and said he will check into other options
for such meetings. He noted that Board members may seek reimbursement of funds spent on
Freedom of Information Act requests from the Board if they so wish. In response to Supervisor
Graber's question, Mr. Bollhoefer clarified that emergency vehicles will not be outfitted with printers
and will not have more than one computing device per vehicle.
Mr. Bollhoefer presented his working models of various budget scenarios for the Board's
information. The Board and staff discussed take-home vehicles used by the Sheriff's office; the
types of vehicles used by the fire marshal's office; applying for SAFER Grants to offset firefighter
salaries; the staffing levels in Public Safety Communications; the need for combination EMS
apparatus as cost savings; expected changes in employee health insurance and retirement fund
costs; addressing salary compression in the Sheriff's department; the desire for standardization of
equipment among the volunteer fire and rescue companies; and expected changes in revenues
because of falling vehicle values.
Ms. Shiffler noted that the proposed budget and tax rates need to be advertised with the
March 8 meeting being the final meeting before the publication of the advertisement.
