BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors:Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn,Vice Chairman; Robert W. Wells; Judith McCann-Slaughter; Shawn L. Graber; and Josh E. Ludwig were present. The Gainesboro District seat is currently vacant. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the Revenue; Jennifer Place, Risk Manager/Budget Analyst; Stacy Herbaugh, Director of Parks and Recreation; Lenny Millholland, Sheriff; Scott Varner, Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. Finance Committee Members Jeff Boppe and Gary Oates were also present. CALL TO ORDER Chairman DeHaven called the meeting to order at 5:30 p.m. DISCUSSION ITEMS Presentation by Stacy Herbaugh, Parks and Recreation Director Ms. Herbaugh reviewed the Parks and Recreation budget including budget requests for the coming year. The Board and Ms. Herbaugh discussed the use of fields lost when the old Frederick County Middle School building was sold, and the new Middle Rec and Mobile Rec programs. Vice Chairman Dunn complimented the work of Parks and Recreation staff on the Old Charlestown Road Park master plan. Minute Book 48 Board of Supervisors Work Session of February 1, 2023 County of Frederick, Virginia 201 Presentation by Lenny Millholland, Sheriff Sheriff Millholland discussed budget requests for the coming year. The Board and Sheriff Millholland discussed take-home vehicles, staff retention issues, and the fleet vehicle replacement request. The sheriff agreed to provide additional information regarding the number of vehicles designated as take-home vehicles and how often staff members using take-home vehicles have responded to calls after hours. Vice Chairman Dunn Requested a Discussion of Expansion of Glass Recycling;Adiusting Business License Rates; and Adiusting Gross Receipts Tax Rate to a Net Profit Tax Rate Vice Chairman Dunn and the Board discussed expanding glass recycling and a possible agreement with the City of Winchester regarding glass recycling. Also discussed was the business license tax and the possibility of taxing businesses based on net profits versus gross receipts. Commissioner of Revenue Seth Thatcher agreed to provide additional information about the amount of business license taxes collected in various categories.
